Aim. The presented study aims to develop the methodology for assessing the quality of management of organizational transformation processes. Tasks. To achieve the set aim, the authors solve the following problems: determine the essence and content of socio-economic transformation, formulate quality assurance principles for the management of transformation processes, draw attention to the problem of selecting a unified quality criterion for the management of organizational transformation processes. Methods. This study uses general scientific methods of cognition, including analysis and synthesis. It also applies a systems approach to identify the major problems of assessing the quality of management of transformation processes, including the problem of selecting a unified quality criterion for the management of transformation processes and formulating the principles of ensuring the quality of management of transformation processes. Results. The global problem of managing transformation processes in the economic system consists in the complexity of the managed processes, which increases due to the multidimensionality, mutual influence, and the resulting uncertainty of interactions between the elements of the system. It is concluded that the methodology for assessing the quality of management of transformation processes is based on the principle of integrating separate measures to improve the quality of management of system elements into a single system of management actions and the principle of ensuring that management actions are primarily aimed at preventing possible negative consequences of the transformation of economic systems, i.e. reducing the potential impact of unfavorable events and their consequences. To assess the effectiveness of targeted management actions and productive actions aimed at organizing, controlling, and guiding the transformation process, the authors actualize the problem of selecting an adequate quality criterion for the management of transformation processes in economic systems and put forward a hypothesis about a possible unified criterion of management quality. Conclusions. The principle of integrating separate measures to improve the quality of management of system elements and the principle of ensuring that management actions are aimed at preventing possible negative consequences lie at the core of the methodology for assessing the quality of management of transformation processes in economic systems. The quality assessment methodology should be developed in the direction of finding a unified quality criterion for managing transformation processes in economic systems.

A comparative comprehensive analysis of the socio-pedagogical problem field of modernization of the educational system of Ukraine and the EU in the context of administrative reform and taking into account economic needs and the establishment of universal democratic values has been conducted. A comparative pedagogical study of the theoretical, organizational, methodological and regulatory principles of reforming the educational system of Ukraine, which is currently acquiring national features and integrated into the world educational space, has been carried out.  Conceptual principles of reforming the educational system of Ukraine as a basis for improving the quality of life of citizens from the standpoint of an innovative educational project in the context and professional psychological and pedagogical aspects of training in the field of educational policy have been theoretically substantiated. The provision is that education, like other institutions of public life, requires operational and strategic management actions, aimed at its modernization and renewal. A conceptual integral dynamic model of reforming educational policy in Ukraine with substantiation of methodological approaches and theoretical positions has been developed on the basis of comparative pedagogical research. A necessity of expansion and qualitative improvement of the network of preschool educational institutions has been proved. There are trends that Ukrainian secondary education will eventually become on a par with the world standards of secondary school. A need to create and coordinate a strong system of out-of-school education in Ukraine has been justified, as the mass unemployment of children and youth in out-of-school time entails huge negative consequences. Peculiarities of reforming the system of training of working professions and vocational education in Ukraine have been specified. A strategic issue is the state policy on teacher training.  Ukrainian origins of the phenomenon of pedagogical skill as a fundamental basis of the theory and practice of educational policy to improve the quality of teaching and learning in EU countries have been revealed. A necessity of development of a target program of professional and pedagogical selection and preparation of experts in the field of educational policy for Ukraine and an algorithm of estimation of its efficiency on the basis of the comparative analysis has been proved. The content of the concept of "educational policy" has been clarified, knowledge of the regulatory framework for reforming educational policy in the EU has been deepened.

The article explains the methodology of re-industrialization of the economy, which is based on two components: the group method of providing dynamic optimization of the development of a quantitative quality criterion of the economic system and the group of methods that solve the problem of overcoming resistance to the development of backward technological environment. Methods of the first group based on the use of previously unknown: macroconstants development of the economies and their industrial sectors; the statistical dependence of the quality of economic growth the quality industry; models direct quality management of clusters of firms; a universal indicator of the quality of human-machine systems and goal-setting policy of increasing the quality of the economy as a whole, based on this indicator. Group of methods of overcoming resistance to the development of backward technological environment based on proposed by Russian researchers technology reform of large socio-economic systems, including solutions that provoke positive changes in the backward institutional environment. The proposed methodology can provide enhance coordinated government development processes, the pace of which approach the theoretical maximum in the current institutional and technological environment and the existing resource constraints.

