Introduction. Order of the Ministry of Natural Resources of Russia dated April 18, 2018 no. 154 approved a list of facilities that have a negative impact on the environment, belonging to category I, which must receive an integrated environmental permit within the period from 01 January 2019 to 31 December 2022 inclusive. During the period of 01 January 2019 to 01 January 2025 IEP must draw up the objects of the NIE (negative impact on the environment) category I that are not included in the above List, which determines the need to identify the features of the supporting documents preparation in order to receive it. Integrated environmental permit is a document being developed in relation to enterprises, the activities of which may affect the environmental situation in the region, enterprises of the 1st hazard category. Research aim. Based on the studies performed in the process of preparing the application for an integrated environmental permit (IEP), the research aims to identify the nuances and features of its design and analyze the regulatory framework governing aspects of documents preparation in order to obtain positive approvals from supervisory authorities Methodology. An algorithm for filling out an application for issuing an integrated environmental permit is considered, issues and features of the supporting documents preparation to obtain positive approvals from regulatory authorities are identified. Results. The article discusses the issues that most often arise when preparing supporting documents for an integrated environmental permit. The features of filling out an application for obtaining IEP are analyzed. It has been established that today the regulatory and legal framework in the field of implementing the process of obtaining IEP has a significant number of inconsistencies. Besides, in case there is information about the best available technologies for underground ore mining, there are no technological standards for pollutant emissions. This information is also missing in the order of the Ministry of Natural Resources of Russia dated 02.04.2019 no. 206 and other regulatory documents.

The main document of the regulatory framework for the bases and foundations of buildings and structures design is DBN V.2.1-10-2009 (with Amendments No. 1 and No. 2). For the replacement of existing DBN it is proposed to develop a system of regulatory documents that will include DBN V.2.1-10:201Х «Bases and foundations of buildings and structures. Main provisions» and standards for its development. The project provides the principles (general provisions) and requirements regarding the design, construction and reconstruction of bases and foundations for the buildings and structures of all types and classes of consequences (responsibility). The attention is focused on the peculiarities of foundations calculations according to design features and interactions with the base and various depth foundation design.

The scope of application of the modern regulatory framework in the field of assessing the negative impact on the environment for food industry enterprises has been investigated. The issues of biotechnological protection of environmental objects are considered, taking into account the effective use of natural resources, production and consumption waste. An assessment of modern methods and approaches to environmental health improvement, including minimization of negative impacts, is given. An expert assessment of the environmental component of the business was carried out. It is shown that an effective environmental policy in all areas of business should be accompanied by the disclosure of environmental initiatives in information and communication networks through marketing campaigns. The main approaches to biotechnological protection of environmental objects, aimed at the efficient use of natural resources, production and consumption waste, are analyzed. Modern methods and approaches to environmental health improvement, including minimization of negative impact, are evaluated. The necessity of extraction of toxic heavy metals from waste before their disposal for storage and disposal in order to prevent damage to the environment is shown. The advantages of biochemical soil remediation for leaching metals with selection and specialized adaptation of working strains of microorganisms are noted. The need for large-scale incentives for manufacturers to introduce technological processes that minimally pollutes the environment has been established.

Green beans cultivation technology using mice pets control has been implemented in the Gluranploso village, Benjeng Gresik. The implementation of the technology performed for 2.5 months from August to October 2017. The purpose of the implementation is aimed to reduce the dependence of farmers on the use of chemical pesticides so that the farmers are aware of the negative impact of chemical pesticides. Assessing the impact of the utilization of Bintaro fruit and fruit extracts to explore ways of making Bintaro as a natural biopesticide to overcome rat attack on green bean plants in the Gluranploso village. Pest control mice can reduce the rate of loss of the crops more effectively and efficiently. Finally, with the use of those natural resources as a biopesticide material can also maintain the environmental balance

