Ensuring Successful Landslide Investigation During an Emergency Response

ABSTRACT When a destructive landslide happens, geologists may be recruited to be part of the team carrying out the emergency response. An emergency response situation requires geologists to quickly acquire needed geologic information during an intense and stressful assignment. There are five significant operational approaches that are essential to ensure success in this situation. First, the geologists should fully understand and remain focused on the objectives of the response mission. Second, the landslide area must be accessed safely when collecting needed data. From a team standpoint, an injury negatively affects available data and time. Third, the landslide information that is developed must be reliable within the context of the mission and be obtainable within a limited time. Fourth, given the constraints on data collection imposed by an emergency response situation, the degree of uncertainty associated with the findings will need to be explained to ensure subsequent decision-making is done on a sound basis. Fifth, the information needs to be communicated to different audiences, who will range from individual team members to groups of people affected by the landslide. Whether providing documentation or making a presentation, the geologist will need to engage them by explaining the landslide information so it speaks to their needs. Experience gained serving on teams for a huge landslide damming a river in Dominica, West Indies, in 1997 and a large rock slide that buried a major highway in California in 2006 illustrate these important aspects for ensuring success when investigating landslides during an emergency response.

Objective: An effectual emergency response effort is contingent upon the quality and timeliness of information provided to both the decision making and coordinating functions; conditions that are hard to guarantee in the urgent climate of the response effort. The purpose of this paper is to present a validated Humanitarian Data Model (HDM) that can assist in the rapid assessment of disaster needs and subsequent decision making. Substandard, inconsistent information can lead to poorly informed decisions, and subsequently, inappropriate response activities. Here we present a novel, organized, and fluid information management workflow to be applied during the rapid assessment phase of an emergency response. A comprehensive, peer-reviewed geospatial data model not only directs the design of data collection tools but also allows for more systematic data collection and management, leading to improved analysis and response outcomes.Design: This research involved the development of a comprehensive geospatial data model to guide the collection, management and analysis of geographically referenced assessment information, for implementation at the rapid response phase of a disaster using a mobile data collection app based on key outcome parameters. A systematic review of literature and best practices was used to identify and prioritize the minimum essential data variables.Subjects: The data model was critiqued for variable content, structure, and usability by a group of subject matter experts in the fields of humanitarian information management and geographical information systems.Conclusions: Consensus found that the adoption of a standardized system of data collection, management, and processing, such as the data model presented here, could facilitate the collection and sharing of information between agencies with similar goals, facilitate the better coordination of efforts by unleashing the power of geographic information for humanitarian decision support.

Parliamentary libraries are important in supporting informed decision-making in democracies. Understanding Members’ information needs is important, but the usage and impact of these libraries have been less explored. A particular example of the United Kingdom’s House of Lords Library is studied, collecting and analysing data using techniques from the field of data science. These techniques are useful in extracting information from existing sources that may not have been designed for the purpose of data collection. A number of data sources available at the Lords Library are outlined and an example of how these data can be used to understand Library usage and impact is presented. Results suggest that Member usage varies significantly and that there is a small but significant relationship between usage and making speeches in the chamber. Further work should explore other indicators of impact, but these methods show promise in creating library metrics, particularly in Parliamentary settings.

This research involved a study exploring the changes in an academic institution expressed through decision-making in a shifting leadership culture. Prior to the study, the school was heavily entrenched in authoritarian and centralized decision-making, but as upper-level administrators were exposed to the concept of collaborative action research, they began making decisions through a reflection and action process. Changing assumptions and attitudes were observed and recorded through interviews at the end of the research period. The research team engaged in sixteen weekly cycles of reflection and action based on an agenda they mutually agreed to and through an analysis of post-research interviews, weekly planning meetings, discussions, and reflection and action cycles. Findings revealed experiences centering around the issues of:  The nature of collaboration- it created discomfort, it created a sense of teamwork, it created difficulty.  The change of environment in the process- team members began to respect each other more, and the process became more enjoyable.  The freedom and change in the process- freedom to voice opinions and to actively listen, the use of experience to lead elsewhere in the school.  How issues of power are better understood by working together- the former process was less collaborative, politics will always be part of the process. As a result of this study, members have started using this decision-making methodology in other areas of administration.

Over the last few decades, citizen awareness and perception of chemical products has been a topic of interest, particularly concerning national and international policy decision makers, expert/scientific platforms, and the European Union itself. To date, few qualitative studies on human biomonitoring have analysed communication materials, made recommendations in terms of biomonitoring surveillance, or asked for feedback in terms of specific biomonitoring methods. This paper provides in-depth insight on citizens’ perceptions of knowledge of biomonitoring, impact of chemical exposure on daily life, and claims on how results of research should be used. Four semi-structured focus groups were held in Austria, Portugal, Ireland, and the United Kingdom (UK). The cross-sectional observational qualitative design of this study allows for better understanding of public concern regarding chemicals, application, and use of human biomonitoring. The main findings of this study include citizens’ clear articulation on pathways of exposure, the demand on stakeholders for transparent decision-making, and sensitivity in communication of results to the public. Validated and trustful communication is perceived as key to empowering citizens to take action. The results can be used to facilitate decision-making and policy development, and feeds into the awareness needs of similar and future projects in human biomonitoring. Furthermore, it also brings to light ideas and concepts of citizens’ in shaping collaborative knowledge between citizens’, experts, scientists, and policy makers on equal terms.

For many of us, not having data concerning a client’s progress during treatment is tantamount to being unprepared for a lecture, or showing up at a birthday party without a present—totally unthinkable. This zealous position is based on the assumption that clinical decisions regarding treatment efficacy should be based on data. Data, in this case, refers to both quantitative and qualitative information that provides evidence for deciding the course of treatment. This is not to say that data can and should be collected on every aspect of the clinical process. Indeed, intuitive decision-making on the part of the speech-language pathologist is often warranted. But in general, a series of decisions regarding whether or not treatment is working, can and should be based on data. This article examines the ways in which we can measure treatment progress, and provides guidelines for the reader in the use of a data-based, decision-making model.
