O artigo discute uma experiência associada de projeto urbano e planejamento participativo ocorrida em Lajedinho/BA, cidade com elevado nível de ruralização onde, em 2013, ocorreu uma grave enchente, com vítimas fatais e destruição parcial da cidade. Com aportes teóricos sobre o plano e o projeto e, considerando as bases jurídicas e programáticas da política urbana brasileira, analisa a relação entre projeto e plano na formulação de uma agenda pactuada e socialmente legitimada para as cidades, identificando tensões reveladoras de limites e também de potenciais de articulação e interação. Os resultados mostram o quanto a desconexão entre os instrumentos pode acentuar os problemas urbanos e socioambientais que pretendem solucionar e apontam para a possibilidade de ressignificar o plano diretor e o projeto urbano, atribuindo sentidos e significados na perspectiva do direito à cidade.Palavras-chave: Projeto urbano. The results show how much the disconnect between the instruments can accentuate the urban and socio-environmental problems both of them intend to solve and point to the possibility of reframing the master plan and the urban project, attributing meanings from the perspective of the right to the city.Keywords: Urban design. Examines the impacts of the sharpening gentrification process in Northeast Los Angeles and its socioeconomic and racial overtones as immigrant working class Latino/a families are increasingly threatened by displacement through rent increases, evictions, and socially traumatic uprooting of multi-family networks. Gentrification is tied to neoliberal local state efforts in Los Angeles to incentivize private investment through urban policy strategies like transit-oriented development, transit villages and small lot housing development. I argue the creative frontier of urban restructuring in Northeast LA also generates social violence expressing capitalism’s tendency to foster “accumulation by dispossession” that has been countered by neighborhood “right to the city” movements. I examine the rise of the urban social movements like Friends of Highland Park and Northeast LA Alliance that advocate for the rights of those threatened by housing displacement and eviction, address community and environmental impacts of new high-density housing projects, and campaign for more socially just housing and urban planning policies in Los Angeles. There is also examination of the plight of the homeless and rehabilitating gang members

I attempt in this paper to conceptualize a notion of spatial justice in order to point to the dialectical relationship between (in)justice and spatiality, and to the role that spatialization plays in the production and reproduction of domination and repression. I argue that the city provides a productive ground for the formation of a spatially informed ethics of political solidarity against domination and repression. A ‘triad’ is articulated to inform such politics, which brings together three notions: the spatial dialectics of injustice, the right to the city, and the right to difference. The notion of spatial justice is employed as a theoretical underpinning to avoid abusive interpretations of Lefebvrian rights in a liberal framework of individual rights. The case of French urban policy is used for illustrative purposes. Finally, the notion of égaliberté is introduced as a moral ground on which the triad may be defended.

In this paper, we study the consequences of neoliberal urban policy, in terms of the segregation and social changes experienced in the Cabanyal neighborhood located in Valencia, Spain. In doing so, we analyze the process of residential mobility that has affected the neighborhood during the last decade, resulting in a segregation of space. This neighborhood had been affected, since 1988, by an urban project that was to bring about its partial destruction. Despite having been stopped, the project has caused a dynamic of physical and social degradation of the neighborhood against which the local government has only very recently started to intervene. Using microdata from the Residential Variation Statistics provided by the Statistical Office of the City of Valencia, we analyze the demographic profile of the mobility inside the Cabanyal neighborhood and also the origin of the arrivals and the destination of the departures from 2004–2016. The aim is to identify the territorial pattern of the socio-demographic changes that have affected the neighborhood. The results indicate that during the period under analysis, in which the area was affected by the urban project, a progressive loss in the Spanish population was occurring, as well as a substitution of non- EU immigrants, who were predominant at the beginning of the period, with EU immigrants. This process has produced a high level of residential segregation, since immigrants from the European Union are viewed more negatively than immigrants from outside of the European Union, which, along with their lower level of education and employment in low-skilled and poorly paid jobs, makes their social integration and interaction more difficult.

Brazilian urban social movements have played a key role in bringing about change in urban policy since the 1980s and in light of the widespread protests across the country in June 2013. This insurgency and the urban reform movement of the 1980s and 1990s exemplify waves of mobilization and demobilization, signaling positive change at the level of praxis. More recent events have highlighted challenges for Brazil’s political left. Os movimentos sociais urbanos brasileiros tem desempenhado um papel chave na mudança da política urbana desde os anos 80 e em vista dos mega-protestos espalhados pelo país de junho de 2013. Esta insurgência e o movimento de reforma urbana dos anos 80 e 90 exemplificam ondas de mobilização e desmobilização, sinalizando mudanças positivas ao nível da praxis. Eventos mais recentes têm destacado desafios para a esquerda política brasileira.

