The purpose of this study is to examine the compliance of Islamic Development Bank (IDB) Sukuk with Maqasid Al-Shari’ah (objectives of Islamic law) in relation to human development and well-being. The paper provides a theoretical model explaining how Sukuk can achieve Maqasid Al-Shari’ah by assessing the role of Sukuk in the circulation, development, and preservation of wealth to attain social justice. This study employs a qualitative methodology using an empirical case study. The primary data are collected through elite semi-structured interviews. The secondary data are obtained using a content analysis method from Sukuk’s Principle Terms and Conditions, Information Memorandum and IDB’s annual reports for the period 2007–2017 to explain the structures and features of the Sukuk and examine their compliance with the developed model. The findings indicate that the Medium Term Note (MTN) Sukuk program positively serves the elements of hifth al-mal (safeguarding wealth), showing a direct relationship between the shift of wealth among parties and the compliance of Maqasid Al-Shari’ah. This implies that the investments made by Sukuk would benefit everyone, including individuals, institutions, societies, and the whole country, to achieve human well-being and sustainable development. Nonetheless, the analysis suggests that Shari’ah supervisory boards need to focus more on the substance when structuring Sukuk to help Islamic finance benefit in terms of moving towards the achievement of Maqasid Al-Shari’ah.

Objective - This paper aims to examine the role of judges and the reality of the plea-bargaining process from the perspective of the judiciary, focusing primarily on their perceptions on the new law and their role and the problems facing them in implementing the law. Methodology/Technique - This paper adopts a qualitative methodology, in which the primary data is obtained from semi-structured interviews with 20 respondents comprising of the stakeholders in the criminal justice system. The secondary data is obtained from analysing the CPC and other library-based sources. Findings - The research reveals that judges are facing some problems derived from the law itself which makes the new plea-bargaining process unappealing to them. Consequently, judges have invented their solutions either by reverting to the old practice or imposing on the parties their terms in disposing of the case through judge-prompted plea-bargain. Novelty - This paper is significant in providing some evidence of the procedural difficulties faced by judges in hearing plea-bargaining application at the pre-trial stage. Purpose Higher education institutions (HEIs) should play a fundamental role in achieving the international 2030 sustainable development (SD) agenda. Quality education is the fourth of the sustainable development goals (SDGs), and one of the targets related to this is to ensure that by 2030 all learners acquire the knowledge and skills needed to promote SD. Therefore, the SDGs provide a motive for HEIs to integrate SD concepts into their day-to-day practices. This study aims to introduce a framework for HEIs’ sustainable development assessment. Such a framework guides HEIs and educational leaders to support their countries’ commitments to achieving the SDGs. Design/methodology/approach This paper presents the results of a case study analysis of the role and successful techniques of HEIs in achieving SD in three countries, namely, Germany, Japan and Egypt. Primary data was collected by semi-structured interviews with three Cairo University officials, while secondary data was collected by reviewing the universities' official websites, reports, publications and related papers. This study introduces a novel framework for HEIs' SD analysis and assessment, which guides HEIs and educational leaders to support SD to fulfill their countries' commitments to achieving the SDGs. This framework is based on the following five categories: strategic direction and institutional working practices, supporting students, supporting university staff competencies, supporting society's stakeholders and networking and sustainable campus. Consideration is given to the potential role of HEIs to support SD in each of these areas. Findings Cairo University could learn from the novel and pioneer practices of the Leuphana University of Lüneburg, and the University of Tokyo to fill in the gaps it has in different roles. It can also put more effort into adopting the suggested higher education programs of Egypt's Vision 2030. Research limitations/implications This paper is limited to a case analysis comparing three countries, Germany, Japan and Egypt. Second, this study has not considered school education, which is equally essential in countries' SD. Practical implications HEIs can use the framework and the findings in this paper to evaluate their current roles in supporting SD, identify the gaps and take actions accordingly to address their weaknesses. Originality/value The paper compares three universities, one in each of the case study countries. It draws conclusions that identify ways in which the paper's framework and findings can guide SD practice in HEIs internationally, especially those in the developing world.

