Contribution of the Inhabitants of Tovmachna to Strengthening the Combat Capability of the Army WUPR During the War of 1918 – 1919

The article describes the problem of the contribution of the inhabitants of Tovmachchyna to strengthening the combat capability of the Ukrainian Galician army during the Ukrainian-Polish war of 1918–1919. The publication shows the role of the county authorities, which, realizing the importance of helping the Ukrainian army in the struggle against the external enemy, since the first days of its functioning strongly urged residents of the province to join the gathering of food, clothes, money and ammunition for the defense of the UGA. Also the author analyzes the normative legal acts of local authorities, dealing with material and social security of personnel of the Ukrainian Galician army and members of their families. Active participation on the full support of the UGA was enacted and the residents of Tovmachchyna becаmеa reliable support for its defenders. A crucial role in this process was played by the Patriotic enthusiasm in the community that led to the emergence of a large number of supporters and gave impetus to the creation of the various funds and committees assistance, through which the Ukrainian population of the county, in terms of a lack of resource capabilities and external aggression, in fact, served the function of the state material support of the Ukrainian armed forces. Summary. The purpose of this research is to study the theoretical works of OUN activists on the creation of an insurgent-guerrilla liberation army, which have not lost their significance for the development of modern Ukraine and the reforming of its Armed Forces. The research methodology is based on the principles of historicism and the synthesis of comparative and problem-chronological methods of researching the works of OUN soldiers on the creation of the Ukrainian army. The scientific novelty lies in the implementation of one of the first attempts at a comprehensive study of OUN propaganda and journalistic materials on military-organizational activities, which clarifies the role of the Organization’s military figures in the formation and development of its basic principles on the eve of World War II. Conclusions. On the basis of the relevant funds of the State Archive of Lviv Region (SALR), memoirs, nationalist newspapers and magazines, fundamental monographs and dissertations, the role of OUN leaders E. Konovalets, M. Kolodzinskyi, O. Gasyn, R. Yaryi, Z. Kossak is covered on the creation of the liberation army in military-historical and military-theoretical works. The main materials, which consider the issues of the coming war, tactics and strategy of Ukrainian nationalists, military doctrine and military training were prepared by: M. Kolodzinskyi ‒ "Ukrainian military doctrine", Z. Kossak ‒ "44 rules of life of the Ukrainian nationalist", R. Yaryi ‒ "Military education of youth", E. Konovalets ‒ "Military Affairs", "Military Training". The creative achievements of OUN military figures were marked by a wide range and depth of thinking, high professionalism. All educational and theoretical developments of OUN soldiers are a source for studying the military-historical thought about the activities of the nationalist organization of 1929‒1939. This legacy can be used in the not yet completed state-building processes of modern Ukraine, the reforming of the Armed Forces of the state, the prospect of our country’s accession to European structures and NATO.

Perceptions of attractiveness and trustworthiness impact the prosperity and influence of countries. A country's soft power is not guaranteed. Countries have their brands, an image shaped by the behaviour of governments, by what they do and say, whom they associate with, and how they conduct themselves on the global stage. Increasingly, digital diplomacy plays a crucial role in the creation and application of soft power. This paper argues that digital diplomacy is increasingly vital in the articulation of soft power. Digital diplomacy is a new way of conducting public diplomacy, offering new and unparalleled ways of building trust with previously disengaged audiences. Soft power is now the driving force behind reputation and influence on the global stage, where increasingly digital diplomacy plays an essential role.

Introduction. The objective necessity of the appearance of this code of laws for the pharmaceu-tical industry is shown. The proofs of the readiness of all branches of pharmacy to develop the text of the Pharmacopoeia, taking into account modern international requirements for scientific and practical activities in the development, manufacture and production of medicines, are presented.Text. The work presents the history of the creation of the VII edition of the State Pharmacopoeia of the USSR. The sequence of steps for the formation of the Pharmacopoeia Commission, the stages of its activities for the preparation of the updated text of the Pharmacopoeia is described, a detailed analysis of the prepared text is given in comparison with the current Pharmacopoeia of the VI edition (1910). Various points of view of experts on the content of the main text are cited, which served as the basis for the new document. The role of domestic scien-tists-pharmacists in the development and publication of the VII edition of the State Pharmacopoeia of the USSR is evaluated.Conclusion. The role of the Pharmacopoeia Commission in the timely development of the text of the new edition of the State Pharmacopoeia is emphasized. The fact of its wide discussion among experts and the novelty of the approach, which gave a powerful impetus to the development of the entire industry, are noted.

