In China, the topics of pandemic and economic recovery gradually lose their importance and give place to another deterioration in U.S.–China relations due to pressure from the United States on Hong Kong, Xinjiang Uygur Autonomous region, and the insufficient, according to the American side, pace of implementation of China’s first phase of commercial transactions with the United States. Beijing takes Washington’s threats to deprive Hong Kong of the status of a special customs territory in trade and economic cooperation with the U.S. quite seriously. However, Chinese experts note that the implementation of these threats will not lead to the collapse of the Hong Kong economy, since the most-favored-nation regime applies to about 5% of Hong Kong’s exports to the United States. At the same time, Beijing is trying to find an alternative to Hong Kong as a financial center in the face of Macao. However, the main characteristics of the Macao economy do not yet allow us to seriously talk about a full-fledged replacement, since most of the GDP of this special administrative region is formed by the gaming, tourism and restaurant industries. To a certain extent, the “position” of Hong Kong is claimed by Shanghai, but the extent of its claims is limited by the Chinese legal system, which is less flexible and liberal than that of Hong Kong. In May 2020, the so-called “Two sessions” were held in Beijing: the national Committee of the People’s Political Consultative Council of China (CPPCC) and the National People’s Congress (NPC). The latter presented a report on the government’s work in 2019 and the first quarters of 2020. The report contains the main guidelines and targets for the country’s socio-economic development for the current year, as well as a list of measures to support the economy in the so-called “post-crisis” period. Most of the mechanisms for stimulating growth are of a fiscal nature: the authorities do not want to inflate the amount of debt owed by public and private companies too much, and they go, first of all, for tax breaks. At the same time, the Central budget deficit is expected to increase to 3.6% due to reduced tax revenues because of quarantine measures and increased government spending to support consumer demand. At the same time, Beijing announced a reduction in spending by the central and provincial governments on “unimportant” and “non-priority items”: construction of buildings, business trips, celebrations, etc. The report on the government’s work reflected the desire of the Chinese leadership to accelerate the ongoing work on “launching” a new economic model of China’s development, aimed not at achieving high growth rates, but at quality indicators. For the first time, the NPC session did not specify the expected GDP growth rate in 2020. However, the main characteristics of this model have not yet been fully clarified. In the first approximation, it is a bet on the production of high-tech products, the implementation of traditional infrastructure projects within China and the expansion of domestic consumption – while maintaining the strategy of going outside in the format of the “Belt and Road” (or the “Silk Road Economic Belt”). The so-called “separation” of China and the United States in the financial and economic spheres, which is widely discussed in the world press, has not yet taken place. D. Trump’s “return of American business to the United States” is not yet perceived by the American private business itself, which is interested in expanding its presence in Chinese financial and other markets. China, for its part, by opening previously closed sectors of its economy is trying to provide new business opportunities to American companies in a “compromise” way, in contrast to military and political issues, where Beijing acts extremely harshly. In Russian-Chinese relations, there is still a trend to deepen strategic partnership in the military-political sphere and, if possible, in the economy – taking into account the negative consequences of the pandemic and adjusting for the scale of the Russian economy.

Communicating during a crisis can be challenging for public agencies as their communication ecology becomes increasingly complex while the need for fast and reliable public communication remains high. Using the lens of communication ecology, this study examines the online communication of national public health agencies during the COVID-19 pandemic in Italy, Sweden, and the United States. Based on content analysis of Twitter data ( n = 856) and agency press releases ( n = 95), this article investigates two main questions: (1) How, and to what extent, did national public health agencies coordinate their online communication with other agencies and organizations? (2) How was online communication from the agencies diversified in terms of targeting specific organizations and social groups? Our findings indicate that public health agencies relied heavily on internal scientific expertise and predominately coordinated their communication efforts with national government agencies. Furthermore, our analysis reveals that agencies in each country differed in how they diversify information; however, all agencies provided tailored information to at least some organizations and social groups. Across the three countries, information tailored for several vulnerable groups (e.g., pregnant women, people with disabilities, immigrants, and homeless populations) was largely absent, which may contribute to negative consequences for these groups.

