Objective was to analyze the epidemiological situation on Ixodidae tick-borne borreliosis (ITBB) in the constituent entities of the Russian Federation in the dynamics over the period of 2010–2020, taking into account the features of the year 2020, associated with the spread of COVID-19, and to forecast the development of the epidemic process for 2021. In 2020, 4180 cases of ITBB were registered in the Russian Federation, which is 1.93 times less than in 2019 and 1.73 times less than the long-term average annual figure for the previous 10 years. A significant decrease was noted in all federal districts (FD), with the exception of the Central FD, where more than half of all cases occurred. Compared to 2019, 75 out of 78 subjects experienced a decrease in the incidence rate in 2020, while in 56 entities that decrease was statistically significant. The multiplicity of the decrease in the incidence of ITBB in 2020 for all FD was significantly greater than the multiplicity of the decrease in the frequency of contacts of the population with ticks. Infection of Ixodidae ticks of various species with borrelia in natural foci in 2020 was statistically significantly higher than in 2019. Probably, the decrease in the registered incidence of ITBB against the background of the COVID-19 pandemic is due not only to a decrease in the intensity of contacts of the population with natural foci, but also to a sharp redistribution of the volume of inpatient and outpatient medical care in favor of COVID-19 patients. Given the high degree of significance of the identified trends in the dynamics of the epidemic ITBB process during 2010–2020, there is reason to expect an increase in the incidence in the Bryansk, Voronezh, Ryazan, Tula and Saratov regions in 2021, which requires special attention in terms of strengthening preventive measures and monitoring of the activity and structure of natural foci. In the rest of the entities of the Russian Federation, provided that the volumes of preventive measures are maintained on the same level and in the absence of abnormal natural and climatic phenomena, preservation or a slight reduction in the incidence of ITBB is likely to occur in the short term. At the same time, despite the tense situation regarding the new coronavirus infection, there is an obvious need to draw close attention to the problems of diagnosis and prevention of natural focal infections.

Analysis of the incidence of human brucellosis in the world in 2011–2020 is presented in the paper. An assessment of the epizootiological-epidemiological situation on brucellosis in the Russian Federation in 2020 is performed. It is outlined that the epidemiological situation on brucellosis in Russia over the past decade was characterized as unfavorable with downward trend in the incidence rate against the background of persistent epizootiological insecurity among cattle and small ruminants. Between 2011 and 2020, 3507 first identified human cases of brucellosis were registered. The long-term average number of cases is 350 per year, including 28 cases among children under 17 years old. The average long-term intensive morbidity rate per 100 000 people was 0.24, among children under 17 – 0.1. In 2020, 119 human cases of brucellosis were detected in Russia (0.08), which indicates that the trend towards an improvement in the epidemiological situation on brucellosis continues. The largest number of brucellosis cases among people was registered in the North-Caucasian (77.1 % of the total incidence across Russia) and the Southern Federal District (13.5 %). In the period of 2010–2020 (9 months), 4610 areas potentially hazardous as regards bovine brucellosis and 422 – as regards brucellosis in sheep and goats were registered in the Russian Federation. Analysis of the development of brucellosis situation in Russia indicates that in the medium term, with the current trend maintained, there is a real risk of widespread brucellosis distribution among farm animals in the constituent entities of the Central, Volga, Far Eastern and Siberian Federal Districts, as well as the persistence of epizootiological insecurity in the North Caucasus and Southern Federal Districts. Taking into account the current epizootiological-epidemiological situation and the long-term dynamics of the development in the Russian Federation, one can predict the incidence of brucellosis in people at a level below the longterm average values – 0.13–0.18 per 100000 of the population in 2021.

The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

Analysis of the anthrax incidence in the Russian Federation over the period of 2009–2018 showed that the infections among the population were recorded in 14 regions of 6 Federal Districts. 23 anthrax outbreaks among people were revealed, where 90 people got sick with 3 lethal outcomes. In comparison to the previous ten-year period (1999–2008), the number of cases of the disease was reduced by 1.6 times. Three cases of cutaneous anthrax were registered in two constituent entities of the Russian Federation in 2018 – the Republic of Dagestan (1) and the Republic of Tyva (2). Outbreaks of infection among livestock animals and people were recorded in such neighboring states as Georgia, Kazakhstan, China, Kyrgyzstan, and Ukraine. Epizootiological and epidemiological instability as regards anthrax was observed in several countries of Asia and Africa. Human infection occurred as a result of contact with sick and dead animals in the process of slaughter and cutting of carcasses, consuming infected meat. Anthrax morbidity rates among animals and people in the Russian Federation in 2019 will depend on the comprehensiveness of implementation of the plans for anthrax prevention, and in case those plans will be realized at the maximum scale incidence will be limited to single cases.

