<p><em>The Act No. 16 year 1964 on Fisheries harvest-sharing regulated the policy of harvest-sharing on fisheries products in order to improve the welfare of the fishermen. However, the regulation seems to not running well, especially in Muncar District Banyuwangi Regency, where the fishermen were not familiar with the regulation and had their own customs on fisheries harvest-sharing which come across generations. This writing was applying the empirical legal study. The instruments were structured field interview towards fishermen, boat owner, and local government officials, which supported by literature review. Analysis was carried out by interactive model. This study found that the national regulation was unrecognized among the local fishermen and the harvest-sharing policy was based on their local customs. The harvest- sharing policy mostly was determined by the boat owner without former agreement. Therefore, the local government should supervise the application of the national regulation on harvest-sharing policy in order to improve the welfare status of the local fishermen. In addition, the ultimate social justice for the community will then be achieved.</em><em></em></p>

We develop theory on how a contentious moral market can develop, and we test it with data from a study of the commercialization of Buddhist temples in China from 2006 to 2016, as local government officials try to boost the local economy by transforming temples into tourist enterprises that charge admission fees. The practice is resisted by monks and the public such that the central government, which values public appearances of social justice, is pressured to support their resistance to local officials’ economic demands. Using a data panel of 141 temples, we show that temples’ admission fees are significantly related to the pressure that local government officials face to develop the economy. We also find that resistance to the fees exploits a factional political structure, as the monk-led movement leverages the influence of one political clique that is highly concerned with public appearances of social justice to resist the request of another. In addition, bottom-up channels such as the Internet and marketized media help the public voice its grievances, coordinate collective action, and therefore align with and mobilize the central government to override local government. The contentious view enhances our understanding of how resistance can be possible and effective, especially in an authoritarian regime.

This paper reviews the literature concerning technology used for creating and delivering accessible museum and cultural heritage sites experiences. It highlights the importance of the delivery suited for everyone from different areas of expertise, namely interaction design, pedagogical and participatory design, and it presents how recent and future artificial intelligence (AI) developments can be used for this aim, i.e.,improving and widening online and in situ accessibility. From the literature review analysis, we articulate a conceptual framework that incorporates key elements that constitute museum and cultural heritage online experiences and how these elements are related to each other. Concrete opportunities for future directions empirical research for accessibility of cultural heritage contents are suggested and further discussed.

This research discusses the concept of zakat in Abu Ubaid's Kitab Al-Amwal. The purpose of this study is to analyze the existence of social justice in zakat. The research method that I use is a qualitative method with a literature review method. The result of this research is that zakat according to Abu Ubaid has esoteric values of social justice. Zakat instruments can alleviate poverty and stabilize state finances. To create social justice, the zakat instrument provides space for those in need. The space is not only a treasure. But also capital that can be used to start a business. In addition, in order to optimize zakat, the government must take part in maximizing the potential of zakat.