Background. The problem of forecasting nonlinear nonstationary processes presented in the form of time series is very relevant, since such series can describe dynamics of the processes in both technical and economic systems. To establish the best model, various metrics are used to assess the quality of forecasts, such as R^2, RMSE, MAE, MAPE. However, in many tasks, when optimizing the model according to the selected criterion, the model becomes worse in relation to another criterion. Therefore it is important to understand which metric must be used to optimize and assess the quality of the forecast in the given task. Objective. The aim of the paper is to develop a criteria base for assessing forecasts of nonlinear nonstationary processes, as well as an approach to choosing a metric in accordance to the specificity of the set forecasting problem. Methods. The paper presents a comparative analysis of the basic metrics for the regression problem, their theoretical and practical meaning, advantages and disadvantages in various cases. New approaches are proposed based on the results of the analysis. Results. Based on the analysis of the selected data, it is shown that by optimizing the model according to the selected criterion, the model becomes worse in relation to another criterion. A criterion basis for assessing forecasts of nonlinear nonstationary processes has been formed, as well as an approach to the selection of a quality criterion in accordance with the specifics of the set forecasting problem. To minimize an absolute error, the RMSE (MSE, R^2) and MAE metrics are analysed and recommended, depending on the need to work with outliers. The RMSLE metric is proposed for solving the problems of minimizing the relative metric, for solving the shown problems of the MAPE metric for this class of problems.  Conclusions. The paper shows the importance of choosing a metric that must be used to optimize and assess the quality of the forecasts in the given task. The obtained criterion base and approach can be used in further research to solve practical prob- lems in modelling and forecasting nonlinear nonstationary processes and to develop new methods or general method for solving such problems.

A networked economy is an environment in which any company or individual in any economic system can contact with minimal cost with any other company or individual about teamwork, trade, exchange of ideas, or just for fun. The networked economy sets the vector along which socio-economic systems of micro, meso, macro levels will develop in the long term, which necessitates research and comprehensive analysis of digital transformation processes. The authors analyzed the essence of the network economy and its impact on the sphere of management, analyzed the current state of the Ukrainian system of public administration in the network economy's conditions and identified the main problematic tasks. Based on the analysis, the authors identified goals for the main areas of public administration and proposed a scheme for the organizational transformation of the public administration system in a networked economy. The authors also proposed a system of indices to assess the state of transformation of the public administration system in a networked economy and identify development trends.

Background: The criteria set of assessing hospital quality in Vietnam in 2016 was revied from the criteria set in 2013 by the Ministry of Health in order to help hospitals to self-assess towards improvinge quality of hospitals in the international integration context. The study aimed to assess the quality of public hospitals in Can Tho City according to the revised criteria set of the Ministry of Health in 2016 and compare the quality among three hospital ranks (including grade I, grade II, and grade III) via to 5 groups of quality criteria. Methods: A cross-sectional study, using secondary data analysis was applied to assess the service quality of 7 general public hospitals in Can Tho City. Results: The average total score of 7 hospitals is 245 and the average for the criteria of 7 hospitals is 2.99, which is just satisfactory. In the criterion of quality, criterion D and E had the lowest scores compared to the other three groups. There was no statistically significant difference (p = 0.076) among the mean scores for the three hospital categories. Conclusion: The quality of public hospitals in Can Tho city in 2016 only reached moderately good level (2.99). Interventions should be developed to improve the quality of hospitals, with particular emphasis on improving the quality of criteria groups D and E. The article is focused on the communication with children with special educational needs. The main topic is alternative communication with children with sensory disorders and multiple disabilities. It explores the phenomenon of communication, citing current definitions developed by a number of authors, which place the emphasis on different aspects of this complex and multilayered process, with a special focus on alternative communication with the groups of special needs children mentioned in the title.The issue is investigated from a special pedagogical and from a social perspective.The author is especially interested in the exploration of the multiple strata of communication (the universal, functional and specific levels). Apart from the different forms, contents, methods and means of communication (the last of which is most commonly discussed in Bulgaria), the article is focused primarily on the important methodological issues related to this topic.One of these basic questions of methodology is the attempt not to place at the center of this process its bi-directional nature, its algorithm or code (sign language, Braille writing system, etc.), but instead to focus on the personalities of those involved in the interaction, their initiative, relationship and goals manifested in different communication situations (mutual influence, emancipation and therapy). Particular emphasis is given to therapy, i.e. the way of influencing the communication behavior of children with sensory disorders and multiple disabilities. It is not viewed as a unilateral process (stimulus-response), but as an interactive one, based on mutual influence. The relationship between the communicators is of utmost significance.Communication is characterized by a number of specific features. Those can mostly be found in the specificity of the communication situations (for example the interactive situations in the following pairs of communicators: deaf – hard of hearing; deaf – deaf; deaf-blind – deaf, etc.), in the presence of an intermediary (for example a sign language interpreter) and above all in the personalities of the communicators. They change the quality of communication. It is for this reason, and not just because of the different means of communication, that this interaction is defined as “alternative”, or more precisely, it is an alternative to the communication of children without disabilities.Based on the analyzed information, the author formulates a number of inferences and recommendations. The main conclusion is the following:When discussing alternative communication with children with special educational needs, the focus should shift from the specific means of communication towards the equally socially important quality of the complex process of communication, which is centered on the personality of the handicapped child.

