The paper is devoted to solving the problem of calibration with specified precision of triaxial block of navigation accelerometers on the uniaxial rotary stand.In paper introduced all the characteristics, for calibration of triaxial block of navigation accelerometers on the uniaxial rotary stand, instrumental error sources upon which was obtained mathematical errors model of calibration. This model allows to calculate the error which the coefficients of metrology model of triaxial accelerometer unit was identified, if we have the numerical values of precision equipment errors.Using the mathematical errors model of calibration, and the quality criterion of  calibration of triaxial block of navigation accelerometers unit, were obtained inequality that used to determine requirements for accuracy characteristics bench equipment, on which the calibration is performed.  These requirements ensure the calibration of triaxial block of navigation accelerometers on the uniaxial rotary stand with preset accuracy.Experimental verification was conducted on comparable accuracy errors existing equipment and the requirements to this equipment , confirm the adequacy of the obtained inequalities.As the result of research were identified the most influential sources of instrumental errors, and provided recommendations to reduce their impacts.

Introduction:Data visualization quality is important for the work of a geographic information system operator, determining the conditions under which he or she makes decisions concerning the displayed data. Visual perception patterns associated with the golden ratio properties allow us to formulate a criterion for data visualization quality which would characterize the possibilities of the operator’s complex perception of the video data displayed on a control device screen in the form of an electronic card.Purpose:Substantiation of a data visualization quality criterion for geoinformation systems using the golden ratio properties, and the study of the conditions for providing good visualization quality for geodata and metadata on a video control device screen in accordance with the proposed criterion.Methods:A formal definition of the data visualization quality criterion in geoinformation systems using the coefficient of the screen area information coverage as an index whose optimal value corresponds to the mathematical definition of the golden ratio; and the study of the properties of this criterion. Results: Based on the conducted analysis of visual perception of video data and golden ratio properties during the data visualization, a criterion is proposed for data visualization quality, which uses the golden ratio properties and characterizes the possibilities of complex perception of video data in an electronic map form by a geographic information system operator. Iteration algorithms for choosing the video data display scale are developed, based on the visualization quality criterion and related to the golden ratio properties. These are the basic algorithm used for each geodata layer represented on the electronicmap, and an algorithm of successive analysis of various layers of the displayed geodata. The choice of a video data display scale in accordance with the developed algorithms can be preliminarily carried out by the system operator using the parameters of standard electronic maps and geodata/metadata sets typical for the current applied problem. We have studied how the scale of the geodata and metadata displayed on an electronic map affects their visualization quality on screens of various sizes. For the considered standard volumes of displayed geodata and metadata, the best visualization quality was achieved when they were displayed on a standard computer monitor, as opposed to a portable notebook or visualization screen.Practical relevance:The proposed criterion and the recommendations for choosing a screen size for the video monitoring device or the structures of the displayed geo-objects and metadata can be used in the design of geoinformation systems, or for preliminary choice of the displayed data structure by a geoinformation system operator.

Background: The criteria set of assessing hospital quality in Vietnam in 2016 was revied from the criteria set in 2013 by the Ministry of Health in order to help hospitals to self-assess towards improvinge quality of hospitals in the international integration context. The study aimed to assess the quality of public hospitals in Can Tho City according to the revised criteria set of the Ministry of Health in 2016 and compare the quality among three hospital ranks (including grade I, grade II, and grade III) via to 5 groups of quality criteria. Methods: A cross-sectional study, using secondary data analysis was applied to assess the service quality of 7 general public hospitals in Can Tho City. Results: The average total score of 7 hospitals is 245 and the average for the criteria of 7 hospitals is 2.99, which is just satisfactory. In the criterion of quality, criterion D and E had the lowest scores compared to the other three groups. There was no statistically significant difference (p = 0.076) among the mean scores for the three hospital categories. Conclusion: The quality of public hospitals in Can Tho city in 2016 only reached moderately good level (2.99). Interventions should be developed to improve the quality of hospitals, with particular emphasis on improving the quality of criteria groups D and E. Aim. The presented study aims to develop the methodology for assessing the quality of management of organizational transformation processes. Tasks. To achieve the set aim, the authors solve the following problems: determine the essence and content of socio-economic transformation, formulate quality assurance principles for the management of transformation processes, draw attention to the problem of selecting a unified quality criterion for the management of organizational transformation processes. Methods. This study uses general scientific methods of cognition, including analysis and synthesis. It also applies a systems approach to identify the major problems of assessing the quality of management of transformation processes, including the problem of selecting a unified quality criterion for the management of transformation processes and formulating the principles of ensuring the quality of management of transformation processes. Results. The global problem of managing transformation processes in the economic system consists in the complexity of the managed processes, which increases due to the multidimensionality, mutual influence, and the resulting uncertainty of interactions between the elements of the system. It is concluded that the methodology for assessing the quality of management of transformation processes is based on the principle of integrating separate measures to improve the quality of management of system elements into a single system of management actions and the principle of ensuring that management actions are primarily aimed at preventing possible negative consequences of the transformation of economic systems, i.e. reducing the potential impact of unfavorable events and their consequences. To assess the effectiveness of targeted management actions and productive actions aimed at organizing, controlling, and guiding the transformation process, the authors actualize the problem of selecting an adequate quality criterion for the management of transformation processes in economic systems and put forward a hypothesis about a possible unified criterion of management quality. Conclusions. The principle of integrating separate measures to improve the quality of management of system elements and the principle of ensuring that management actions are aimed at preventing possible negative consequences lie at the core of the methodology for assessing the quality of management of transformation processes in economic systems. The quality assessment methodology should be developed in the direction of finding a unified quality criterion for managing transformation processes in economic systems.

The notion of a quality criterion for non-tunable band-stop filters is introduced, and on the basis of it a comparison of filters with different designs is performed. The quality criterion takes into account the electrical characteristics of the filter and its dimensions, including the volume, the central frequency of the notch band, the level of total losses in the passbands, the width of the notch band by the level of total losses, the width of the notch band by attenuation level. Thus, it allows you to compare the quality of design and manufacture of passive notch filters of various types. The necessary analytical expression is presented, and for a number of variants of filter execution, the corresponding calculation results are given. The stated materials allow us to estimate and optimize the system of interrelated parameters of filters of an arbitrary physical structure.

A model of production funds acquisition, which includes two differential links of the zero order and two series-connected inertial links, is considered in a one-sector economy. Zero-order differential links correspond to the equations of the Ramsey model. These equations contain scalar bounded control, which determines the distribution of the available funds into two parts: investment and consumption. Two series-connected inertial links describe the dynamics of the changes in the volume of the actual production at the current production capacity. For the considered control system, the problem is posed to maximize the average consumption value over a given time interval. The properties of optimal control are analytically established using the Pontryagin maximum principle. The cases are highlighted when such control is a bang-bang, as well as the cases when, along with bang-bang (non-singular) portions, control can contain a singular arc. At the same time, concatenation of singular and non-singular portions is carried out using chattering. A bang-bang suboptimal control is presented, which is close to the optimal one according to the given quality criterion. A positional terminal control is proposed for the first approximation when a suboptimal control with a given deviation of the objective function from the optimal value is numerically found. The obtained results are confirmed by the corresponding numerical calculations.
