The military areas in Sardinia are around 234 km2, which constitutes 59.97% of the national surface affected by military easements. This situation is due to its geographic centrality in the Mediterranean. This contribution evaluates the performance of the Local Coastline Plan (LCP) and the Site Management Plan of Community Interest (SCI) in conditions of military constraint. The case study is the Municipality of Villaputzu where an important coastal military easement and the use of the coast for recreational tourism purposes coexist together through specific planning, a consequence of institutional agreements between the Municipal Administration of Villaputzu and the Ministry of Defense. The evaluation of the congruence of the specific objectives of the LCP and the SCI shows how their combined action favors the environmental enhancement of Sardinia, contributing to the formation of ecosystem services, even in particular conditions arising from military easements. These are sites that pass from the status of "anti-commons" to "semi-commons". In fact, the military release process in Sardinia, together with the promiscuous military and civil use, activates unique governance policies of their kind that find a significant field of application in Sardinia to guarantee a sustainable renewal of economic development of the ‘semi-commons’ awaiting to become ‘commons’

The paper addresses the issue of the concurrent use of coastal areas for military training and civil activities, namely tourism. In the paper, starting from the consideration of publicly owned assets as ‘semi-commons’, we propose a method based on the comparison of planning instruments related to the different uses, and try to model them in a grid, where different weights and degrees of evaluation can be considered, in order to promote, rather than blocking, possible activities, compatible with concurrent use. The military areas in Sardinia (region and island, Italy) are around 234 km2, which constitutes 60% of the national surface affected by military easements. This situation is due to its geographic position, considered centrality in the Mediterranean for strategic reasons. This contribution evaluates the performance of the Local Coastline Plan (LCP) and the Site management plan of Community Interest (SCI) in conditions of military constraint. The case study is the municipality of Villaputzu South Sardinia, Italy), where an important coastal military easement and the use of the coast for recreational tourism purposes coexist together through specific planning, a consequence of institutional agreements between the Municipal Administration of Villaputzu and the Ministry of Defense. The idea is considering the concurrent possible land uses guaranteed by the different planning instruments, instead of focusing, as it is generally the rule, on the sum of constraints provided by the laws. The local coastline plan has been identified as the ideal planning tool, which addresses the co-existence of apparently opposite land uses and interests, as those expressed by the local municipal planning and those expressed by the military. An evaluation of the congruence of the specific objectives of the LCP and SCI shows how their combined action favors the environmental enhancement of Sardinia, contributing to the formation of ecosystem services, even in particular conditions arising from military easements. These are sites that evolve from ‘anticommons’ to ‘semicommons’. In fact, the military release process in Sardinia, together with the promiscuous military and civil use, activates unique governance policies of their kind that find a significant field of application in Sardinia to guarantee sustainable renewal of economic development of the ‘semi-commons’ awaiting to become ‘commons’.

This study is dedicated to the regional history of the East-West conflict on the basis of the relationship between the Germany military and the Belgian armed forces stationed in Germany. The central question it addresses is which factors were largely responsible for the interdependence between actors and institutions of both armies. In addition to analysing the limited time of the peak phase of Belgian military deployment in the Federal Republic 1946–1990, the book concentrates regionally on the military training areas of Vogelsang in the Eifel and the Wahner Heide near Cologne as military contact zones. For this purpose, the author evaluates unpublished archival sources at the local level for the first time.

