Upon assuming political office, the ANC government instituted a land redistribution programme to address the land ownership injustice perpetrated during the apartheid regime whereby the non-white citizens owned only 7% of land in South Africa. However, the programme has not achieved the set target; thus, this study sought to understand the challenges curtailing the successful implementation of the programme. The study used a qualitative research approach. An in-depth interview was conducted with three purposefully selected senior officials from three Departments in Greater Kokstad Municipality involved in the land redistribution programme’s implementation. The findings indicate that the major issues curtailing the programme's implementation are land claim disputes and mediation process, reliance on the willing-seller-willing-buyer model, lack of institutional capacity, cumbersome beneficiary selection process, land beneficiary resettlement support, and inadequate programme’s monitoring and evaluation. There is an urgent need for the government to institute measures to address the challenges preventing the smooth implementation of the land redistribution programme in South Africa. These challenges prevent the programme’s beneficiaries from accessing the land, thus preventing them from experiencing socio-economic emancipation as promised.

Background: This article reflects on the implementation of a diagnostic study carried out to understand the gender responsiveness of the national monitoring and evaluation (M&E) systems of Benin, South Africa and Uganda. Carrying out the study found that the potential for integrating the cross-cutting systems of gender and monitoring and evaluation (M&E) are strong. At the same time, it highlighted a range of challenges intersecting these two areas of work. This article explores these issues, which range from logistical to conceptual.Objectives: This article aims to share reflections from the gender diagnostic study to enable more appropriate capacity building in the field of gender responsiveness in national M&E systems. Developing more sophisticated tools to measure gender responsiveness in complex contexts is critical. A better understanding of how gender and national M&E systems intersect is important to understanding firstly how we can more accurately measure the gender responsiveness of existing systems and secondly how better to engender capacity development initiatives.Method: As part of the Twende Mbele programme, Centre for Learning on Evaluation and Results (CLEAR) commissioned Africa Gender and Development Evaluator’s Network (AGDEN) to coordinate teams of researchers in Benin, Uganda, and South Africa to collaboratively develop the diagnostic tool, and then implement it by conducting a review of key documentation and to interview officials within the government wide monitoring and evaluation systems as well as the national gender machinery in each country.Results: The study found that the gender responsiveness of M&E systems across all three systems was unequal, but more importantly, it is important to do more work on how M&E and gender are conceptualised, to ensure this can be studied in a more meaningful way. To strengthen national monitoring and evaluation systems, gender responsiveness and equity must serve as a foundation for growth. However, intersection M&E with gender is complex, and riddled with gaps in capacity, conceptual differences, and challenges bringing together disparate and complex systems.Conclusion: A stronger understanding of the linkages between M&E and gender is an important starting place for bringing them together holistically.

The apartheid regime used various strategies to ensure that South Africans formed a divided nation. It was through the differences between ethnic groups and tribes, among other things, that the government of the time managed to manipulate and entrench hatred and a lack of trust among most black South Africans. Tribalism, which existed even before apartheid, became instrumental in inflicting those divisions as perpetuated by the formation of homelands. The various ethnic groups had been turned against one other, and it had become a norm. Nepotism, which is part and parcel of the South African government, is just an extension of tribalism. It is the objective of this article to uncover how tribalism is still rearing its ugly head. From a practical theological perspective, it is important to deal with tribalism as a tool that plays a part in delaying tribal reconciliation, which was orchestrated by apartheid policies in South Africa.

Abstract: The purpose of this paper is to assess if the Black Economic Empowerment act has brought new economic horizons for the historically disadvantaged South Africans, or it has contributed to further impoverishmentof the lower classes in communities. The paper based its argument on an extensive literature review which envisaged that, despite many years of its implementation, BEE has caused the emergence of classes resulting fromfraud and corruption, fronting, difficulties in registering status, political interference, and poor accountability strategies. The paper interrogates the implementation strategies of BEE in the local government context to assess whether historical imbalances have been addressed or not. The paper concludes that the government needs to revisit BEE as an economic empowerment policy to see whether it has benefited the black majority or not. The paper reiterates further that, BEE as a black economic emancipation blueprint requires proper implementation and alignment with other economic policies such as the National Development Plan to accelerate economic opportunities for the black majority. The paper recommends the government of South Africa through local municipalities to exercise monitoring and evaluation in the BEE procurement systems are prerequisites in safeguarding the manipulation and corrupt tendencies arising from the awarding of tenders in the local government.Key words: Black Economic Empowerment, South Africa, Challenges, Prospects