Objective is to analyze the incidence of Siberian tick typhus (STT) in the Russian Federation over the period of 2010–2020, Astrakhan spotted fever (ASF) and Mediterranean fever (MF) since the official registration, and to forecast the development of the epidemic process for endemic rickettsioses for 2021. The analysis of the incidence of STT, ASF and MF in Russia for the period of 2010–2020, 2013–2020 and 2014–2020, respectively, has been carried out. The forecast of endemic rickettsioses morbidity in the European and Asian parts of Russia for 2021 has been made. The average long-term incidence of STT for 2010–2020 in the Russian Federation as a whole was 1.04 (CI95 1.02÷1.05) 0/0000, with no tendency to change. The maximum relative incidence of STT is typical for the Siberian Federal District (SFD), where the average long-term incidence rate for 2010–2020 was 6.20 (CI95 6.08÷6.31) per 100 thousand of the population. The Far Eastern Federal District (FEFD) – 4.70 (CI95 4.53÷4.87) 0/0000 came in second place, the third place was taken by the Ural Federal District (UFD) – 0.08 (CI95 0.07÷0.10) 0/0000. When assessing the 11-year dynamics of the relative incidence of STT by the Federal Districts, we have detected a tendency to its stabilization in the SFD and the FEFD. In the UFD, a significant downward trend was revealed. The upward trend in the incidence of STT remained in the Altai Republic. Major decline in STT incidence was observed in the Kurgan Region, Trans-Baikal Territory, Krasnoyarsk Territory, and the Republic of Khakassia. There was a declining trend in the incidence of Astrakhan spotted fever in the Astrakhan Region and the Republic of Kalmykia. In the Republic of Crimea and the city of Sevastopol there is no trend to increase the incidence of Mediterranean fever.

Коронавирус рассматривается как препятствие для развития въездного туризма в Российской Федерации. Конечным результатом исследования является определение основных направлений по решению актуальных проблем развития въездного туризма в условиях распространения коронавирусной инфекции. Научная новизна статьи характеризуется применением авторского подхода к пониманию сложившейся ситуации и предлагаемым вариантам решения проблемы. Основные проблемы въездного туризма, связанные с распространением коронавирусной инфекции, систематизированы по группам, определены возможные пути их решения, отражены ожидаемые результаты реализации предлагаемых мер. The aim of the research is to study the current epidemiological situation in inbound tourism in Russia, analyze problems in this direction, which will subsequently help to identify effective ways to solve them. The coronavirus is seen as an obstacle to the development of inbound tourism in the Russian Federation. The end result of the study is the identification of the main directions for solving urgent problems of the development of inbound tourism in the context of the spread of coronavirus infection. The scientific novelty of the article is characterized by the use of the author's approach to understanding the current situation and the proposed solutions to the problem. The main problems of inbound tourism associated with the spread of coronavirus infection are systematized by groups, possible ways to solve them are identified, and the expected results of the implementation of the proposed measures are reflected.

The review presents an analysis of the epidemic situation on infections of rickettsial etiology, the causative agents of which are transmitted by Ixodidae ticks in the territory of the Russian Federation. The data obtained through molecular-biological verification allow to unite under the name of “tick-borne ricketsioses” a group of infections caused by R. sibirica subsp. sibirica, R. conorii, R. heilongjiangensis and other species of rickettsiae circulating in natural foci of various regions of Russia. Cases of tick-borne rickettsioses in Siberia and the Far East, caused by various species of rickettsiae, are registered under the name of “Siberian tick-borne typhus” due to the lack of available methods of differential laboratory diagnostics. The paper presents the assessment of the incidence of Siberian tick-borne typhus, indicating not only the varying degrees of epidemic hazard of endemic regions, but also changes in the distribution of risk areas, including the identification of new, epidemically significant foci. In accordance with the risk-oriented approach to prophylaxis, forecasting of epidemic situation on tick-borne rickettsioses was given and differentiation of the endemic territories of the Russian Federation as regards Siberian tick-borne typhus was carried out with distinguishing of epidemiological zones of low, medium, above average, high and very high risk of population infection.