Provisions and requirements of the Internal service regulations of the Armed Forces of the Russian Federation regarding the rights and obligations of military personnel for life and health protection are analyzed. Provisions in regulations of 1993 and 2007 years are compared. The compliance of articles of the Regulations to the Constitution of the Russian Federation, Federal laws from May 27th, 1998 No. 76 «Concerning the status of military personnel», from November 21st, 2011No. 323 «On fundamental healthcare principles in the Russian Federation» and from March 30th, 1999 No. 52 «Concerning the Sanitary and Epidemiological Welfare of the Population» are described. Insufficient legal confirmation of the duties of a serviceman in protection of his own health is noted. One of the problems of education and training of the military personnel of various classes is the lack of such subject as a military hygiene in the curriculum. In prerevolutionary military educational establishments, the hygiene was studied and at the course end there was examination. One of the important elements of the health protection of the servicemen is a sanatorium-resort therapy which can be treated as a part of preventive medical examination. Data on decline of sanatorium service of the military personnel in connection with the legislation changes are presented. Considering physical and mental health of servicemen as a guaranty of high-degree alert and military efficiency it is proposed to start studying the Instruction on life and health protection of the serviceman in the period of a basic military training (soldier, sailor, cadet). Proposals on hygiene studying in fostering and educational institutions of the Ministry of Defense.

Nearly four years have passed since China's leaders ordered the military to crush student demonstrators and their supporters in and around Tiananmen Square. Since then, students at all levels have been given a massive infusion of political “re-education” in an attempt to forestall a recurrence of the turbulence and, more ambitiously, to win back the hearts and minds of Chinese youth. The methods employed by the authorities have included an extended programme of military training, tighter political control over the job assignment system, more time in the curriculum for politics courses, a renewed stress on familiar model personages from the pre-Cultural Revolution era, an upgrading in the status of political work cadres, and an abandonment of the more flexible political and moral education courses and textbooks introduced in the 1980s in favour of a return to more traditional “classical” Marxist approaches.

This paper describes the first actual application of a distributed training network to the military mission called Close Air Support (CAS). It represents a “case study” and is based upon a set of data collected on military personnel during a one-week series of exercises in a distributed training environment. We describe the objectives of the measurement process, discuss the development and use of the measurement tools, provide several observations based upon the data collected, and offer several preliminary conclusions related to measuring training performance in distributed environments.

The article deals with the analysis of the disposal of electronic waste in the military organization 13th Mechanized Communications Company and its overall objective to characterize the procedures used in the management of electronic waste. The theoretical framework deals with electronic waste concepts, the situation of waste in Brazil, incorrect disposal of the consequences and possible solutions for final disposal. A case study where the data were collected through direct on-site observation and application of semi-structured interviews with the environmental manager of the organization was held. The research provides understand the reality of the process of managing electronic waste: computers and their peripherals. First we tried to identify which types of electronic waste and the disposal was subsequently analyzed. As a result of research it was found that the organization has a large number of obsolete equipment and is concerned about the proper disposal and, because of this, has a management system. Through the Environmental Management Plan was possible to make the proper disposal of electronic waste, and in 2014 the remains were sent to the Company Químea and this year were directed to deposit the City Hall, where it will be responsible for giving adequate final destination waste.

Liberating third world, Muslim women from the clutches of oppressive Arab men has proven to be a popular and seductive justification for the military invasion of various Middle Eastern states throughout history. Individuals that support the ‘liberation’ of women of colour through military occupations argue that women in these ‘third world states’ are oppressed and require the assistance of a western military invasion to facilitate their liberation. This stems from viewing Arab women as mainly docile and passive individuals rather than active participants of their lives and destinies engaging in their own forms of resistance. Yet, a growing number of scholars and feminists are beginning to question the possibility of liberating women through the very forces that oppress them- namely imperialism and militarism. This paper- through a case study of Iraq- is similarly critical of the possibility of liberating women through a military invasion. It attempts to answer questions such as; how are women living in ‘post-liberated’ Iraq versus under Saddam, and what do their daily struggles look like, in its endeavour to paint a picture of the status of the various groups of women in Iraqi society pre and post 2003 invasion. The paper argues Iraqi women experience their society and the Baath regime differentially based on a combination of factors such as their social class, place of residence- urban or rural, political affiliation and so on. Thus rather than viewing Iraqi women as a homogenous group of oppressed women that require western military assistance for their liberation the paper encourages individuals to pay more attention to the grassroots. Only when the oppressed and exploited participate in the process of their liberation can the endeavor be successful.