This paper is an explorative discourse on strategies used for local economic development since the dawn of a new democracy in South Africa. In doing so, the study reflected on international experience and current local economic development practices while at the same time focusing on variables that could be characterized as enablers or barriers to successful implementation in poor areas. It is a theoretical paper, hinged upon secondary analysis of publications in relation to local economic development between the period of 1994 and 2004 with a specific intent to understand the strength and weakness of the foundations upon which the current policies are based. The synthesis focused on concepts such as poverty alleviation initiatives linked to land-based local economic development in South Africa. The study concluded that while there are similarities in the emergence of LED across the global spectrum, less developed countries such as South Africa continue to face a myriad of challenges related to policy development, execution, monitoring and evaluation. It was further recommended that strategic intents for LED should be aligned to community aspirations to have a sustainable impact. It was further recommended that while donor agencies remain crucial, proper allocation and reporting mechanisms may help sustain relationships between LED practitioners and funders. Lastly, it was recommended that a strong and legitimized political will and leadership are vital in encouraging popular participation and sustained community based response.

The dismantling of Apartheid era in South Africa in 1994, the advent of democratic era, was welcomed with a package of hope for the citizens as far as development was concerned. Since then, the government has been playing a key role in service delivery. Nonetheless, gaps exist in dispensing an array of services and this has prompted the interventions of NGOs in such developmental discourses. Through a mixed method research approach, this article explores the milestones of NGOs in South Africa while drawing pieces of evidence from Eastern Cape Province. The findings indicate that NGOs have responded positively to the prevention and treatment of various diseases, offered training and facilitated medical facilities in the province, promoted early childhood education and finally ensured regularity in services delivery. The article recommends that the public should appreciate and show goodwill to the efforts of the NGOs, pull their resources together to support and sustain the already existing NGO projects.

Vic Alhadeff was chief sub-editor of The Cape Times, Cape Town’s daily newspaper, during the apartheid era. It was a staunchly anti-apartheid newspaper, and the government had enacted a draconian system of laws to govern and restrict what media could say. The effect was that anti-apartheid activists such as Mandela were not 'merely’ imprisoned, they were also banned, as was the African National Congress. Under the law, it was illegal to quote a banned person or organisation. This meant if there was to be an anti-apartheid rally in the city – and we reported it – it could be construed as promoting the aims of a banned organisation. As chief sub-editor, I had to navigate this minefield. In addition, most English-language newspapers were anti-apartheid and had a resident police spy on staff (one of our senior journalists); on a number of occasions I would receive a call from the Magistrate’s Office after the newspaper had gone to print at midnight, putting an injunction on a story. We would have to call back the trucks and dump the 100,000 copies of the newspaper and reprint. The challenge was to inform readers as what was happening and to speak out against apartheid – without breaking the law. South Africa had its own Watergate equivalent. The apartheid government understood that English speakers generally were anti-apartheid, so it siphoned 64 million rands from the Defence budget and set up the Information Department. The aim was to purchase media outlets overseas which would be pro-apartheid, and it set up an English-language newspaper in South Africa, to be pro-apartheid. It was called The Citizen – and I was offered a job as deputy editor at double my salary, plus an Audi. (I declined the offer, for the record). Two journalists uncovered the scandal, and brought down the Prime Minister.

Abstract Background Implementation of a mandatory insurance scheme depends on several issues, and among them are regulation, management, and program design which are very crucial. Sometimes a well-designed insurance scheme cannot attract an adequate number of people toward the scheme. Therefore, this study is aimed to explore the implementation challenges of Sajida Foundation’s health insurance scheme. Methods An exploratory qualitative research design has been applied to explore the challenges that normally exist in regular implementation process. The study population was both field and official level employees who are directly involved in the implementation process of Nirapotta scheme in Karanigoni branch. Results Successful implementation of the health insurance scheme of Sajida Foundation is getting constraints by several factors, and among them are lack of dedicated staff for this program, less involvement with community people, inadequate program knowledge dissemination to the people, and not providing incentive for work of Nirapotta are considered as the major challenges of implementation of Nirapotta Scheme. Challenges faced by policy-makers include incoordination with Microfinance Regulatory Authority and not having the latest software for perfect monitoring and evaluation of the Nirapotta program. Apart from this, there are some challenges in implementation which are normally faced in program; some of the most noteworthy findings are incoordination between employees especially in branch level, transient position of Sajida bondhu in the Nirapotta program, and low payment scale compared to other organizations. Conclusions Implementation of Nirapotta scheme is getting constraints by multiple factors which can easily be overcome by involving all necessary stakeholders and taking their valuable concern for further development of the scheme to ensure long-term sustainability of the program.