Abstract The coronavirus disease 2019 (COVID-19) pandemic has had a profound impact on medical educational curricula. We aimed to examine the impact of these unprecedented changes on the formal education of paediatric cardiology fellows through a nationwide survey. A REDCap™-based voluntary anonymous survey was sent to all current paediatric cardiology fellows in the United States of America in May, 2020. Of 143 respondents, 121 were categorical fellows, representing over one-fourth of all categorical paediatric cardiology fellows in the United States of America. Nearly all (140/143, 97.9%) respondents utilised online learning during the pandemic, with 134 (93.7%) reporting an increase in use compared to pre-pandemic. The percentage of respondents reporting curriculum supplementation with outside lectures increased from 11.9 to 88.8% during the pandemic. Respondents considered online learning to be “equally or more effective” than in-person lectures in convenience (133/142, 93.7%), improving fellow attendance (132/142, 93.0%), improving non-fellow attendance (126/143, 88.1%), and meeting individual learning needs (101/143, 70.6%). The pandemic positively affected the lecture curriculum of 83 respondents (58.0%), with 35 (24.5%) reporting no change and 25 (17.5%) reporting a negative effect. A positive effect was most noted by those whose programmes utilised supplemental outside lectures (62.2 versus 25.0%, p = 0.004) and those whose lecture frequency did not decrease (65.1 versus 5.9%, p < 0.001). Restrictions imposed by the COVID-19 pandemic have greatly increased utilisation of online learning platforms by medical training programmes. This survey reveals that an online lecture curriculum, despite inherent obstacles, offers advantages that may mitigate some negative consequences of the pandemic on fellowship education.

On September 15, 2020, a World Trade Organization (WTO) panel ruled that certain tariffs the United States imposed on Chinese products violated Articles I (most-favored-nation) and II (tariff bindings) of the General Agreement on Tariffs and Trade (GATT). The panel rejected the U.S. attempt to invoke a “public morals” defense pursuant to GATT Article XX, holding that although countries receive substantial deference in defining “public morals,” the United States failed to prove that the tariffs were necessary to achieve its stated public morals objective.

Abstract This article describes the evolution of inclusive education in Hong Kong, moving from segregation via integration to inclusion. The outside influence of education policies and trends from Britain, Australia, and the United States are identified, and the current situation is described. In particular, obstacles that are encountered on the route to inclusion are compared with those found in other countries. These obstacles include large class size, teachers’ often negative attitudes, parents’ expectations, teachers’ lack of expertise for adapting the curriculum and for providing differentiated teaching, and ongoing conflicts between the notion of ‘inclusive schooling for all’ and the ‘academic standards agenda’.

On March 3,1997, President William J. Clinton transmitted to the Senate for its advice and consent to ratification as a treaty the Agreement Between the Government of the United States of America and the Government of Hong Kong for the Surrender of Fugitive Offenders, signed at Hong Kong on December 20,1996. In his letter of transmittal, President Clinton pointed out that, upon its entry into force, the Agreement would “enhance cooperation between the law enforcement communities of the United States and Hong Kong, and … provide a framework and basic protections for extraditions after the reversion of Hong Kong to the sovereignty of the People’s Republic of China on July 1, 1997.” The President continued: Given the absence of an extradition treaty with the People’s Republic of China, this Treaty would provide the means to continue an extradition relationship with Hong Kong after reversion and avoid a gap in law enforcement. It will thereby make a significant contribution to international law enforcement efforts.The provisions of this Agreement follow generally the form and content of extradition treaties recently concluded by the United States. In addition, the Agreement contains several provisions specially designed in light of the particular status of Hong Kong. The Agreement’s basic protections for fugitives are also made expressly applicable to fugitives surrendered by the two parties before the new treaty enters into force.

Abstract Objective.—To assess the performance of clinical microbiology laboratories in the United States when conducting in vitro susceptibility tests with Streptococcus pneumoniae. Methods.—The results of a nationwide College of American Pathologists Proficiency Survey test sample, in which susceptibility testing of an isolate of S pneumoniae was performed, were assessed with respect to precision and accuracy. Results.—Wide variability was noted among participating laboratories with both minimum inhibitory concentration procedures and disk diffusion susceptibility tests when both methods were applied to S pneumoniae. Despite this high degree of variation, categorical interpretive errors were uncommon. Numerous laboratories reported results for antimicrobial agents that are not recommended by the National Committee for Clinical Laboratory Standards for tests with S pneumoniae. Conclusions.—Current susceptibility testing practices with S pneumoniae in the United States indicate limited precision and a tendency for laboratories to test and report results obtained with antimicrobial agents of questionable therapeutic value against this organism. Continued efforts to standardize susceptibility testing of S pneumoniae in the United States are warranted. In addition, modifications of existing interpretive criteria may be necessary.
