This paper analyzes the application of prefabricated high-rise building construction. Based on the quality of prefabricated buildings, this paper studies the theory and practice of quality management in manufacturing and construction industry at home and abroad. Based on the background of "integration of two modernizations", this paper combs the relevant research results of intelligent information transmission and collaborative management, and makes an in-depth study on the quality problem and improvement mechanism of prefabricated buildings as the core problem. This paper analyzes the performance and causes of quality problems in the construction process of prefabricated buildings by using arrangement diagram method and 4M1E method. This paper puts forward the quality problem improvement mechanism from four aspects: organization, culture, process control, technical guarantee and information collaborative management.

Abstract Aiming at the problem of difficulty in understanding the semantics of the problem in the traditional quality problem management system, the knowledge retrieval technology of product quality problem based on the knowledge graph is carried out. The process model for knowledge retrieval of quality problem based on semantic templates is constructed. A domain corpus is built, which consisting of thousands of quality problem handling records. The TF-IDF (Term Frequency-inverse Document Frequency) algorithm was used to extracted the vocabulary from the quality problem analysis reports. A natural language question semantic classification process model based on Naive Bayes classifier is established to improve the accuracy of semantic template matching. On the basis of theoretical study, a quality problem knowledge question-answering system-QQ-KQAS based on knowledge graph is developed, and the effectiveness of the proposed method is verified through examples.

Abstract The objective of this study was to evaluate failure of oestrus synchronization and mass insemination in the conception of dairy cattle in Silte zone. To evaluate the mechanism of the failure of OSMI conception rate we have collected (HF, jersey, and HF×Boran breed semen) from the three districts and evaluated their quality in NAGII laboratory thereafter bought 1000 qualified HF semen straw and distributed in the 3 districts. 150 cows were brought by farmers for services, and from those cows 130 cows were fulfil the precondition for this program and injected them with 2 ml of PGF2 alpha hormone. Among the 130 injected cows, 72 (55.38%) of them were responded from day 2 up to day 3 after hormone treated and then inseminated them. The lower percentages of conception rate which was observed in this study were associated with low number of AIT and mass number of cows provided during OSMI program, lack of awareness about heat detection, lack of inseminator equipment and cows did not properly managed after hormone and semen administered as we evaluated. As a result, the quality of semen in Dalocha and Sankura districts was facing with quality problem. We have checked the AITs efficiency through placing six cow per AIT thereafter they inseminated them. As a result, there was no AIT efficiency difference on conception rate based on their working experience in this study. Generally, there is a great need of skilled and experienced technician and capacity building of farmers in heat detection, husbandry practices, and good handling practice of semen in the office and improvement strategy. Therefore, improvement in facilities and management should be necessary before implementing an effective estrous synchronization and mass artificial insemination programs.

The paper analyzes the general approaches and terminology of the draft Concept of regulation of the professional legal assistance market, prepared by the Ministry of Justice of the Russian Federation. The text of the document published in October 2017 is analyzed in the context of the problem of the quality of professional legal assistance (services). The author analyzes the main approaches to solving the problem of the quality of legal assistance, which were consolidated in the document. The author analyses the use of the terms “effectiveness”, “activity”, “inactivity”, “professionalism”, “reasonableness”, “adherence to principles”, “timeliness”, “competence”, “qualification”, “efficiency”, “availability”, “fairness”, “quality” in the draft Concept of regulation of the market of professional legal assistance. In order to organize terminology work properly, it is necessary to identify and analyze legislative and corporate (advocacy) requirements for the procedure and results of legal assistance, which make it possible to establish features (criteria) of the quality of legal assistance and fix them in the form of appropriate terms and definitions in a special terminology system. The “quality problem” in the professional legal assistance market must be addressed through the prism of quality management approaches by creating organizational and legal systems (mechanisms, procedures) that ensure the implementation of the main functions of legal assistance quality management, which, in turn, can be ensured by the formation of a national system of professional legal assistance. The purpose of creating such a system should be to ensure the proper quality of qualified legal assistance provided in the market of professional legal assistance (services).

Abstract Harmful cyanobacterial blooms (HCBs) are continuously formed in water systems such as reservoirs and lakes around the world. In particular, geosmin and 2-methylisoborneol (2-MIB), which are made by cyanobacteria, have caused serious musty-odor problems in the drinking water of the Sanbe reservoir in Japan. To investigate the cause of this musty odor, we conducted field observations for five years (2015–2019). As a result, it was determined that the geosmin was caused by the cyanobacteria as Dolichospermum crassum and Dolichospermum planctonicum, and 2-MIB was caused by the cyanobacteria as Pseudanabaena sp and Aphanizomenon cf. flos-aquae. It was also determined that the occurrence of geosmin and 2-MIB are influenced by changes in water temperature and pH due to the inflow of rainfall. Especially, the geosmin and 2-MIB tended to occur in low rainfall conditions. When there is low rainfall, the reservoir changes to an alkaline state due to the consumption of CO2 by the photosynthesis of phytoplankton. In an alkaline reservoir, CO2 exists in the form of bicarbonate (HCO3-); thus, under these condition cyanobacteria will increase because it uses both CO2 and bicarbonate (HCO3-) for photosynthesis. Our study suggests that for solving the musty-odor problem in the reservoir, it is important to control the reservoir’s pH. Moreover, more focus should be place in managing the water quality problem of the Sanbe Reservoir, especially, during low rainfall years. The results of this study will help in addressing odor related water quality problem in other reservoirs.
