The institution of home ownership provides for the functioning of affordable housing for low-income people and new groups in need of social protection, including the reintegration of migrants to new places of residence. The aim of the study is to substantiate the priorities of investments into affordable housing for internally displaced persons promoting their adaptation and social reintegration in the context of administrative-territorial decentralization.The study is based on use of empirical, economic and statistical methods, which in the process of correlation, regression and canonical analysis showed that many indicators that characterize the housing market are closely correlated with the scale and development level of administrative units in Ukraine. To characterize the state and investment attractiveness of the residential real estate market, a set of indicators was used in the modeling: population, the number of employed, household income, regional domestic product, volume of commissioned housing, construction investments, regional human development index, total housing stock, housing prices in the regions of Ukraine and Kyiv. The most significant parameter that affects the volume of housing construction is the amount of investments into per capita housing construction. The article also discusses the housing market situation, which differs in regions or some cities due to the significant differentiation of their development, which affects the ability to obtain affordable housing. The implementation of regional development programs should determine investment priorities of social protection, particularly the possibility of buy-out schemes through the mechanism of leasing of social housing by internally displaced persons. Исследование посвящено вопросам организации медицинского и социального обслуживания переселенцев пожилого возраста на уровне первичной медико-санитарной помощи (ПМСП) на Украине, определению основных задач и особенностей организации и предоставления им паллиативной и хосписной помощи (ПХП) в условиях пандемии COVID-19. По результатам социологического исследования с использованием методов опроса, экспертных оценок были проанализированы социально-психологические характеристики переселенцев пожилого возраста, особенностей их социальной адаптации, финансирования и медико-социального обслуживания. Были определены пути улучшения организации амбулаторной помощи переселенцам старшего возраста на уровне ПМСП, включающие структурную модернизацию и оптимизацию организационного обеспечения. Внедрение доступных и экономически обоснованных подходов позволяет усилить взаимодействие специалистов учреждений здравоохранения и социальной защиты, оптимизировать соблюдение стандартов и принципов медицинской помощи. В рамках организации ПХП базовыми являются европейские подходы формирования стратегии непрерывности предоставления паллиативной помощи в условиях пандемии COVID-19. Внедрение предлагаемых подходов в организации медицинской и социальной помощи на уровне амбулаторий ПМСП и обеспечение доступной ПХП являются актуальными для переселенцев пожилого возраста, находящихся в группе повышенного риска при пандемии COVID-19. This work aimed to study the organization of medical-social services for the elderly internally displaced persons at the level of primary medico-sanitary aid (PMSA) in Ukraine, assessment of the main tasks and specifics of organization and provision of palliative and hospice care (PHC) under COVID-19 conditions. As a result of the sociological investigation, using the questionnaire methods and experts’ evaluations, we have analyzed the socio-psychological characteristics of the elderly internally displaced persons, the specifics of their social adaptation, financing and medico-social servicing at the level PMSA, including structural modernization and optimization of organizational provision. The introduction of an affordable and economically viable system allows for the interaction of specialists from health care and social protection institutions, and optimizes compliance with the standards and principles of medical care. Within the framework of the PНC, we use the European approaches of formation of the strategy of palliative care expansion under COVID-19 pandemic. One of the main tasks is the provision of constant PHC. Introduction of the organization-structural system of the medical-social care at the PMSA level and provision of accessible and highly qualitative constant PHC are actual for the elderly displaced people, who are in the group of high risk COVID-19 death group.

The article deals with basing of the necessity of social work with internally displaced persons (IDPs) in modern Ukraine, as not all of the problems of these people that have arisen as a result of forced resettlement have been resolved. The problem is in difference of the life trajectories of IDPs: some of migrants are in higher levels of income in the social hierarchy than residents of host communities, while others still live in collective housing in need of humanitarian assistance. Social differentiation within IDPs raises debates about the need to maintain common approaches to their social protection and social work with them. The purpose of this article is to prove the presence of signs of vulnerability in internally displaced persons, which necessitates the provision of social support by specialists working in the field of social work. To achieve this goal, the method of theoretical generalization and the method of deduction were used. The results of the study are the identification of such features of the social position of IDPs in Ukraine and features of their socio-psychological state, which evidence the presence of indicators of vulnerability, and therefore are the reason of social work with them in different areas. The presence of dual vulnerabilities in IDPs (the status of an orphan or a child deprived of parental care, a child or a person with a disability, a member of a family with many children, etc.) increases the need for social support from social services professionals.

