Examining the Agency-Foundation Relationship in Local Park and Recreation Services

Local park and recreation agencies supply a variety of community-based services, often at little or no direct cost to users. To supplement tax-based allocations, many agencies rely on partnerships with park foundations, nonprofit organizations that directly support park and recreation service delivery. Despite their prevalence and importance, there is a lack of empirical evidence about the agency-foundation (AF) relationship; this project begins to address this need, and seeks to inform the efforts of professionals navigating these partnerships. Results from a survey of National Recreation and Park Association (NRPA) member agencies (n = 235) illustrated that these partnerships are generally viewed as close, effective, and strong, and of particular value relevant to “big picture” agency activities such as fundraising and community engagement. A comparison of communities indicates that the AF relationship is more common in larger communities, and among larger and more complex agencies. Practical implications for practitioners and potential directions for future research are discussed.

Inadequate funding is a common and longstanding concern for local public park and recreation agencies. Traditionally, these services are funded predominantly through tax-based allocations, supplemented by other streams such as earned revenue, dedicated levies, and sponsorship agreements. Cost-cutting measures such as outsourcing, overall staffing reductions, and an increasing reliance on a parttime workforce have also become increasingly common in the context of local park and recreation service delivery. Partnership with nonprofit organizations represents another potential strategy to adequately fund local park and recreation services.Partnerships between local park and recreation agencies and nonprofit park and recreation foundations have a long history, and help support local park and recreation agencies in a variety of capacities. Their importance may also be growing as a function of the decline in tax-based support and earned revenue due to both the Great Recession and the global COVID-19 pandemic. Such partnerships are not unique to local parks and recreation however, and are common—and widely studied—at the national and transnational level. Despite their importance to local park and recreation service delivery, and the established body of knowledge examining these partnerships at the national and transnational level, the local agency-foundation relationship remains understudied. In this manuscript we begin to address this gap by providing a clearer picture of the agency-foundation relationship, and identifying strategies for how local park and recreation agencies can most effectively leverage these partnerships. To do so, we employ a qualitative research method, interviewing leaders from both local public park and recreation agencies and nonprofit park foundations. Results illustrate a variety of motivations for initiating an agency-foundation relationship (funding/capacity, deteriorating conditions, and equity), as well as a number of distinct benefits of such a partnership (increased operational capacity, advocacy and outreach, expertise, and non-governmental status). Respondents also identified various characteristics of a successful agency-foundation relationship (effective communication, clear roles and responsibilities, strong connections, and flexibility/responsiveness), and challenges to success (competition for scarce resources, and equity). Based on these results, we propose several strategies to help local park and recreation agencies maximize these partnerships (communicate frequently and with purpose, build relationships, formalize ties, and strive for equitable outcomes).

The National Aging Network serves millions of older Americans seeking home- and community-based services, but places others on waitlists due to limited resources. Little is known about how states determine service delivery and waitlists. We therefore conducted a process evaluation and analyzed data from one five-county Area Agency on Aging in Florida, where an algorithm calculates clients’ priority scores for service delivery. From 23,225 screenings over 5.5 years, clients with higher priority scores were older, married, living with caregivers, and had more health problems and needs for assistance. Approximately 51% received services (e.g., meals/nutrition, case management, caregiver support), 11% were eligible/being enrolled, and 38% remained on waitlists. Service status was complex due to multiple service enrollments and terminations, funding priorities, and transfers to third-party providers. More research is needed regarding how other states determine eligibility and deliver services, potentially informing national standards that promote optimal health in older Americans.