AbstractOne of the most famous instances of missionary 'adaptation' was the Christianizing of initiation rites in the Anglican Diocese of Masasi in what is now southeastern Tanzania. This was long assumed to be the work of Bishop Vincent Lucas, who from the 1920s became widely known in mission, colonial and anthropological circles for his advocacy of missions that sought 'not to destroy, but to fulfill' African culture. Terence Ranger in his groundbreaking 1972 article on Lucas and Masasi was the first to point out the crucial role of the African clergy. In reexamining the creation of Christian initiation in Masasi, this article reveals that Lucas's promotion of Christianized initiation was actually based on the vision and efforts of the African clergy, an indication that mission Christianity in the colonial period cannot be assumed to reflect European initiative and African compliance.

Walfare State concept born in the era of the 20th century as a correction of the development of the concept of the country as night watchman, the phenomenon of economic capitalism that gradually leads to lameness in the distribution of sources of prosperity. In the Walfare State concept, the state is required to extend its responsibility to the socio-economic problems facing the people. The functions of the state also include activities that were previously beyond the scope of state functions, such as extending the provision of social services to individuals and families in specific matters, such as social security. The role of the state can not be separated with Welfare State because the state that plays a role in managing the economy which includes the responsibility of the state to ensure the availability of basic welfare services in certain levels. From the aspect of whole procedure the author concludes that the state administration has a crucial role. Because of that in the law schools, expropriation in the largest volume would enter the scope of administration law.

PurposeThe purpose of this study is to contribute to the research related to “the interplay between accounting and the state, politics, and local authorities in the broad government and administration of food for sustainability of populations” (Sargiacomo et al., 2016). Considering contemporary examples and investigating the genealogy of an 18th-century reform of fishery management (the New Plan), the authors explore the role played by accounting and calculative practices when local authorities intervene using forms of discipline based on control systems that acted on commons (fish), people and space.Design/methodology/approachThis paper is historically grounded on archival research on a fish provisioning case during the 18th century in Ancona, an Italian town on the Adriatic coast. The investigation adopts an approach focussed on the use of disciplinary methods in the terms highlighted by Foucault. This perspective offers a lens capable of revealing the key role of accounting in a period when discipline became “general formulas of domination” (Foucault, 1977) and the Papal States were looking for food provisioning solutions (Foucault, 2007). The study highlights similarities with contemporary fishery management.FindingsThe paper shows that governability of fishery in a commons' logic is not limited by the properties of the good, but rather “it is achieved through the objects and instruments that are deployed to make it possible” (Johnsen, 2014, p. 429). It reveals forms assumed by economic calculation in different eras and their contribution in the art of governing realised by the state (Hoskin and Macve, 2016). The study unveils how accounting effectively operates using “naming and counting” activities (Ezzamel and Hoskin, 2002) based on a system of documents and accounting registers; these have a pivotal role in redefining fishery management and in keeping goods (fish) and people (fishermen) under control. The investigation also highlights the importance of properly quantifying data in fishery management, confirming the literature on the topic (Beddington et al., 2007, p. 1713). In contemporary situations, data refer to quantifying the fish stock in the sea and the consequent estimation of fish catch. In the historical investigation, although environmental protection was not an issue, quantification refers to the fish that entered the town of Ancona, whose estimation was the result of a new calculative approach adopted by local authorities facing fish needs. In addition, it offers early evidence of organised and rational-based control mechanisms that were the result of Enlightened ideas emerging in the Papal States context.Originality/valueDespite the fact that fish represent a fundamental good for governments to act on in response to a population's needs, there has been no attention paid to how governmental authorities have used disciplinary mechanisms to intervene in fishery management or the role played by accounting. This study's novelty is its investigation of fishery, using Foucauldian disciplinary methods to understand accounting's contribution in fishery governance. In addition, this investigation permits to unveil the role of accounting to support one of the main principles of the governance of commons that is represented by the congruence between rules and local conditions (Fennell, 2011, p. 11; Ostrom, 1990, p. 92).