The relevance of the article lies in the analysis of domestic experience, to improve the current state of the social sphere of Ukraine, the order of social status. Identify the positive features of social protection of internally displaced persons in our country. Identify practical transformation tools for Ukraine in this area. The current time requires the elimination of the existing difficulties of internally displaced persons, the development of civic consciousness, the strengthening of national unity and multi-level cooperation, international, but taking into account their own realities. A significant force in helping the authorities to every migrant, to every person, to a family that has received the status of internally displaced is the existing experience of Ukrainian practice, gained from the experienced trials. The main purpose of the study is to study the needs of internally displaced persons in order to determine priority areas for minimizing the negative manifestations of their integration in host communities, realizing the positive potential of forced internal migration of the population in Ukraine, taking into account the characteristics of individual regions and lessons from national experience. The article examines the state of expenditures on social security, including social protection of internally displaced persons, analyzes the financial support of citizens of various segments of the population in accordance with the status of internally displaced persons. An infographic of the integration of immigrants in the proportional regional spectrum of the country’s geography is given. The indicators of budget expenditures of Ukraine an analyzed according to the economic classification. Highlights the positive dynamics of the functioning of social security. The scientific concept of stratification of the analysis of the needs of each link of the internal movement of micro level modeling a developed. Identifying priorities and focusing resources on improving the life of internally displaced persons allows you to overcome crisis phenomena and have a high level of advantages in policy regarding the strategy of social work on adaptation and integration.

The study considers specifics of sociocultural integration and adaptation of internally displaced persons (IDPs) in new territorial communities. As a result of the military and political conflict caused by the armed aggression of the Russian Federation, Ukraine since 2014 has been facing the problem of mass internal migration. The investigation of differences in values, socio-cultural attitudes and expectations of hosting communities in regard to IDPs (and vice versa, those of IDPs in regard to hosting communities) is important, as these attitudes and expectations significantly influence socio-cultural and overall communal atmosphere. The knowledge of socio-cultural moods and expectations of these social subjects serves as a scientific ground for the support of well-balanced relations between IDPs and hosting communities, including prevention of conflicts related to the discrimination of forced migrants. Adaptation of IDPs to the life in new communities depends on the reality of their expectations: both high and low, they negatively influence the process of adjusting to the new environment. It must be noted that most public and private initiatives aimed at helping IDPs have been successful, although such activities have been unsystematic, spontaneous, occasional, and fragmented. The sufficient level of satisfying of social, educational, and cultural needs is an important factor in adaptation of IDPs in new places of residence. This is especially indicated by school enrollment and psychological assistance provided to families with children. Most forced internal migrants state that employment constitutes for them the key problem, sometimes even greater than that of accommodation and social protection. Usually, such reasons for employment denial are mentioned: unwillingness to hire a person returned from the ATO zone due to their mental differences and mal-adaptation to local conditions. Thus, an account for sociocultural needs and value priorities as of IDPs so of local residents in the public and social life of the territorial community will have a positive influence on the overcoming of problems arising in the process of integration and adaptation of IDPs to their new life; prevent conflicts; increase the level of communication, and, in a larger sense, facilitate national unity and reconciliation.

Despite strong economic growth in Nigeria, 54% of the population remains in poverty. Of significant concern is the fact that the poverty rate has doubled in the past 20 years. Internal displacement in Nigeria is a recurring and large-scale phenomenon and has affected most of the country’s 36 states. The country has seen many waves of displacement, both small and large scale, caused essentially by conflict, generalized violence, natural disasters and human rights violations all leading to loss of lives, properties and livelihood which in turn lead to deprivation, poverty and vulnerability. The operational definition of vulnerability in this paper as applied to the most vulnerable IDPs covers those categories of internally displaced persons who may never recover from the shocks of displacement and may become chronic poor as such worsening the poverty situation in Nigeria. This paper attempts a social protection framework for the most vulnerable IDPs as well as exit strategies. Protecting this vulnerable group is vital to poverty reduction especially as the country is presently suffering the adverse effects of dwindling revenue from crude oil and gas sectors, which today accounts for about 95 per cent of its revenue.

