<p>The legislation that establishes the National Higher Education Evaluation System (SINAES) states that the institutional self-evaluation process in Brazilian Higher Education Institutions (BHEI) must be made periodically and compulsorily. However, the legislation, regulamentation and technical notes do not have a toolset (evaluative instrumentation, quality and quantitative metrics, diagnostic criteria, etc.) for conception, application and data analysis in self-evaluative processes. Among the various techniques and instruments used by many BHEI, this research tried to collect the most productive and efficient ones which were compatible with SINAES so as to obtain a metamodel able to guide the assembling and management of computerized internal institutional evaluations, in which software interface prototyping techniques were employed for its validation.</p>

The National Evaluation System of Higher Education (from Brazilian Portuguese Sistema Nacional de Avaliação da Educação Superior evaluation component of the Sinaes, for the adoption of social responsibility in university strategic management in Brazil. As part of the process of institutional evaluation, each higher education institution (HEI) has to create an evaluation commission, with the attribution of guiding the self-evaluation process of the HEI. This paper presents contributions for the Sinaes concerning the concept of social responsibility, on the basis of a broad and relational perspective for social responsibility, recommending, on one hand, the incorporation of suppliers’ and environment dimension and, on the other hand, a relational governance based on ethical challenges as strategic elements of university management.

Aiming at the problem of 5G multimedia heterogeneous multimodal network representation learning, this paper proposes a collaborative multimodal heterogeneous network representation learning method based on attention mechanism. This method learns different representations for nodes based on heterogeneous network structure information and multimodal content and designs an attention mechanism to learn weights for different representations to fuse them to obtain robust node representations. Combining the general process of exploring the college physical education model and the characteristics of the multimedia network classroom environment, this article constructs the process of exploring the college physical education teaching model of the multimedia network classroom. Through the research and practice of the inquiry college physical education teaching model in the multimedia network classroom, it is verified that the implementation of the inquiry college physical education teaching in the multimedia network classroom can effectively influence and increase the students’ interest in learning and stimulate the students’ inner learning motivation. Through the guidance and training of teachers, a variety of disciplines can be used to carry out college physical education in multimedia network classrooms, so that the integration between courses can be truly realized, with the aim that all courses can share the excellent results brought by the development of modern education technology. More educators understand, accept, and participate in the practice of college physical education based on multimedia network classrooms and better serve the education of college physical education. The construction of the college physical education evaluation system should be combined with the characteristics of the 5G multimedia network era. The evaluation process includes data collection, data analysis, result output, and result feedback. Each link is an indispensable part of the college physical education evaluation process. Based on the relevant knowledge of the 5G multimedia network, the evaluation indicators determined in this study can basically reflect the various elements of the physical education process in colleges and universities. The distribution of index weight coefficients is more scientific and reasonable. Compared with the current system, the college physical education evaluation system constructed by exploration has a certain degree of objectivity and scientificity. Therefore, it is feasible to apply the 5G multimedia network to the evaluation of college physical education.

Although the relation between accountability and learning is a key issue in the field of evaluation, the existing conceptualizations include significant gaps and shortcoming. This article seeks to bridge some of the identified gaps, overcoming the dichotomy between learning and accountability and the overemphasis on accountability, and offering a more nuanced account of various forms of positive and negative learning. We propose a theory-informed reconceptualization of both accountability and learning in order to develop an interpretative framework that recognizes their plurality and brings them together through evaluation. To make visible the analytical potential of our reconceptualization, we present the Italian higher education evaluation system as a source of illustrative examples. Our analysis confirms that accountability and learning are inextricably interconnected and that multiple forms of learning can be envisaged by taking into account the mutual relationship among organizational arrangements, evaluative practices and cultural codes. We argue that such kind of analysis allows to remove the taken-for-granted aspects of evaluation practices, challenging the often-implicit assumptions about their virtues as well as their weaknesses in order to see what evaluation actually does in a particular situation.

The main goal of the Nordic project Quality Assurance in Higher Education was to develop and implement a self-evaluation model in the participating Higher Education Institutes (HEIs) to support their quality assurance work and continuous curriculum development. Furthermore, the project aimed at strengthening the cooperation of HEIs in quality assurance (QA) and disseminating good practices of QA. The framework of development is based on the CDIO approach and the CDIO self-evaluation process. The main results are a detailed definition of the self-evaluation process, well-documented self-evaluations of the participating degree programmes, and the identification of the main development areas and actions in each participating degree programme. Furthermore, the project has increased the partners’ understanding of other partners and their challenges. Finally, quality assurance has been enhanced in each participating programme and new ideas and support for quality assurance work in other higher education institutes have been produced.

Abstract The Brazilian program of higher education evaluation, broadly known as the National Exam of Students' Performance (ENADE), represents a governmental effort to gather information on undergraduate educational quality. As a product of that evaluation, reports are made available to each program evaluated. Our present research addresses the impact of ENADE evaluation report utilization on multiple higher education accounting programs' performance in their subsequent evaluation. Based upon theoretical support from literature about evaluation use, a web-based survey was developed and provided across the country to the coordinators of accounting programs. From a response rate of 62% of the study target population and using multiple regressions, we found that there was a positive correlation between usage of the ENADE evaluation report and the performance of undergraduate accounting programs in their subsequent evaluation. Based upon the reviewed literature and, in accordance with these research results, it is possible to infer that the use of evaluation reports derived from the higher education evaluation system promoted by the Brazilian government can influence the decisions of educational institutions and promote improvement.
