Development of Early Childhood Education Management Model Based on National Education Standards and Management Information System (MPAUD-SNSI)

The low quality of early childhood education management in Indonesia can be seen from the results of accreditation that refer to national education standards. This study offers a solution that is to streamline management through the application of a management model based on national standards for early childhood education, which is integrated with a management information system. This article describes the process of formulating and testing a model called MPAUD-SNSI. The tests conducted at 45 schools in Bengkulu Province showed that the model and application of the management information system produced in this study were valid and reliable. The spider diagram simulation feature in the application can conduct a self-evaluation before applying for accreditation. This evaluation helps schools to improve the quality of management sustainably. The empirical test results show that if the indicators in the PAUD-SNSI model are applied in schools, the level of effectiveness of school management can reach the very effective criteria.

Education becomes an important thing to advance a nation. Therefore, everyone must follow the education level. One of education level is early childhood education. KB & TK Permata Iman which was established in 2005 is a private educational institution and focus on early childhood education. In learning evaluation, KB & TK Permata Iman still use conventional method. The conventional method takes much time because teachers need to collect daily grade until the end of a semester for final grade calculation and prepare the results in grade book. The semester learning evaluation process can be shortened and simplified using a web-based academic assessment management information system. The system can store, directly perform calculations when teachers add students’ grade and make grade book from saved grade. From the testing result, the time efficiency increased to 94.94% when evaluating semester learning using the system and it can help the teacher to save time and do another task.

One of the educational problems in Indonesia is the curriculum. Along with the development and challenges of the times, the curriculum is always run into changing, as well the systemic and purposefull development. the curriculum implementation should be able to realize the vision, mission, and goals of national education gradually. the most basic of change and development of curriculum is changing and developing early childhood curriculum. because the quality of Early Childhood Education determines the quality of Indonesian human resources (HR) in the future, one of which is the 2013 early childhood curriculum. currently early childhood education has had its own curriculum, because during this time early childhood education doesn't have an curriculum. the 2013 Early Childhood curriculum is expected to encourage the development of learners optimally.

GUIDANCE AND COUNSELING IN EARLY CHILDHOOD EDUCATION. Implementation of guidance and counseling in early childhood education institutions is a necessity. The juridical strengthening of guidance and counseling as part of education that can also touch early childhood education institutions starting from the issuance of Law no. 20 of 2003 on the National Education System, followed by various derivatives of other regulations such as Government Regulation No. 19/2005 on National Education Standards, Government Regulation Number 74 Year 2008 on Teachers and Education Personnel, Permendiknas Number 27 Year 2008 to Permendikbud Number 111 Year 2014 on Guidance and Counseling on Primary and Secondary Education. Scientifically guidance and counseling study about human development holistically so relevant to the main purpose of early childhood education with the orientation of child development facilitation. This paper examines the relevance of scientific guidance and counseling to be implemented in early childhood education institutions and the legal basis that reinforces the practice.

The main problem in this study was the increased number of students who enrolled education in Raudhatul Athfal (RA) was not corresponded to the improved quality of institution management. This study aims to obtain the description of education management quality in RA and to construct its management quality. The quality is perceived from the stakeholders perception, needs, and wants. This study is a quantitative one. The data collection used questionnaire which is developed based on the standard of early childhood education, known as PAUD, in the Regulation of Minister of Education and Culture No. 137 of 2014 and was performed on 7 RA/BA in Kartasura, Sukoharjo, which have the establishments operating licenses. The research result showed that, 1) the implemented RA management referred to PAUD standard in the regulation. The quality problem was found in the quality of educators and educational staff, as well as facilities and infrastructures; 2) the construction of RA management quality was consistent with PAUD standard in the regulation and it was inseparable from the institutions ability to perform strategic and quality management.Problem utama dalam penelitian ini adalah peningkatan jumlah siswa yang mengikuti pendidikan di Raudhatul Athfal kurang diimbangi peningkatan mutu pengelolaan lembaga Raudhatul Athfal. Penelitian ini bertujuan untuk memperoleh gambaran mutu penyelenggaraan pendidikan Raudhatul Athfal dan mengkonstruksi mutu penyelenggaraan Raudhatul Athfal. Mutu dilihat dari persepsi stakeholder, dan kebutuhan serta kemauan stakeholder. Penelitian ini merupakan penelitian kuantitatif. Pengambilan data menggunakan angket yang dikembangkan berdasarkan standar PAUD yang tercantum dalam Permendikbud Nomer 137 tahun 2014 dan dilakukan pada 7 RA/BA di wilayah Kartasura, Sukoharjo yang telah memiliki ijin operasional pendirian. Hasil penelitian menunjukkan bahwa, 1) penyelenggaraan RA yang telah dilakukan mengacu pada standar PAUD dalam Permendikbud Nomer 137 Tahun 2014. Permasalahan mutu terletak pada mutu pendidik dan tenaga kependidikan serta sarana prasarana; 2) konstruksi mutu penyelenggaraan RA adalah penyelenggaraan RA sesuai dengan standar PAUD dalam Permendikbud Nomer 137 Tahun 2014 dan mutu penyelenggaraan RA tidak terlepas dari kemampuan lembaga melakukan manajemen strategik dan manajemen mutu.

The chapter first examines at a conceptual level the links between theories of social investment and childcare expansion. Although ‘the perfect match’ between the two is often taken for granted in the specialized literature as well as in policy papers, it is here argued that a more nuance approach that ‘unpacks’ this relationship is needed. The chapter will then look for elements of variation in early childhood education and care (ECEC) expansion. Despite an increase in spending over the last two decades in many European and Organisation for Economic Co-operation and Development (OECD) countries, wide variation still exists in the way in which ECEC develops. A trade-off is often observed between coverage and quality of provision. A crucial dividing line that determines, to a large extent, the quality of provision in ECEC is the increasing differentiation between preschool education for children aged 3 and above and childcare for younger children.
