Connecting to the Internet whenever and wherever you travel is no longer a luxury. All people have the ability to connect to the Internet and share data away from home. Satellite communications are now an integral part of successful and high-quality communications. Satellite communications antennas are usually installed on mobile ground terminals. Due to its wide coverage and versatility, satellite communications are continuously improving and adapting to the telecommunications needs of many countries, despite the fact that broadband, Internet and fiber - optic communications are used almost everywhere. We know that more than 50 % of all satellites in orbit are communications satellites.

The paper is devoted to the problems of communication organization in the low-orbit personal mobile satellite communication system for providing broadband access to data transmission networks using a small personal subscriber terminal. A brief analysis of the existing systems of personal mobile satellite communications is given, the requirements for the communication system are defined, the main directions of information exchange organization are considered, and a solution for creating a subscriber terminal is proposed.

A quantitative assessment of the real needs of the Russian Federation for mobile satellite communication services in 2021-2030 is presented. The assessment was carried out by directly calculating the number of potential consumers of services in various areas of the Russian economy, including its Arctic region and the Northern Sea Route, taking into account the possibilities of implementing alternative economic options for providing these services.

In mobile satellite communication based on OFDM technology, the system performance can’t be optimal if the cyclic prefix (CP) length and subcarrier interval of LTE specification are transplanted into mobile satellite communication directly. In this paper, we analyze the impact of inter symbol interference (ISI) and inter carrier interference (ICI) which are caused by multipath delay spread and Doppler frequency shift separately on system capacity, and derive the optimal CP length and subcarrier interval for GEO, MEO and LEO mobile satellite communication by numeric calculation. Finally, the simulation results show that the OFDM parameters of LTE specification can be used in GEO mobile satellite communications, but cannot in MEO and LEO.

Diversity gains are believed to improve the transmission reliability in fading mobile satellite channels. Considering that the traditional Space-Time Coding (STC) is not suitable for the cooperative mobile satellite communication, in this paper a new cooperative mobile satellite communication system is proposed based on the Dynamic Space-Time Coding (D-STC). The transmit energy of the propose scheme is saved by avoiding forwarding erroneous signals in cooperative users. Meanwhile, the system benefits from diversity gains and the transmission is robust. Finally, the analytical result is validated by numerical simulations.

The present deadlock between Western Europe and U.S.A. reflects a difference in emphasis on motivation largely traceable to the space technology gap. The problem is to establish institutional and work sharing arrangements bridging U.S. desire for early commercial space exploitation and European desire to promote its industrial space techology. The European approach is compatible with I.C.A.O. and I.A.T.A. preference for a non-operational experimental first phase Aerosat programme, and unless a compromise with U.S.A. is reached the best solution may be a European E.S.R.O. programme able to cater for the experimental mobile satellite communication system requirements of both aviation and shipping. The paper was presented at the Conference on Aeronautical and Maritime Satellite Systems held in London on 13–15 March and sponsored jointly by the Institution of Electrical Engineers with this Institute, the Institution of Electronic and Radio Engineers and the European Space Research Organization.

This research note runs on from the note published by the author in this issue of IJMH. It describes the development of Maritime Satellite Communications (MSC) systems for all type of commercial and military seagoing and inland sailing vessels since the 1970s. The main functions of MSC systems are to enhance the safety and security of seagoing vessels, mainly by alerting and Search and Rescue (SAR) operations, and to improve communication facilities between ships and shore infrastructures. The first MSC Geostationary Earth Orbit (GEO) system for military applications was developed in 1976 by the US and other partners, which soon became available for merchant ships. The next step was the development of an independent and international MSC system. To overcome the disadvantages associated with HF/VHF radio propagation and frequency congestions, the International Maritime Organization (IMO) in 1979 encouraged all member nations to establish Maritime Mobile Satellite Communication (MMSC) systems. At the behest of IMO and United Nations (UN) Maritime Body, and pursuant to the Convention on the International Maritime Satellite Organization, signed by 28 countries in 1976, the International Maritime Satellite (INMARSAT) Organization was founded.

In this paper presents suggestions for the noise immunity improval of mobile satellite communications lines in difficult physical and geographical conditions through the use of automatic dynamic identification algorithms for the suitability of radio lines and the dynamic antenna orientation devices of mobile satellite communications systems. Based on the results obtained, recommendations for practical application are formulated.
