Introduction. The emergence of the term "New Economy" is associated with the development of modern electronic information technology, the formation of the information system of the Internet. The new economy is a systemic phenomenon that is gradually formed within the post-industrial period of economic development through the introduction of scientific and technological progress and innovative management methods, intellectualization of human capital, the use of advanced technologies and scientific and economic sectors of the national economy. The new economy is formed on the basis of the intellectualization of production and all economic life. The purpose of the paper is the identification and study of the term “New Economy”, analysis of its advantages and disadvantages. Consideration of characteristics and priority directions in development, identification of the basis of the new economy. Describe the benefits of the new economy. Result. The main characteristics of the new economy are knowledge. They are considered as a productive factor and a strategic resource. In a “new economy” a product is produced, wealth is the result of the application of knowledge, which is both a resource used to create goods and services, and an element of infrastructure. The new economy is a systemic phenomenon that is gradually formed within the post-industrial period of economic development through the introduction of scientific and technological progress and innovative management methods, intellectualization of human capital, the use of advanced technologies and knowledge-intensive industries. Conclusion. The above features allow us to define the "New Economy" as a process of formation and development of the world economy, which is global in nature, subject to social progress and economic growth is achieved using a new factor of production – constantly updated knowledge (“knowledge economy”) includes the "knowledge economy" of its mechanism of knowledge production, infrastructure and resource potential.

Introduction. Sustainable economic development, increasing the role of e-commerce, receiving of fast access to information and multichannel of information exchanging enhance of the innovation activity at enterprise. According to this, topical question is the improvement the approaches to components of management system of innovative activity of energy service company. Purpose: the study of components of innovative management at energy service company on the basis of including of modern tendencies of economy and society development. Method (methodology). Methodological basis of the research were the following methods: induction and deduction – for considering the essence of the concepts «innovation system» and «innovative enterprise»; system-functional – for determining the components of the innovative management system of the energy service company; logical generalization – for distinguishing the place and role of innovative management in the activity of the energy service company. Results. The article is explored approaches to defining an innovation system and an innovative enterprise. Energy service companies are seen as innovating businesses. It is noted that the innovation management system is treated as a separate management mechanism, as a subsystem of the innovation system, as an element of the overall management system of a company, organization or institution. The place and role of the innovative management system in the activity of the energy service company is established. The results of research the components of the enterprise innovation management system is the basis for further scientific research in the direction of defining the tasks of innovative management of energy service companies.

Aim. The presented study aims to examine international experience and current domestic practices to develop scientifically grounded proposals for Russia’s transition towards a post-industrial economic system based on the integration between the real sector and the high-tech services sector in the context of globalization.Tasks. The authors analyze the classical foundations of the post-industrial economic system and develop a mechanism for its formation under modern conditions; determine the key characteristics of the real sector and characterize its relationship with the financial sector and the services sector in the process of building and developing a post-industrial economic system; identify the fundamental problems that hinder Russia’s transition towards a post-industrial economic system; identify the key elements of the modernization of the national economic policy aimed at strengthening innovation susceptibility and transparency, which is an essential prerequisite for the transition towards a postindustrial economic system; justify the need for the formation of a high-tech real sector and its integration with the high-tech services sector within the framework of a systemic production process.Methods. This study critically analyzes the classical concepts of a post-industrial economic system that determines the behavior of economic entities at various levels as well as existing views on the mechanism of its construction. Analytical tools are used to propose a modification of the fundamentals of the transition towards a post-industrial economic system in the context of global competition and economic instability. The related directions of changes in the national economic policy are substantiated and their target function is determined.Results. The study, which is aimed at building a post-industrial economic system, shows the increasing role of the high-tech real sector and its relationship with the high-tech services sector. This allowed the authors to justify the necessity of forming a single conceptual model of the systemic production process that would unite all high-tech sectors of the economy, with the predominant development of the real sector. The implementation of such a model will ensure Russia’s transition towards a post-industrial economic system, taking into account the opportunities and risks introduced by globalization.Conclusions. The prospects for the post-industrial development of the Russian economy and the regulatory role of the government as the manager of post-industrial development on the basis of the increasing role of the real sector are determined.

"In its 2021 Vision, the United Arab Emirates (UAE) government prioritizes the development of a “knowledge economy” to replace its current oil-driven one. National human capital must be fostered in order to fuel this transformation, and developing human capital involves building the skills and knowledge that drive cutting-edge entrepreneurship and innovation. Therefore, the Vision highlights the need to develop a new generation of creative and critical thinkers—citizens who are able to hone their conceptual abilities to raise the UAE’s international status to that of one of the most advanced countries in the world. This paper emphasizes the integral role that literacy plays in the achievement of the Vision. An overview of reading and literacy theories highlights the different levels of understanding crucial to building the human capital on which a knowledge economy depends. This paper also explores the symbiotic relationship between literacy and critical thinking before reviewing international best practices related to promoting literacy. Familiarity with both literacy theory and best practices for the promotion of literacy informs recommendations for the UAE’s policymakers as they work to strengthen the nation’s existing knowledge society."

Abstract. The purpose of the study was to generate legal support of the socio-economic development model genesis in post-industrial society. Fulfillment the research purpose requires solving several problems. Firstly, to determine the characteristics, components and directions of socio-economic development in post-industrial society. Secondly, to carry out a theoretical analysis of the basic concepts of socio-economic development transformation and to evaluate them. Furthermore, to determine the priority concept of transformation accordingly to the post-industrial development requirements. Thirdly, to develop the main directions of legal support for the formation of a model of socio-economic development of post-industrial society. Several environmental and economic crises, as well as the need to reconstruct the theoretical model of socio-economic development in post-industrial society, made the study relevant. Accordingly, the study intended to identify priority fields of legal support of socio-economic development model genesis. Based on the results of the evaluation of the basic concepts of socio-economic development transformation, the model of socio-economic development in post-industrial society was formed. Accordingly, the main directions of legal support of these processes were developed. The study provides a theoretical analysis of the basic concepts and components of the model of transformation of socio-economic development. An algorithm was developed and the evaluation of these concepts and components was performed, which allowed identifying the most optimal concept and relevant components. Based on this analysis, a socio-economic development model in a post-industrial society has been developed. The directions of legal support of the process of formation of such model were developed.