The presented study analyzes the opportunities for North Korea to capitalize on its competitive advantages in foreign trade in the context of sanctions.Aim. The study aims to identify mechanisms that allow North Korea to engage in foreign trade in circumvention of UN sanctions and to analyze their impact on the national economy.Tasks. The authors analyze the structure of North Korea’s national economy, its initial competitive advantage, identify the specific features of North Korea’s foreign trade in the context of sanctions, and determine the consequences of illicit trade in circumvention of sanctions for the national economy.Methods. This study uses an interdisciplinary approach that combines the classical theory of competitive advantage with the concept of rent seeking, with the concept of rent seeking and analysis of trade flows.Results. The study shows that, despite the restrictions imposed by sanctions, North Korea strives to make the most of its advantages, such as resource availability and cheap labor, in global trade. The country builds its own export-import chains in circumvention of sanctions. These chains are rather mobile, flexible, and controlled by the elite. As a result, benefits from trade that could be evenly distributed among the population are concentrated in the hands of a narrow segment of society. ‘Rent seeking’ makes it possible to formulate the negative consequences of these processes for the North Korean economy and the international community.Conclusions. Solving the North Korean issue requires an economic transformation in the country through the replacement of restrictive sanctions with more constructive ones. The exclusion of North Korea from open global trade leads to the country’s marginalization and impairs the transparency of international commodity flows.

The notion of a quality criterion for non-tunable band-stop filters is introduced, and on the basis of it a comparison of filters with different designs is performed. The quality criterion takes into account the electrical characteristics of the filter and its dimensions, including the volume, the central frequency of the notch band, the level of total losses in the passbands, the width of the notch band by the level of total losses, the width of the notch band by attenuation level. Thus, it allows you to compare the quality of design and manufacture of passive notch filters of various types. The necessary analytical expression is presented, and for a number of variants of filter execution, the corresponding calculation results are given. The stated materials allow us to estimate and optimize the system of interrelated parameters of filters of an arbitrary physical structure.

The forced work of Russian universities remotely in the context of the pandemic (COVID-19) has generated a lot of discussion about the benefits of the new form of education. The first results were summed up and reports were presented, the materials of which showed that the main goal of online education — the prevention of the spread of infection, - has been achieved. Against this background, proposals and publications have appeared substantiating the effectiveness of the massive introduction of distance learning in Russia, including in higher education. However, the assessment of such training by the population and students in publications and in social networks was predominantly negative and showed that the number of emerging problems exceeds the possible benefits of the new educational technology. Based on the analysis of the materials of publications and personal experience of teaching online, the potential benefits and problems of distance learning in higher education in Russia are considered. It is proposed to consider the effects separately for the suppliers of new technology (government, universities) and consumers (students, teachers, society). It is substantiated that the massive introduction of online education allows not only to reduce the negative consequences of epidemics, but also to reduce budgetary funding for universities, optimize the age composition of teachers, and reduce the cost of maintaining educational buildings. However, there will be a leveling / averaging of the quality of education, and responsibility for the quality of training will shift from the state/universities to students. The critical shortcomings of online education are the low degree of readiness of the digital infrastructure, the lack of a mechanism for identifying and monitoring the work of students, information security problems, and the lack of trust in such training of the population. The massive use of online education creates a number of risks for the country, the most critical of which is the destruction of the higher education system and a drop in the effectiveness of personnel training. The consequences of this risk realization are not compensated by any possible budget savings.
