English
Agribusiness regional development program carried out by the government does not empower farmers. This is due to limited community involvement in planning and implementation of the program. This paper is aimed at contributing policy recommendations on agribusiness regional development concepts in order to improve community involvement. One of the concepts is one village one product movement model. This model is initiated by the local community and facilitated by the government. Three principles of this model development are development of local specific commodity with international competitiveness, decisions and initiatives carried out by local community, and human resource development.

Purpose The purpose of this paper is to explore recent national human resource development (NHRD) practices in China through a literature review focusing on programs and activities that represent the roles and interactions among the government, industry and universities. Design/methodology/approach To effectively consolidate previous work and conceptualize the recent development of the NHRD practices in China, a semi-narrative literature review was used to explore and analyze NHRD-related functions and activities. Findings Findings from the literature review showed that although the central government still plays a predominant role in China, universities and corporations are increasingly playing a critical role in developing an innovative and skilled workforce. At the regional level, NHRD initiatives in China have been increasingly undertaken by universities, industry and government–industry–university collaborations. The authors also found a disparity between developed and underdeveloped regions in terms of NHRD in China. Research limitations/implications This study used the triple helix model as a framework that provides an insightful lens for researchers to examine how various social entities interact with each other and jointly contribute to NHRD. Further case studies are needed to generate evidence-based knowledge to the NHRD literature. Practical implications A more systematic NHRD leadership structure at both the national and local level is desired to unleash the potential of bottom-up development and active government–industry–university collaboration. To counter regional divergence in NHRD in China, intra- and cross-regional collaborations are helpful in improving resources distribution and workforce development. Originality/value Based on open system theory, this study focused on programs and activities that represent the roles and interactions among the government, industry and university in Chinese NHRD through the lens of the triple helix model. In addition, this study offers a conceptual model of Chinese NHRD to help scholars and practitioners understand the transitional efforts in NHRD.

NetTel@Africa (NetTel) is a transnational capacity development program focused on improving the policy and regulatory environment for the information communication technologies (ICT) and telecommunications (telecom) sectors. Originally, NetTel was developed as a programmatic response by USAID’s Leland Initiative to a request for human resource development by the Telecommunications Regulators Association of Southern Africa. NetTel is aligned with the USAID. During the development of the program, it became evident that an expansion of NetTel beyond the Southern African Development Community (SADC) region would greatly improve the quality of capacity development in formulating policies and regulation. Recently, NetTel has expanded to priority Western and Eastern African nations.

The objective is to evaluate the research in the integrated farming program implemented infive villages in the District of Pulau Sebuku and to create a better and sustainable alternative model ofthe integrated farming application. The evaluation uses a multicriteria analysis method to make thecriteria and indicators of integrated farming principles. It can be concluded that not all of thecriteria can be accepted. Out of 10 criteria, one criterion namely environmental goals can beaccepted (with score ≥ 3) in the five villages. Two criteria namely the economic purpose and landmanagement can be accepted in four villages. The next two criteria namely social objectives andmarketing support can be accepted in two villages. Two other criteria, namely waste managementand climate/weather management can only be accepted by one village. Three criteria have notbeen acceptable to all villages, namely crop management, cattle management, and institutionalmanagement. The analysis indicates a lack of institutional function, knowledge, and technology inintegrated farming among community. Efforts to improve the program by establishing agriculturalinstitutions, human resource development as well as ease of access to saprodi and marketingfacilities.