This article reveals the problem of social security of internally displeased persons. The scope of social protection directed at this category of population is not the same in different countries. Taking into account the origin of the authors of the article, the questions of social protection of internally displaced persons in Ukraine are described in detail. Conclusions. Special attention was paid to the need to provide people with the opportunity to exercise their rights and freedoms as well as the proper conditions for social rehabilitation, that has arisen before the state. As a result of the research – ways how to strengthen the social security, increase the level of social protection and make it more effective are proposed. The European standards of social protection of internally displaced persons are a set of norms fixed in the acts of the Council of Europe, the European Union, decisions of the European Court of Human Rights, which, as a result of their implementation in the internal law of the states become mandatory for implementation and determine the decent living conditions of internally displaced persons, the responsibilities of the state in this area for ensuring security and full decent development of personality. In the system of European standards for social protection of internally displaced persons, the relevant norms developed by various institutions of the Council of Europe are extremely important.Keywords: social protection, social security, internally displaced persons, displacement Standar Internasional Perlindungan Sosial Bagi Pengungsi Internal: Aspek Administratif dan Criminal Abstrak. Artikel ini mengungkapkan masalah jaminan sosial orang-orang yang tidak senang secara internal. Cakupan perlindungan sosial yang ditujukan pada kategori penduduk ini tidak sama di berbagai negara. Mempertimbangkan asal usul penulis artikel, pertanyaan tentang perlindungan sosial bagi para pengungsi internal di Ukraina dijelaskan secara rinci. Kesimpulan. Perhatian khusus diberikan pada kebutuhan untuk memberikan orang kesempatan untuk menggunakan hak dan kebebasan mereka serta kondisi yang tepat untuk rehabilitasi sosial, yang telah muncul sebelum negara. Sebagai hasil penelitian diusulkan cara bagaimana memperkuat jaminan sosial, meningkatkan tingkat perlindungan sosial dan membuatnya lebih efektif. Standar Eropa tentang perlindungan sosial bagi pengungsi internal adalah seperangkat norma yang ditetapkan dalam tindakan Dewan Eropa, Uni Eropa, keputusan Pengadilan Hak Asasi Manusia Eropa, yang, sebagai hasil dari implementasinya dalam hukum internal. negara menjadi wajib untuk implementasi dan menentukan kondisi kehidupan yang layak dari orang-orang yang dipindahkan secara internal, tanggung jawab negara di bidang ini untuk memastikan keamanan dan pengembangan kepribadian yang layak sepenuhnya. Dalam sistem standar Eropa untuk perlindungan sosial bagi pengungsi internal, norma-norma relevan yang dikembangkan oleh berbagai lembaga Dewan Eropa sangat penting.Kata kunci: perlindungan sosial, jaminan sosial, pengungsi internal, pengungsian. Международные стандарты социальной защиты внутренне перемещенных лиц: административные и уголовные аспекты Аннотация. В статье раскрывается проблема социальной защищенности внутренне недовольных. Объем социальной защиты, направленной на эту категорию населения, в разных странах неодинаков. С учетом происхождения авторов статьи подробно освещены вопросы социальной защиты внутренне перемещенных лиц в Украине. Выводы. Особое внимание было уделено необходимости предоставить людям возможность реализовать свои права и свободы, а также создать соответствующие условия для социальной реабилитации, которые возникли перед государством. В результате исследования - предложены способы, как усилить социальную защищенность, повысить уровень социальной защиты и сделать ее более эффективной. Европейские стандарты социальной защиты внутренне перемещенных лиц - это совокупность норм, закрепленных в актах Совета Европы, Европейского Союза, решениях Европейского суда по правам человека, которые в результате их имплементации во внутреннее право государств становятся обязательными для реализации и определяют достойные условия жизни вынужденных переселенцев, обязанности государства в этой сфере по обеспечению безопасности и полноценного достойного развития личности.