The institution of traditional leadership represents the early form of societal organisation. It embodies the preservation of culture, traditions, customs and values. This paper gives a brief exposition of the impact that the pre-colonial and colonial regimes had on the institution of traditional leadership. During the pre-colonial era, the institution of traditional leadership was a political and administrative centre of governance for traditional communities. The institution of traditional leadership was the form of government with the highest authority. The leadership monopoly of traditional leaders changed when the colonial authorities and rulers introduced their authority to the landscape of traditional governance. The introduction of apartheid legalised and institutionalised racial discrimination. As a result, the apartheid government created Bantustans based on the language and culture of a particular ethnic group. This paper asserts that the traditional authorities in the Bantustans of Transkei, Bophuthatswana, Venda and Ciskei seemed to be used by the apartheid regime and were no longer accountable to their communities but to the apartheid regime. The Bantustans’ governments passed various pieces of legislation to control the institution of traditional leadership, exercised control over traditional leaders and allowed them minimal independence in their traditional role. The pattern of the disintegration of traditional leadership seemed to differ in Transkei, Bophuthatswana, Venda and Ciskei. The governments of these Bantustans used different political, constitutional and legal practices and methods to achieve this disintegration. The gradual disintegration and dislocation of the institution of traditional leadership in these four Bantustans led to the loss of valuable knowledge of the essence and relevance of the institution of traditional leadership. One of the reasons for this anomaly emanated from the fact that undemocratic structures of government were established, commonly known as traditional authorities. More often than not these traditional institutions were mere puppet institutions operating on behalf of the Bantustan regime, granted token or limited authority within the Bantustan in order to extend the control of the Bantustan government and to curb possible anti-apartheid and anti-Bantustan-system revolutionary activity within traditional areas. The advent of the post-apartheid government marked the demise of apartheid and the Bantustan system for traditional leaders and the beginning of a new struggle for the freedom of the traditional authorities. This paper highlights changes brought about by the new constitutional dispensation in the institution of traditional leadership. The author demonstrates that the primary objective of the democratic government of South Africa in this regard is to transform the institution of traditional leadership and re-create the institution completely in line with the values and principles of the 1996 Constitution and democracy. The post-apartheid order rejects the old order as far as it is sexist, racist, authoritarian and unequal in its treatment of persons. All of the rules, principles and doctrines of the institution of traditional leadership apply in the new dispensation only in so far as they are rules, principles and doctrines that would survive the scrutiny of the present society when measured against their compliance with the requirements of human dignity, equality and freedom. The government has enacted democratic legislation intended to change the institution of traditional leadership and make it consistent with the 1996 Constitution. The institution of traditional leadership is obliged to ensure full compliance with the constitutional values and other relevant national and provincial legislation. The right to equality, including the prohibition of discrimination based on gender and sex, has an important impact on the institution of traditional leadership. For example, under the new constitutional dispensation women may become traditional leaders in their traditional communities, which is contrary to the old and long observed African customary rule of male intestate succession, which excluded women from succession to the position of traditional leadership. One of the remarkable features of the transformation of traditional leadership in South Africa is that gender equality has been progressively advanced. The inclusion of women in traditional government structures adds democratic value and credibility to the institution of traditional leadership, which for many years remained essentially male-dominated. The doctrine of transformative constitutionalism is well established in South Africa.

The government of South Africa adopted Local Economic Development (LED) as part of its development policy in its quest for an inclusive economic development and growth. LED is intended to create a conducive environment for an inclusive local economy. However, unemployment and poverty rates are high in local communities with some SMMEs struggling to secure funding. Although municipalities do not create jobs directly through LED, they should, however, ensure that strategies implemented talk to inclusive economic growth, particularly the mitigation of unemployment and poverty rates. The purpose of the paper is to investigate the efficacy of LED in South African municipalities. The paper aims to evaluate and analyse the impact of implementing LED in South Africa. The quantitative research approach was adopted, and questionnaires were utilised to collect primary data. The paper found that LED in South Africa produces desired results at a low rate in that only a small fraction of the participants agrees that the municipality facilitates funding for SMMEs; only a small fraction of the participants is of the view that LED units provide adequate infrastructure and create industries. Moreover, the paper found that only a fraction of the participants is able to create job opportunities. Consequently, the paper recommends that municipalities should facilitate SMMEs funding, provide adequate infrastructure, develop industries and design LED strategies that enhance job creation. The paper argues that effective measures of implementing LED will enhance LED impact rate and fast track the prospects of inclusive economic growth in South African municipalities.