Introduction: Community-based services are a critical component of high-quality primary healthcare. Ghana formally launched the National Community Health Worker (CHW) program in 2014, to augment the pre-existing Community-based Health Planning and Services (CHPS). To date, however, there is scant data about the program’s implementation. We describe the current supervision and service delivery status of CHWs throughout the country. Methods: Data were collected regarding CHW supervision and service delivery during the 2017 round of the Performance Monitoring and Accountability 2020 survey. Descriptive analyses were performed by facility type, supervisor type, service delivery type, and regional distribution. Results: Over 80% of CHWs had at least monthly supervision interactions, but there was variability in the frequency of interactions. Frequency of supervision interactions did not vary by facility or supervisor type. The types of services delivered by CHWs varied greatly by facility type and region. Community mobilization, health education, and outreach for loss-to-follow-up were delivered by over three quarters of CHWs, while mental health counseling and postnatal care are provided by fewer than one third of CHWs. The Western region and Greater Accra had especially low rates of CHW service provision. Non-communicable disease treatment, which is not included in the national guidelines, was reportedly provided by some CHWs in nine out of ten regions. Conclusions: Overall, this study demonstrates variability in supervision frequency and CHW activities. A high proportion of CHWs already meet the expected frequency of supervision. Meanwhile, there are substantial differences by region of CHW service provision, which requires further research, particularly on novel CHW services such as non-communicable disease treatment. While there are important limitations to these data, these findings can be instructive for Ghanaian policymakers and implementers to target improvement initiatives for community-based services.

Studies regarding stigma towards mental illness in Argentina blossomed after the first National Mental Health Law was passed in 2010. Methodological limitations and contradictory results regarding community perceptions of stigma hinder comparisons across domestic and international contexts but some lessons may still be gleaned. We examine this research and derive recommendations for future research and actions to reduce stigma. These include tackling culture-specific aspects of stigma, increasing education of the general population, making more community-based services available and exposing mental health professionals to people with mental illness who are on community paths to recovery.

Moving beyond typical dichotomous rural–urban categorizations, this study examines older adults’ likelihood of receiving home- and community-based services. Data from 1608 individuals aged 60+ who requested assistance from Area Agencies on Aging in Virginia in 2014–2015 were analyzed; 88% of individuals received at least one service. Receiving services was associated with geographic-based factors. Individuals living in completely rural areas were significantly less likely to receive any service compared to individuals in mostly rural (OR = 2.46, p = .003) and mostly urban (OR = 1.97, p = .024) areas. There were subtle but significant geographic-based differences in the likelihood of receiving specific services including food/meal, fresh food, information and referral, in-home care, utilities support, and transportation. Findings provide nuanced insights about geographic-based disparities in the receipt of services and suggest the need for new and modified service delivery strategies that maximize older adults’ ability to live.

Using the revised job demands–resources (JD-R) model as a theoretical framework, our article aims to develop a conceptual model of the work engagement of paid workers in nonprofit organizations (NPOs) by identifying its antecedents and outcomes discussed in the literature. We found that job resources are prevalent antecedents for work engagement, while three categories of the JD-R model are all significant with work engagement. Although some findings are similar with existing studies for for-profit organizations, others implied that we need a different approach to work engagement of NPO workers. We finally offer a proposed JD-R model of work engagement in NPOs that has a new category, ideological resources. At the end of this article, we discuss the findings and academic/practical implications, along with recommendations for future research.

Abstract The growth and advancement of community-based services for people with intellectual and developmental disabilities (IDD) have resulted in vast changes in the long-term services and support landscape as well as in expected outcomes of service systems for service recipients. Investments in IDD research have been made to provide a deeper understanding of these outcomes and to explain them. This article summarizes outcomes and their predictors through systems and individual lenses by examining the research and findings of the Administration on Intellectual and Developmental Disabilities' Data Projects of National Significance that address residential services, employment services, costs of services, and individual outcomes. The article also discusses challenges and debates associated with outcome-related research and poses future research questions.

The reorganization of social welfare due to the decentralization reform implemented in Ukraine calls for the development and implementation of new practice models of service delivery best suited for community social work. The research is dedicated to discussion of the development of new models of community social work from a Ukrainian perspective, taking into consideration the community social work and community social service delivery concepts given in the literature and community-based practice models implemented abroad. The article reviews the major competencies social workers need to provide services within the local communities. Implications for future research in the field of community social work are addressed in the concluding part of the paper.