Abstrak: Guru PAUD memiliki beragam peran seperti guru pada umumnya.  Namun pembedanya tampak pada peran guru PAUD yang bertugas mengembangkan beragam kemampuan dasar anak untuk menggali potensi anak sejak dini.  Kemampuan dasar bahasa asing pada usia ini dimulai dari pengenalan bahasa Inggris secara mendasar yakni melalui kosakata sederhana. Tujuan penelitian ini untuk: 1) mengetahui pengenalan bahasa Inggris dasar dan 2) peran guru anak usia dini dalam pengenalan bahasa Inggris RA/PAUD. Dengan menggunakan jenis penelitian lapangan serta pendekatan deskriptif kualitatif peneliti menentukan Sumber data primer nya adalah kepala RA/PAUD, sie kurikulum, serta wali peserta didik. Sedangkan sumber data sekunder adalah referensi yang relevan dengan pengenalan bahasa Inggris, peran guru, dan PAUD. Kemudian Data diperoleh melalui teknik observasi partisipatif wawancara semi terstruktur dan dokumentasi uji keabsahan data menggunakan uji credibility, transferability dan confirmability melalui reduction, display data dan conclusion drawing.Hasil yang diperoleh adalah pengenalan bahasa Inggris dasar di RA/PAUD dilakukan setiap hari menyatu dengan pembelajaran tema-tema dan sub tema dalam muatan kurikulumnya berbentuk kosakata harian dan sapaan peran guru anak usia dini dalam pengenalan bahasa Inggris dasar sangat bervariasi. Guru memiliki multi peran dalam satu waktu. Peran-peran tersebut adalah sebagai educator, mediator, observer, facilitator, motivator, administrator, dan composer. KataKunci: peran guru PAUD, pengenalan bahasa Inggris, PAUD     Abstract: Early Childhood Education (PAUD) teachers have various roles like teachers in general. But the difference is seen in their roles tasked with developing a variety of children's basic abilities to explore children's potential from an early age. The basic ability of foreign languages ​​at this age starts from the basic introduction of English through simple vocabulary. The purpose of this study is to: 1) determine the introduction of basic English and 2) the roles of early childhood teachers in the introduction of English in this level. By using the type of field research and the qualitative descriptive approach, the researcher determines that the primary data source is the head of the RA, curriculum courses, and guardians of students. While secondary data sources are relevant references to the introduction of English, the role of teachers, and PAUD. Then the data obtained through participatory observation techniques semi-structured interviews and documentation of data validity test using the test of credibility, transferability and confirmability through reduction, display data and conclusion drawing.The results obtained are the introduction of basic English in RA done every day together with the learning of themes and sub themes in the curriculum content in the form of daily vocabulary and the greeting of the role of early childhood teachers in the introduction of basic English varies greatly. The teacher has multiple roles at one time. Abstract The article shows the results of the case study of Postira, a village and a municipality on the island of Brač (Croatia) and presents a positive example of sustainable community development on islands in the post-transition social context. Based on the theory of sustainable local community development and its four pillars (economic, ecological, social and cultural), we analyse both the secondary data and the primary data collected from semi-structured interviews with the key actors of local development. The study shows that economic, ecological, social and cultural domaines are connected in Postira which allows for sustainable development of the place. By examining various aspects of sustainable development in Postira, we present the general framework of sustainable island development. It is based on integral development of the local community on sustainability principles, it defines key processes and guidelines and can be applied to rural and island areas, taking into account the specificities of each community.

This research is motivated by the failure of thousands of Umrah pilgrims to go to Mecca since 2017 but do not get their rights as consumers. Several facts prove that although regulations related to Hajj and Umrah organizers as well as the Consumer Protection Act have explicitly regulated consumer rights, in reality the pilgrims who are victims of hajj and umrah travel agency fraud are still not getting consumer protection. This research is a descriptive qualitative research using a normative juridical approach. Sources of data used in this study are primary data and secondary data obtained from interviews and document studies. This study concludes that the presence of Law No. 8 of 2019 concerning the Implementation of Hajj and Umrah contains the spirit of upholding consumer protection in the Hajj and Umrah business. However, its success is largely determined by the extent to which the regulator empowers internal supervisors to prevent irresponsible practices of hajj and umrah travel agencies. On this side, unfortunately, the role of guidance, supervision and legal protection carried out by the Indonesian Ministry of Religion as a regulator in protecting Hajj and Umrah pilgrims seems to be still at a very low level.

This study provides comprehensive discussion on role of strategic intelligence in commercial banks, in Kenyan context. The primary focus was to evaluate the performance of commercial banks using both financial and non-financial performance measurers. The financial measurers comprised return on equity (ROE), while non-financial measures were customer satisfaction, learning and growth, and internal processes. The study was anchored on resource-based view and balanced scorecard model. The target population comprised 40 commercial banks. Additionally, the sample size 181 was selected proportionately through stratified sampling procedure. Data collection instruments comprised closed and open -ended questionnaires and online review. The study used both primary and secondary data, where primary data was obtained from Kenya commercial banks head offices, while secondary data, for the year 2016 – 2018, was obtained from the annual reports of the central bank of Kenya. Data analysis was done using descriptive statistics and linear multiple regression analysis. Findings of the study indicate that strategic intelligence has a statistically significance on the performance of commercial banks in Kenya. Moreover, both financial and non-financial measures of performance are relevant in the banking sector and growth of Kenyan economy. The study recommends that commercial bank in Kenya should integrate their training focus and strategy implementation with investors interests based on balanced score card.

