The article indicates the role of local authorities in influencing the development of tourism, including the creation of regional tourism products. The aim of paper is to define and characterize the capabilities of local authorities concerning the development of tourism, including legal, organizational, investment and promotional instruments. Also, the importance of regional tourism products was substantiated, including their structure, conditions and approaches to creation as well, as their role in regional development. The article is an introduction to in-depth research on the importance of regional tourism products in providing social and cultural security.

Abstract The EU’s regional development policy is gradually moving from the redaction of regional disparities towards regional development growth. The role and involvement of regional and local authorities in regional development policy is increasing. Global changes and challenges call for a growing need to develop more efficient regional development policy instruments that would result in growth and increased quality> of life. Place-based approach is a strategic approach aimed at the development of territorial resources. The aim of this research is to evaluate the role of place-based approach in regional development, to identify and assess the main elements and opportunities brought by the implementation of such an approach.

One Small World: the history of the Addison Road Community Centre was independently written and funded through a series of grants. While conceived as a history of place, it is also a history of the organisation that presently occupies the site, the Addison Road Community Centre (ARCCO). The Centre has had an ambivalent relationship to its past. After 60 years as an army depot, in 1976 it became a community centre. The strict discipline of the army was replaced by a very different ethos and political outlook; in fact, its antithesis. As a consequence, the Centre had an uneasy relationship to the history of the site, particularly its army past, which was underappreciated and little valued. ARCCO has recently re-engaged with its public history, but in the process it veered off into mythology. The paper explores the ANZAAC Centenary celebration at Addison Road of horses in war in 2015, and the part funding played in creating myth rather than history. It then considers the role of the Department of Urban and Regional Development in the creation of the Centre in 1975-76 and ARCCO’s attachment to its story of radical origins. Focusing on the Isle of Lewis in the Outer Hebrides, this article looks at the interaction between religious culture and film between the 1940s and 1980s. Its first main feature is an examination of the causes of the closure of the Playhouse cinema in Stornoway in 1977–79 and the role of the Calvinist churches and the local authorities in this and other film censorship. It identifies a growing vigour on the part of some churchmen, notably of the Free Presbyterian Church, and the role of one of them in publicly imposing ‘a curse’ upon the manager of the Playhouse for daring to schedule the film ‘Jesus Christ Superstar’ with its ‘blasphemous’ depiction of Jesus Christ. It notes the increasing attempts of local politicians in the 1950s, 60s and 70s to impose stricter religious formulae through statutory powers, especially after the creation of the separate Western Isles Council in the mid 1970s. The article explores church and lay attitudes to cinema through oral testimony, the tensions between urban and rural with Lewis, and the wider social, cultural, linguistic and demographic contexts in which both opposition to, and tolerance of, cinema need to be understood in an island less estranged from modern media than might be supposed.

The article describes the problem of the contribution of the inhabitants of Tovmachchyna to strengthening the combat capability of the Ukrainian Galician army during the Ukrainian-Polish war of 1918–1919. The publication shows the role of the county authorities, which, realizing the importance of helping the Ukrainian army in the struggle against the external enemy, since the first days of its functioning strongly urged residents of the province to join the gathering of food, clothes, money and ammunition for the defense of the UGA. Also the author analyzes the normative legal acts of local authorities, dealing with material and social security of personnel of the Ukrainian Galician army and members of their families. Active participation on the full support of the UGA was enacted and the residents of Tovmachchyna becаmеa reliable support for its defenders. A crucial role in this process was played by the Patriotic enthusiasm in the community that led to the emergence of a large number of supporters and gave impetus to the creation of the various funds and committees assistance, through which the Ukrainian population of the county, in terms of a lack of resource capabilities and external aggression, in fact, served the function of the state material support of the Ukrainian armed forces. Revolutionary events 1918–1919 on the territory of Belarus, the creation of the Belarusian statehood of newest history require comprehensive, including the sphragistical, research. In particular, a special study requires the role of this period in the formation of Soviet symbols. The process of creating the symbols of the world’s first socialist states was reflected in the seals created and used during this period. An analysis of the content of the imprints of the seals in the 805 National Archive of the Republic of Belarus fund revealed the use of seals by local authorities with symbols of state formations that had disappeared at moment of use and were the ideological enemies of the Communists.

The title of the reasearch is the role of tourism in regional development. This is a case study in Klaten regency because of the appearance and the activities on tourism to support the regional and national development. The purpose of this research are 1) to explore the potency, the spreads of regional tourism resorts; 2) to describe the supporting facilities to regional tourism towards the regional income and development. The data of this research are secondary data taken from the Regional Tourism Service Office, Regional Income Service Office, Agency for Planning of Regional Development, and the related department. The data are also taken from the interview of outstanding persons. The method of analysing the data is relative descriptive analysis supported by tendency analysis gained from time series data.Demand and supply approachs are used to develop the tourism. Based on the data we an know the profiles of the tourists. The tend to visis (the tourism of) entertainments. Most tourists are adult and old. The greatest resource of the Original Regional Income (PAD) is from local retribution. This include the income from (the tourism of) entertainments and recreation which have low contribution. The role of tourism in Klaten regency should be kept increasing to support the Original Regional Income and development. To keep the tourism inreaseing the supported capital, engineering, and skills from the developers are badly neede. It is important to increase the role of Tourism Service and managing the tourism. It an be concluded that tourism hasn’t improved yet the regional income and economy. That is why the tourism should be kept increasing.

In the 1980s, the renewal of academic interest in entrepreneurship as a factor of development highlighted the role of entrepreneurs in creating jobs and driving innovation. In the new century, fostering entrepreneurship became a public policy priority. In Portugal, the practice of creating business incubators has been gaining momentum and various institutions have developed business incubation activities. This study focuses on ADRAL – Agência de Desenvolvimento Regional do Alentejo, an agency for the regional development of Alentejo – and analyzes one of its instruments for the promotion of entrepreneurship – the creation of business incubators (also designated as enterprises' nests) located in Marvão and Montemor-o-Novo. These chapter focus on these two cases and assess the distinctive aspects of the partnerships between the development agency and the municipalities, and also the characteristics of the entrepreneurial projects and respective entrepreneurs, aiming at identifying the specificities of this approach and its success determinants.

Abstract Tomasello offers a compelling account of the emergence of humans’ sense of obligation. We suggest that more needs to be said about the role of affect in the creation of obligations. We also argue that positive emotions such as gratitude evolved to encourage individuals to fulfill cooperative obligations without the negative quality that Tomasello proposes is inherent in obligations.
