The first part in the design flow consists of generating the proper logical functionality of the IC using a hardware description language (HDL), namely VHDL or Verilog, and synthesizing the code to ensure proper operation. The second part in the design flow consists of floorplanning and physical layout of the ASIC.

Problems of legal protection of rights and legitimate interests of consumers of telematic communication services in the context of the implementation of certain provisions of the federal law "On the contract system in the procurement of goods, works, services to meet state and municipal needs" in the provision of educational services

Based on the analysis of the current civil legislation regulating the sphere of services as well as the legislation on communications, the article deals with the problems of legal regulation of telematic communications services. We are talking about gaps in the specialized legislation, which do not allow creating the necessary guarantees of the quality of the provided communication services as well as the importance of ensuring the ratio of the norms of the specialized legislation and the norms of civil legislation in connection with the presence of a general subject of legal regulation. The problems of defining essential and obligatory conditions in contracts for the provision of telematic communication services are disclosed, in particular, the presence of the discretion of the communication service provider in determining the "quality range", which significantly infringes upon the rights of consumers. The issues of legal regulation of blocking sites due to the presence of violations determined by the legislation on communications are considered: at present there are no criteria for the unlawful use of telematic communication services as well as real leverage on unscrupulous consumers from operators.

Executorial Strength of Community Communication Services Recommendations in Settlement of Case Assumptions of Human Rights Violations

The research goal was to analyze the executive power of a recommendation for public communications services to protect human rights. This type of research is normative legal research with a conceptual, legal and historical approach, using primary, secondary and tertiary legal material. The legal material obtained was processed and analyzed normatively. Based on the results of the study, it is concluded that the regulation of the executive of a recommendation for community communication services is regulated in No. 32 of 2016, as an attempt by the government to encourage the resolution of alleged human rights violations as a form of protection and compliance with human rights. ASSESSMENT OF RUSSIA'S REAL NEEDS FOR MOBILE SATELLITE COMMUNICATIONS SERVICES

A quantitative assessment of the real needs of the Russian Federation for mobile satellite communication services in 2021-2030 is presented. The assessment was carried out by directly calculating the number of potential consumers of services in various areas of the Russian economy, including its Arctic region and the Northern Sea Route, taking into account the possibilities of implementing alternative economic options for providing these services.

Ranking Cloud Computing Criteria in Developing Electronic Communications Services Using MCDM

According to the results and considering fuzzy calculations related to the capabilities of cloud computing in developing electronic communications services, the most important criteria in the "IT management in steel industries" cluster having (A) network code was "communicating with steel industries` costumers" having (AB) network code and fuzzy network weight equal to 0.096; the most important criteria in "cloud computing capabilities" cluster having (B) network code were "reducing steel industries` costs" having (BA) network code and fuzzy network weight equal to 0.191; and "providing rapid services to steel industries` costumers" having (BB) network code and fuzzy network weight equal to 0.120. on the other hand, the most important criteria in "developing electronic communications services" cluster having (C) network code was "storing the data in electronic communications services" having (CD) network code and fuzzy network weight equal to 0.123, since based on fuzzy logic calculation, they had the highest fuzzy rank in Matlab programming environment regarding cloud computing capabilities in developing electronic communications services.

The article attempts to answer some philosophical questions concerning the problem of decision making and human responsibility in situations caused by the use of the artificial intelligence technology. The current situation is also analyzed in the field of international technical standardization of artificial intelligence ethics and possible directions for its further development.