This research was conducted at the District High King shavings District of North Sumatra Province. The purpose of the study was to determine the increase in goat  farming  goat  farmer  groups  in  the  analysis  of  pollen  sources  of  income.  The study was conducted in the village of Sumber High King and High King of Hope in District  District  shavings,  each  study  site  has  the  same  agro-ecosystems.  The  study was conducted by the method by filling  in a questionnaire survey using kuwesioner and  structured  interviews  with  15  respondents  farmers  and  15  farmer  groups koopertor  non-cooperators,  in  November-December  2012,  according  to  the information  from  the  Department  of  Agricultural  Extension  and  local  farming population  criteria  goats  and  primary  data  secondary  data  collected  was  analyzed using descriptive tabulation and analysis of the economy.The results of the research effort goat raising net income amounted Rp.8.411.168 Koopertor, 83/tahun, B/C ratio of 1.4, and goat enterprises are non Cooperators sebsar Rp. 1,644,051.24/year, B/C ratio of 1.2. This can increase the income of farmers in maintaining the well-being of families and the need for the application of technological innovations introduced  so that a more commercial farming goats and goats can be sustained presence in times to come.<br /><br />

Purpose Inter-organisational collaboration is becoming increasingly important in complex projects; some project customers even formally require evidence of collaborative competence from potential providers. The purpose of this paper is to explore the governance of collaboration and the ways in which it is enacted in practice for complex projects. Design/methodology/approach The study is based on a qualitative analysis of 29 semi-structured interviews, primary data from meetings and events supported by secondary data, including standards and industry-specific contract templates. Findings The paper identifies how collaboration can be effectively governed in complex projects through the emerging role of the collaboration standard and its impact on contractual and relational governance mechanisms. The standard sets higher-level institutional guidelines that affect the way in which collaboration is governed in complex projects. It helps formalise informal relational practices whilst also providing guidelines for building flexibility in contracts by including coordination- and adaptation-oriented provisions conducive to collaboration. Originality/value The paper demonstrates the emerging role of the collaboration standard and its influence on contractual and relational mechanisms deployed in complex projects. It shows how the standard can formalise and codify informal collaborative practices and help transfer related learning across projects, thereby contributing towards the dual requirement for standardisation and flexibility in project settings.

Local Government services are considered essential for sustainable development in the contemporary world especially in the infrastructure sector. Emerging economies like Pakistan are struggling to improve quality of life by providing better opportunities to its masses through local government services for sustainable development. However, existing literature indicates some issues regarding contribution of local government in terms of infrastructure development in the emerging economies; therefore, this study was carried out to examine the role of local government services in project success for sustainable development through infrastructure projects in the selected part of Pakistan. A structured questionnaire was used to collect data from 217 respondents who were directly engaged in infrastructure projects by using random sampling technique. SPSS was used for data analysis through selected statistical techniques by collecting primary data through structured research instrument using five points liker scale ranging 1 to 5. Results indicate that there is statistically significant relationship between services of local government and project success in infrastructure sector that is evident from positive association among selected variables. Moreover, findings reveal the significant impact of Local Govt. Services on project success of infrastructure sector that could contribute towards sustainable socio-economic development in the economy. It is suggested that policy makers and relevant authorities should improve the quality of local government services with diversity to develop infrastructure sector by executing success projects for individual and collective well-being. This study could help to enhance understanding of relevant stakeholders.

<p>Over the past five decades, there has been growing awareness of the potential negative effects of development-induced displacement and resettlement. For example, resettlement can threaten people’s livelihoods and well-being and sustainable development. In response to this phenomenon, many international financial organisations led by the World Bank have adopted safeguard policies, standards, and guidelines, especially around forced resettlement. These safeguard documents maintain that organisational and financial arrangements – through livelihood restoration programmes – can possibly alleviate displaced people’s impoverishment risks if those risks are correctly identified early. This thesis explores claims that such risks in development-caused involuntary population resettlement can be addressed by effective planning processes. Specifically, this thesis examines how resettlement and livelihood restoration programmes related to the Nam Theun 2 hydroelectric project (NT2) in Lao PDR were able (or not) to address the livelihood sustainability of resettled communities.  In conducting fieldwork in Lao PDR, this thesis employed a mixed methods approach using both qualitative and quantitative methods including semi-structured interviews, focus groups, and analysis of quantitative and qualitative secondary data.  The key findings found in this study reflect NT2’s mixed performance of resettlement. On the one hand, the project provided enormous advantages to Lao PDR: a) the cooperation between Lao government and international stakeholders including resettled people in the preparation of resettlement strategies; b) introducing the Lao government and resettled people to a new global standard of resettlement practice. On the other hand, this project also caused a number of challenges: a) incomplete preparation of the resettlement strategies; b) unsuccessful implementation of livelihood restoration programmes; and c) the lack of precision in terminology – stipulated in the CA – to enable the effective establishment of measures, indicators and criteria which could be used to inform objective and fair decision making. These findings seem to hold NT2 back from successfully achieving the sustainable development for resettled people’s livelihoods and well-being.  The findings of this study should be of interest to development academics and practitioners working in the fields of energy development and development-induced displacement and resettlement. Specifically, the lessons learned from resettlement and livelihood restoration programmes implemented by Nam Theun 2 hydroelectric project are crucial, because it is considered a role model for other hydropower projects in Lao PDR. It is hoped that the results of this study can make a contribution to the on-going improvement of the Lao government’s existing policies on resettlement and livelihood restoration strategies in order to fulfil sustainable development goals.</p>
