After a review of the concepts of efficiency and effectiveness in multiunit nonmarket organisations, a recently developed technique known as Data Envelopment Analysis (DEA) is described and illustrated in this paper, and it is shown how this technique may be used in performance measurement. The linear fractional programming and equivalent linear programming formulations of the DEA problem are presented and an illustrative problem is solved. Some new concepts concerned with the application of DEA are introduced. A nonlinear version of the DEA problem is then described and illustrated. A comparison is made between the solutions of the linear and the nonlinear DEA problems. Last, brief consideration is given to the problems of uncontrollable operating conditions, policy formulation, and the acceptability of the technique to unit managers.

In this study we apply Malmquist methodology, based on the estimation of distance measures through Data Envelopment Analysis (DEA), to a sample of 500 universities (in 10 European countries and the U.S.) over the period 2000 to 2010 in order to assess and compare their productivity. On average, a rise in TFP is registered for the whole European sample (strongest for Dutch and Italian HEIs), while the productivity of American HEIs suffered a slight decline. Additionally, we show that productivity growth is negatively associated with size of the institution and revenues from government, and positively with regional development in the case of the European sample, while American HEI productivity growth is characterised by a negative association with GDP and a positive one with the share of government resources out of total revenue.

Waqf is a voluntary charity that cannot be disposed of and the ownership cannot be transferred once it is declared as waqf assets. Waqf institutions play an important role in helping the development of Muslims ummah through wealth distribution. State Islamic Religious Councils (SIRCs) in Malaysia are the sole trustee that manage and develop waqf assets. Based on selected input and output, the intermediary approach assumes that cash waqf received as output while total expenditure of SIRCs as input. Under this approach SIRCs act as intermediary between waqif (giver) and beneficiaries. Thus, this paper attempts to analyze the efficiency of waqf institutions in Malaysia by using Data Envelopment Analysis (DEA) method under output-orientation using Variable Return to Scale (VRS) assumptions. Four SIRCs were selected as decision making units (DMU) for the period of 2011 to 2015. The result indicates that changes in average technical efficiency for every year is contributed by both pure technical and scale. However, inefficiency of Malaysian waqf institutions is mostly contributed by pure technical efficiency aspects rather than scale. 2012 showed the highest average technical efficiency with 73.9% as most of the institutions operated in optimum level of input to produce output. Thus, the result suggests that both technical and scale efficiency should be improved to achieve the most efficient and productive level of performance in order to fulfill objectives of the institutions as an intermediary between waqif and beneficiaries.

ABSTRACTThis study was taken from the problems in Heaven Store ranging from turnover does not reach the target, the different display products for each branch, and a just few reference customer visiting from problems in customer satisfaction. because the values of input and output obtained from each branch has a different values so demanding customers Heaven Store to correct weaknesses in the efficiency of customer service and satisfaction, then we tried to respond to the challenges of these improvements to the study "Analysis of Measurement Efficiency Services Methods Data envelopment analysis (DEA) In Heaven Store in West Surabaya "So in this study, researchers will assist the managementHeaven Store for measuring the level of efficiency that Heaven store along 5th branches can improve the quality of service by using data envelopment analysis (DEA), which is a methods that determine the level of efficiency similar organization where efficiency is not determined by the organization concerned. It is hoped this analysis will help the management to withdraw the customer so that the customer can buy the products that are sold in Heaven Store. After calculation of the mathematical model by referring to the calculation of the mathematical model DEA CRS, obtained the efficiency 0.8479688 on the fifth branch Heaven Store, then after an improvement in input and output according to the reference fixes the target model of DEA CRS, then the value of the relative efficiency DMU 5 can be increased from 0.8479688 (inefficient) to 1.000000 (efficient). Keywords: Data Envelopment Analysis, customer satisfaction, efficiency

This paper investigates technical and economically efficiency of 62 organic and 62 conventional olive producing farms in Turkey. According to the study results; by using the CRS model which is input and output-oriented, the average technical efficiency of organic olive farms is 67.68%, the average technical efficiency of conventional olive farms is 47.93%. The technical efficiency of the output-oriented VRS model is 74.78%, and the technical efficiency of the input-oriented VRS model is 93.46%. Also, considering the same model, the average efficiency of the conventional olive farms in the input and output are 59.58% and 94.97%, respectively. Therefore, according to the Data Envelopment Analysis, the technical efficiency in conventional olive farms is less than in the organic ones. When the farms have been evaluated one by one in the light of the total potential improvement values, inputs and outputs, improvement is needed in all values.

One of interesting subjects in Data Envelopment Analysis (DEA) is estimation of congestion of Decision Making Units (DMUs). Congestion is evidenced when decreases (increases) in some inputs re- sult in increases (decreases) in some outputs without worsening (im- proving) any other input/output. Most of the existing methods for measuring the congestion of DMUs utilize the traditional de nition of congestion and assume that inputs and outputs change with the same proportion. Therefore, the important question that arises is whether congestion will occur or not if the decision maker (DM) increases or de- creases the inputs dis-proportionally. This means that, the traditional de nition of congestion in DEA may be unable to measure the con- gestion of units with multiple inputs and outputs. This paper focuses on the directional congestion and proposes methods for recognizing the directional congestion using DEA models. To do this, we consider two di erent scenarios: (i) just the input direction is available. (ii) none of the input and output directions are available. For each scenario, we propose a method consists in systems of inequalities or linear pro- gramming problems for estimation of the directional congestion. The validity of the proposed methods are demonstrated utilizing two nu- merical examples.

This paper examines the use of data envelopment analysis (DEA) in the conduct of efficiency measurement involving fuzzy (interval) input-output values. Data envelopment analysis is a linear programming method for comparing the relative productivity (or efficiency) of multiple service units. Standard DEA models assume crisp data for both the input and output values. In practice however, input and output values may be uncertain, vague, imprecise or incomplete. A new pair of fuzzy DEA models is presented which differs from existing fuzzy DEA models handling uncertain data. In this approach, upper bound interval data are used exclusively to obtain the upper frontier values while lower bound interval data are used exclusively to obtain the lower frontier values. The outcome, when compared with the outcome of existing approach, based on the same set of data, shows a swap in the upper and lower frontier values with exactly the same number of efficient decision making units (DMUs). This new approach therefore clears the ambiguity occasioned by the mixture of upper and lower bound values in the determination of the upper and lower frontier efficiency scores respectively.

In this work we investigate the relative efficiency of 34 Brazilian Landline Telephone Service companies using Data Envelopment Analysis with weight constraints in the input and output variables. We formulate two different models that take into account the performance of the companies with respect to the criteria defined by Brazilian National Agency of Telecommunications (ANATEL). We also illustrate the potential of efficiency improvement through the simulation of corporate Merger.