The presented study examines the experience of forming a regulatory framework for the integration of the Eurasian Economic Union (EAEU) member states through the example of standardization as one of the key tools of quality economics.Aim. The study analyzes the major solutions of the EAEU authorities and member countries aimed at increasing the role of standardization in the economic integration of the Union over five years of its existence.Tasks. The authors identify efficient methods for developing standardization for the integration of the EAEU states as well as the most problematic aspects in this field that need to be taken into account in the qualitative strengthening of the Union’s economy.Methods. This study uses general scientific methods of cognition to examine the activities of the EAEU authorities and member states aimed at creating a system for the economic integration of the Union during a period of its transition from separate national markets towards a single (common) market.Results. Over five years of operation in the field of stadardization, the Eurasian Economic Union has created the necessary organizational and legal framework to ensure the successful development of integration processes. The national legislation on standardization has been modernized with allowance for the harmonization of these laws. In the next five-six years, the development of international standards for 40 technical regulations is expected to be completed, which would create a regulatory framework for unhindered interaction between all participants of the single (common) EAEU market. Conclusions. The analysis of activities in the field of standardization reveals a sufficiently thought-out and coordinated policy of the EAEU states in creating the necessary conditions for overcoming legal and administrative barriers in the movement of goods and services within the common economic space of the EAEU.

The article considers the problem of reforming national finances at the present stage of economic development, taking into account the features of the functioning of the national economy and fiscal threats. The purpose of this work is to determine the strategy for reforming the fiscal system and substantiate the main directions of its development. The relevance of the study is due to an integrated approach to the formation of fiscal policy, including both its main components: tax, budget, debt policies, and the need to improve the mechanism to ensure their effectiveness. To implement this mechanism, it is necessary to use both innovative methods of planning and forecasting fiscal flows, and to modernize the legal framework that strengthens the foundations of managerial decisions in the field of finance. Based on the goal, a comparative assessment of the forecast and actual scenarios of the development of fiscal relations in the republic was carried out, the most acute points of fiscal policy formation were analyzed: social payments, tax administration, budget financing, debt obligations, information support for the movement of financial flows. Based on the results of the research conducted in the article, conclusions and suggestions are made regarding all areas of improving fiscal policy as the basis for ensuring an effective national financial management strategy. Priority measures have been identified to reduce the negative impact of risks on the stability of the fiscal system. Instruments of regulatory impacts on negative economic and social trends are determined by the choice of areas of strategic management and the mechanism of their organizational support. Scientific novelty lies in the substantiation of a set of elements of fiscal policy as the basis for developing a strategy for managing national finances that takes into account the increase in the social and economic efficiency of using the financial resources of the state.

This chapter focuses on the connection between the international legal framework governing the conservation of natural resources and human rights law. The objective is to examine the potential synergies between international environmental law and human rights when it comes to the protection of natural resources. To do so, it concentrates on three main areas of potential convergence. It first focuses on the pollution of natural resources and analyses how human rights law offers a potential platform to seek remedies for the victims of pollution. It next concentrates on the conservation of natural resources, particularly on the interconnection between protected areas, biodiversity, and human rights law. Finally, it examines the relationship between climate change and human rights law, focusing on the role that human rights law can play in the development of the current climate change adaptation and mitigation frameworks.

There is a trend in Europe towards increasing the quality and performance of regulations. At the same time, regulatory failure has been observed in the area of building fire safety regulation in England and elsewhere. As a result, an analysis of the appropriateness of fire safety regulations in Spain is warranted, with the objective being to assess whether a suitable level of fire safety is currently being delivered. Three basic elements must be considered in such analysis: the legal and regulatory framework, the level of fire risk/safety of buildings that is expected and the level which actually results, and a suitable method of analysis. The focus of this paper is creating a legal and regulatory framework, in particular with respect to fire safety in buildings. Components of an ”ideal” building regulatory framework to adequately control fire risk are presented, the existing building regulatory framework is summarized, and an analysis of the gaps between the ideal and the existing systems is presented. It is concluded that the gaps between the ideal and the existing framework are significant, and that the current fire safety regulations are not appropriate for assuring delivery of the intended level of fire risk mitigation.

This paper present data regarding natural impact and anthropic over soils in Development Region Central. Due to the intensive exploitation of the land and natural resources the ecological situation worsened considerably as result negative impact over the soil of Region Central. The natural impact and anthropic of agriculture and pressure of various factors, also led to decrease of soil quality and growth the area of soils eroded. Also was a big influence to crops productivity.
