Research on Planning Process of Community Disaster Management Plan at Tsunami-Hit Area

We cover surveys and planning covering the process from the review process for evacuation behavior to the formulation of disaster management plans after the 2011 Great East Japan Earthquake. We focus on the community disaster management plan for the Ando district of Otsuchi town in Iwate Prefecture. We also examine processes and methods for transforming review results into documentation planning. Based on findings from a survey on evacuation behavior, we evaluate factors influencing evacuation behavior and analyze findings from a “Survey on the Situation of Death in the Ando District.” Based on results, we discuss workshops held on review meetings on disaster management planning for the Ando district neighborhood association. We close by extracting and summarizing the features and problems of Ando district tsunami disaster management.

After the 2011 East Japan Earthquake, the Japanese Cabinet Office has promoted local governments and communities to develop a “Community Disaster Management Plan.” Local governments started to hold workshops to develop the said plan for residents in local communities. However, only a few residents (i.e., those who are interested in disaster prevention) participate in these workshops; thus, most residents do not have opportunities to survey disaster prevention. Considering this issue, we decided to develop a supporting application for individual disaster management plans by analyzing hazard risks and land features. In this research, we focused on evacuation planning for residents. Furthermore, we developed it as web-based application as any resident connected to the internet may be struggling with their evacuation. In our proposed application, users have to take seven steps: (1) learn features of tsunami attack and countermeasures during a tsunami disaster, (2) set start point for evacuation, (3) set first and second goal for evacuation based on lessons learned from the “Miracle of Kamaishi,” (4) search the shortest evacuation route from start point through the first goal to the second goal, (5) review change of elevation on the evacuation route, (6) review hazard risks and land feature on the evacuation route and to reroute if necessary, and (7) download their settled evacuation route to their own devices as a GPX file. After developing a prototype of the application, we published it as a web service. While the publishing was in process, we gathered logs on how users took actions based on our proposed application. Approximately 10 days after publishing the prototype, we analyzed the path of users’ action flow, and we detected issues that need to be resolved to improve esidents’ disaster management capacity during tsunami disasters. Generally, our application helped prepared users for tsunami disaster prevention.

Disasters, both natural and man-made, cause major damage and loss of life. Because of this, governments around the world are looking at building resilience to ensure communities can recover quickly and have minimal impact from a disaster. Part of building resilience is to plan for disaster management and recovery. Literature reveals that construction contractors can play a critical role within this process as they have control of resource supply chains and key knowledge and skills they are well suited to assist in disaster planning. However, as literature also reveals there is currently little involvement of construction contractors in the disaster planning process. This gap between what should be done and what is currently done is investigated. Representatives from industry bodies are interviewed to determine their understanding of the industry’s involvement in disaster planning and what capacity the industry might have to be involved. The interviewee’s responses agree with current literature that there is currently little or no involvement with disaster planning however there is interest in being involved with disaster management planning if there was a forum for this to occur. Based on the responses the researcher has proposed a model to engage construction contractors within state government disaster management planning.

This epilogue tracks the more recent developments in the land use versus land preservation debate, including further controversies surrounding Point Reyes. A new lawsuit was filed against the NPS in Point Reyes, with demands that the ongoing ranch management planning process be suspended until the thirty-six-year-old PRNS General Management Plan can finally be updated with studies of the environmental impacts of grazing. Elsewhere in the United States, the chapter covers the aftermath of an armed standoff at Malheur National Wildlife Refuge. However, the chapter goes on to outline more hopeful changes across the country, such as the fact that more and more people are beginning to compromise on “what a park is for.”

This is a quantitative article which aims to analyse what constitutes successful disaster governance by measuring how the previous performance of the disaster management network influence the aspects of governance process -initial agreement, leadership, trust, planning and managing conflict and how these variables are associated to the outcome of collaborative disaster management. The findings highlight the role of public managers in the collaborative disaster management as it revealed that initial agreement is connected with leadership, leadership is associated with trust, and trust, as well as managing conflict, are correlated with the planning process. The findings suggest that the Philippine disaster management network in Region 10 is shaped by its previous performance. However, there is a necessity to institutionalise incentive mechanisms and improve the leadership capacities of the lead agencies in order to strengthen the trust and interdependence among agencies which could lead to more effective disaster management plans and stronger network collaboration.

Abstract January 2011 visited on Queensland Australia floods of proportions many thought could not have occurred again, following disaster management planning taken after the historic floods of the 1800s and 1974. This paper presents some reflections on this natural disaster, which affected many members of the ANZAM community and left a permanent mark on those directly affected and those who watched as the waters washed away lives, memories and many of the things that give people a sense of place. Amongst tragedy came stories of generosity of human spirit as well as the occasional case of greed and callousness. When all was over, however, there was no doubt about the human side of disaster management. Through two case studies of a family-owned business and a large organization impacted by the flood in Brisbane, we highlight some lessons for disaster management and propose some strategies for building social capital in times of disaster.

This study aims to explain the financial management planning of Tembokrejo Village, as well as analyze its suitability then provide an overview of the flowchart of village financial management planning according to Permendagri Number 20 of 2018. This research is a type of qualitative research with a case study approach using primary data and data. secondary data collection procedures, namely observation, interviews, and documentation. And the data analysis technique is a comparative analysis which tests the validity of the data using the triangulation technique. Then the activities in data analysis are data reduction, data presentation, and drawing conclusions and verification. The results of this study indicate that the financial management plan of Tembokrejo Village is in accordance with the village financial management plan according to Permendagri Number 20 of 2018, due to the presence of village assistants who help in the process of preparing village financial management planning. Therefore, a flowchart was designed, which could be used as a guide to assist village officials in the process of preparing village financial management plans independently. Disaster is a major threat that could jeopardise the development of economic, social and physical elements of a nation as well as the well-being of its people. The damage and loss of property and life caused by disasters are overwhelming and least desired by any country. Review of literature as presented in this research indicated that by having a good disaster risk management (DRM) plan and well-coordinated efforts and commitment among related disaster management agencies at all levels and local stakeholders, would potentially lead to disaster risk reductions, increase preparedness and response, and reduction of damage to assets and loss of life. With a long list of agencies and aid bodies that are currently involved in various stages of DRM, putting the idea into reality has proven to be highly challenging particularly on establishing good coordination between agencies and with other stakeholders for a more effective DRM process. This paper identified three major issues and challenges in DRM in Malaysia, particularly from the perspective of agencies. These issues and challenges include (1) disaster management planning imbalanced between top-down and bottom-up approaches, (2) lack of coordination in disaster management cycle, with greater focus only on the disaster emergency response stage and, (3) lack of planning of long-term recovery (post-disaster) process, which resulted in low level community and stakeholders’ resilience to disasters.