ResumoOs avanços em torno do Direito à Cidade no Brasil, mesmo após o advento da Nova Agenda Urbana, resultante da conferência Habitat III, se encontram ameaçados por propostas legislativas que visam retirar o condicionamento do direito de propriedade ao cumprimento da função social. Analisou-se, primeiramente, a consolidação do direito à cidade enquanto norteador a política urbana nacional, a partir da Constituição Federal de 1988, bem como a ameaça de esvaziamento de seu conteúdo, cristalizada na Proposta de Emenda Constitucional nº 80/2019. Utilizou-se o método de abordagem dedutivo, utilizando técnica de pesquisa bibliográfica, legislativa e procedimento monográfico, centrando-se na premissa da incompatibilidade da proposta em análise com o conteúdo constitucional referente à política urbana. Concluiu-se que a proposta tem grande carga de retrocesso ao desenvolvimento da política urbana, além de incompatibilidade constitucional pelo esvaziamento da função social da propriedade, bem como se encontra em oposição aos objetivos dispostos na Nova Agenda Urbana, compromisso internacional para o desenvolvimento urbano sustentável da qual o Brasil é parte.Palavras-Chave: Direito à cidade; Espaço local; Função social da propriedade; Nova Agenda Urbana; Política fundiária. AbstractThe advances in the Right to the City in Brazil, even after the advent of the New Urban Agenda, resulting from the Habitat III conference, are threatened by legislative proposals that aim at removing the conditioning of property rights to fulfill social functions. Firstly, it was analized the consolidation of the right to the city as a guideline for national urban policy, starting with the Federal Constitution of 1988, was analyzed, as well as the threat of emptying its content, crystallized in the Proposed Constitutional Amendment nº 80/2019. The deductive approach method was used, using bibliographic and legislative research technique and monographic procedure, focusing on the premise of the incompatibility of the proposal under analysis with the constitutional content referring to urban policy. It was concluded that the proposal has a major setback for the development of urban policy, in addition to constitutional incompatibility due to the emptying of the social function of property, as well as being in opposition to the objectives set out in the New Urban Agenda, an international commitment to sustainable urban development of which Brazil is a part.Keywords: Social function of property; Land policy; Local space; New Urban Agenda; Right to the city.

ResumoO presente estudo tem por escopo demonstrar a importância da imediata adoção de medidas de política urbana visando à universalização do acesso à internet e à inclusão digital, como forma de garantir o direito transindividual e transgeracional à cidade, notadamente após a pandemia do novo coronavírus, que acentuou e colocou em voga o fosso de desigualdade social entre os indivíduos que possuem e os que não possuem acesso à rede mundial de computadores em seu domicílio dentro de espaços geográficos que deveriam ofertar as mesmas condições aos seus habitantes. A esse efeito, é salientada inicialmente a importância da internet no contexto da atual sociedade de informação, assim como é demonstrada a desigualdade digital que assola o espaço urbano brasileiro. Após, o direito à cidade é apresentado como fundamento normativo de garantia da inclusão digital nas cidades brasileiras e é evidenciada a imprescindibilidade da adoção de medidas pelo poder público com o objetivo de promover a inclusão digital.Com essa finalidade, adotou-se a metodologia dedutiva e a técnica de pesquisa bibliográfica. Desse modo, concluiu-se que o acesso à internet constitui peça chave do desenvolvimento humano na era digital, sendo urgente a adoção de políticas públicas de democratização do acesso à internet, ao efeito de nivelar as oportunidades e possibilitar a equalização das desigualdades sociais.Palavras-chave: Desigualdade; Exclusão Digital; Direito à cidade; COVID-19; Internet. AbstractThe present study aims to demonstrate the importance of the immediate adoption of urban policy measures aiming at universal access to the internet and digital inclusion, as a way to guarantee the transindividual and transgenerational right to the city, notably after the pandemic of the new coronavirus (COVID-19) that accentuated and put the gap in social inequality between individuals who own and those who don’t have access to the internet at home within geographic spaces that should offer the same conditions to their inhabitants. To this effect, the importance of the internet in the current information society is highlighted, as well as the digital inequality that plagues the Brazilian urban space is demonstrated. Afterwards, the right to the city is presented as a normative basis for guaranteeing digital inclusion in Brazilian cities and the necessity of adopting measures by the government in order to promote digital inclusion is evidenced. For this purpose, the deductive methodology and the bibliographic research technique were adopted. It was concluded that access to the internet is a key part of human development in the digital age, and it is urgent to adopt public policies to democratize internet access, with the effect of leveling opportunities and enabling equalization of social inequalities.Keywords: Inequality; Digital Exclusion; Right to the city; COVID-19; Internet.
