Abstract Public-private partnerships (PPPs) are promoted as a practical option for developing countries to meet their water sector infrastructure gaps. Despite their appeal, PPP projects have been described as complex and challenging, and the water sector PPPs are particularly associated with high failure rates. Risk analysis and evaluations have been identified as critical to the success of PPPs. In this paper, we examine an on-going PPP arrangement for piped water supply in the Asutifi North District of Ghana under a Build, Operate, and Transfer arrangement. Safe Water Network will provide the supply systems and transfer ownership to the District Authority at the end of the contract. We reviewed key project documents to ascertain the measures that would minimize the likelihood of risk occurring during the project cycle. Of 11 risk factors, 7 were anticipated in the project documents. We recommend that project documents be reviewed and amended to address the unanticipated risks.

Life, health and hygiene all depend on access to a plentiful supply of safe drinking water. Piped water supplies in rural Egypt are insufficient to meet the demands of the existing population. This situation is worsening due to the rapid population growth and failure of existing water supply systems. There are already areas of the country with severe piped water shortages. If corrective action is not taken soon densely populated villages will become vulnerable to outbreaks of waterborne diseases. Immediate action is needed to reverse the deterioration of water supply systems and to improve the benefits gained from capital works investments in the sector. This paper promotes the concept that sustainable water systems in rural Egypt depends on a central government and local unit partnership. Also needed are consumer bodies to determine user needs; local units to be given powers to manage the revenue and expenditure accounts; and the central government to concentrate on setting policies and guidelines, and assisting with the implementation of major capital works.

Organizations regulating the water sector have major impacts on public health and the sustainability of supply to households, industry, power generation, agriculture, and the environment. Access to affordable water is a human right, but it is costly to produce, as is wastewater treatment. Capital investments required for water supply and sanitation are substantial, and operating costs are significant as well. That means that there are trade-offs among access, affordability, and cost recovery. Political leaders prioritize goals and implement policy through a number of organizations: government ministries, municipalities, sector regulators, health agencies, and environmental regulators. The economic regulators of the water sector set targets and quality standards for water operators and determine prices that promote the financial sustainability of those operators. Their decisions affect drinking water safety and sanitation. In developing countries with large rural populations, centralized water networks may not be feasible. Sector regulators often oversee how local organizations ensure water supply to citizens and address wastewater transport, treatment, and disposal, including non-networked sanitation systems. Both rural and urban situations present challenges for sector regulators. The theoretical rationale for water-sector regulation address operator monopoly power (restricting output) and transparency, so customers have information regarding service quality and operator efficiency. Externalities (like pollution) are especially problematic in the water sector. In addition, water and sanitation enhance community health and personal dignity: they promote cohesion within a community. Regulatory systems attempt to address those issues. Of course, government intervention can actually be problematic if short-term political objectives dominate public policy or rules are established to benefit politically powerful groups. In such situations, the fair and efficient provision of water and sanitation services is not given priority. Note that the governance of economic regulators (their organizational design, values or principles, functions, and processes) creates incentives (and disincentives) for operators to improve performance. Related ministries that provide oversight of the environment, health and safety, urban and housing issues, and water resource management also influence the long-term sustainability of the water sector and associated health impacts. Ministries formulate public policy for those areas under their jurisdiction and monitor its implementation by designated authorities. Ideally, water-sector regulators are somewhat insulated from day-to-day political pressures and have the expertise (and authority) to implement public policy and address emerging sector issues. Many health issues related to water are caused or aggravated by lack of clean water supply or lack of effective sanitation. These problems can be attributed to lack of access or to lack of quality supplied if there is access. The economic regulation of utilities has an effect on public health through the setting of quality standards for water supply and sanitation, the incentives provided for productive efficiency (encouraging least-cost provision of quality services), setting tariffs to provide cash flows to fund supply and network expansion, and providing incentives and monitoring so that investments translate into system expansion and better quality service. Thus, although water-sector regulators tend not to focus directly on health outcomes, their regulatory decisions determine access to safe water and sanitation.