Rabies is a zooanthroponotic disease, causing significant economic damage, resulting from losses due to livestock deaths, costs of preventive measures and diagnostic tests. The disease is transmitted through biting or licking of damaged skin or mucosa. The disease is absolutely fatal and practically all warm-blooded animals are susceptible to it. The paper presents the analysis of statistical data on rabies morbidity and mortality among humans and animals; the assessment of epidemic situation in the Russian Federation, including the target population vaccination coverage and effectiveness evaluation of measures, taken in Russia to prevent rabies spread. The major causes of human mortality are considered. The recommendations on decreasing the disease spread risks are given. It was established that about 60 thousand human deaths and 45 thousand animal deaths from rabies have been reported in the Russian Federation within the past 10 years (from 2010 to 2019). Moreover cases of licking/scratching/biting of humans (397,248 cases in 2019, out of them 10,232 by wild animals) are reported every year. The sources of human infection within the mentioned period were dogs (39%), foxes (18%), cats (14%), raccoon dogs (14%), wolves (4%), polar foxes (4%), ferrets (4%), unknown sources (3%). The analysis of data from veterinary reports showed that the most rabies-infected regions are the Central and Volga Federal Districts. Using the mathematical modeling of the epidemic process the results of preventive measures, taken by the Veterinary Service in case of rabies in the region, were evaluated.

Analysis of dynamics of brucellosis incidence among humans and animals in the Russian Federation is presented. Evaluation of epizootiological and epidemiological situation on brucellosis in the Russian Federation in 2006-2010 is given. Epizootiological and epidemiological situation on brucellosis was demonstrated to be unfavorable in a number of Federal Districts that allows to predict the increase of its incidence among farm animals and humans.

Objective: to analyze the epidemiological situation on Ixodidae tick-borne borreliosis in the Russian Federation in 2019 in comparison with the period of 2002–2018.Materials and methods. The paper uses the data contained in Form No. 2 of the state statistical reporting for 2002–2019 and information obtained by the Reference Center for Monitoring Borreliosis of the Omsk Research Institute of Natural Focal Infections from 74 constituent entities of Russia in 2019. The main research method is epidemiological one with the use of modern information technologies.Results and discussion. In Russia, 8048 cases of tick-borne borreliosis (Lyme disease – LD) were recorded (5.48 0/0000) in 2019. The actual indicators of the LD incidence for the whole country and federal districts (FD) in 2019 were within the confidence limits predicted with linear regression based on the study of the dynamics of the epidemic process in 2002–2018 in the vast majority of cases. A steady upward trend in the LD incidence was observed during 2002–2019 in the Central Federal District due to 10 out of 18 entities (Moscow, Belgorod, Lipetsk, Moscow, Bryansk, Voronezh, Kursk, Ryazan, Tambov, Tula regions); in the Southern Federal District because of the Krasnodar Territory and the Volgograd Region; in the North Caucasus Federal District – because of the Stavropol Territory. Despite the fact that a downward trend in the incidence of LD has been established over the past 18 years in the North-West, Volga and Ural Federal Districts, in some subjects of these regions a trend towards an aggravation of the epidemiological situation is observed (the Komi Republic and Chuvashia, Penza Region). In the absence of a pronounced tendency to change in the incidence rate of LD in the Siberian and Far Eastern Federal Districts, Kemerovo Region-Kuzbass, the Republic of Tuva and the Trans-Baikal Territory where a growing trend has been identified require special attention. In the Ural and Siberian Federal Districts, the share of non-erythema forms among laboratory-confirmed cases of LD was higher than in other regions, which merits further study of the genome-specific features of borrelia populations and their carriers. Effective control of the LD epidemiological situation in Russia is possible provided that the control is improved and maintained, and the capacity of preventive measures and zoological-entomological monitoring of the activity and structure of the natural foci of LD is enhanced in the entities with the long-term tendency towards increase in the incidence of the disease.