Abstract Piped water systems are considered to provide the highest service level for drinking water supplies; however, global monitoring of safe water access pays little attention to the type of water source that piped systems draw upon, even if the water is not treated prior to distribution. This study sought to understand whether the source of water for untreated piped supplies influences the prevalence of diarrhoea among children in rural Vanuatu. The analysis was based on a dataset integrating a Demographic and Health Survey and a nationwide water supply inventory. After adjusting for a range of potential confounders, the results revealed a significant association between diarrhoea and the type of water source supplying a piped system. Compared with borehole-supplied piped systems, spring-fed piped systems were significantly associated with increased odds of diarrhoea (adjusted odds ratio [AOR] 5.8, 95% confidence interval [CI] 1.1–31, p = 0.040). No significant association between diarrhoea and piped systems drawing on surface water was observed. Increased odds of diarrhoea were significantly associated with water supply systems constructed prior to the year 2000 (AOR 4.9, 95% CI 1.9–13, p = 0.001). The results highlight the need for improvements in spring protection as well as ongoing maintenance and periodic renewal of water supply infrastructure. Poor maintenance of water supply systems is a critical issue in sub-Saharan Africa. Using survey data on users of motorized piped water supply systems in rural southern Senegal, this paper examines what motivates resource users to contribute financially to the management of water supply system infrastructure by paying their water tariff. Results from logistic regression analysis indicate that users who prefer borehole water and are satisfied with the service provided are more likely than others to pay. In addition, those who trust that other users will pay are more likely themselves to pay than those who do not trust their peers. These findings suggest that assessing the needs of users and providing services tailored to those needs (e.g., quality, convenience) is recommended for future interventions. The incorporation of programs that promote peer trust should also be considered as future interventions to establish or strengthen resource management organization.

Abstract In the arsenic-contaminated Ganges-Brahmaputra-Meghna Delta in India and Bangladesh, small-scale piped water supply seems a promising way to provide safe drinking water to households in the region. The use of smartphone applications can support monitoring of the system and enhance local engagement and empowerment. In this paper the scope for mobile crowd participation as a research and monitoring tool for piped water supply systems in Bihar, India and in Khulna and Chittagong, Bangladesh is investigated. In these areas, the use of smartphones and internet access are growing rapidly and smartphone applications would enable real-time water quality monitoring, payment of water bills, awareness creation, and a dialogue between the end-user and the water supplier. To identify the relevance and acceptability of piped water supply and smartphone monitoring, four surveys with potential end-users were conducted. Based on these surveys we conclude that in the investigated areas there is a desire for piped water systems, that households already own smartphones with internet access, and that there is an interest in smartphone monitoring. The enabling environment to deploy mobile crowd participation for piped water system monitoring stimulates further research towards an investigation of potential functionalities and the actual development of such an application.

The main performance indicators of a water supply system include the quality and safety of water, continuous work, relevant pressure and small water loss. The majority of foreign and local projects on reducing water loss have been carried out in the water supply systems of metropolitans; however, the specificity of small settlements differs from that of big cities. Differences can be observed not only in the development of infrastructure and technical indicators but also in the features of water consumption. The article presents the analysis of water loss formation and describes reduction measures in a small settlement. The conducted research defines that water loss in big cities is much smaller than that in small settlements. The major part of water used in small settlements is applied for agrarian purposes rather than for domestic needs. It has been found that water is employed for the irrigation of plants and livestock watering, which often is not accounted. Research also shows that slight (<0.2 m³/h) physical water loss (holes in the network) that occur in small settlements may compose up to 30% of all water supplied to the water network. Pagrindiniai vandens tiekimo sistemos efektyvumo rodikliai yra šie: vandens saugumas ir kokybė, nepertraukiamas darbas, tinkamas slėgis ir maži vandens nuostoliai. Absoliuti dauguma užsienio ir šalies vandens nuostolių mažinimo projektų buvo atlikta didmiesčių vandentiekiuose, tačiau mažų gyvenviečių specifika gerokai skiriasi nuo didžiųjų miestų. Skiriasi ne tik infrastruktūros lygis, techniniai rodikliai, bet ir vandens vartojimo ypatumai. Straipsnyje analizuojami vandens nuostolių susidarymas ir galimi mažinimo būdai mažose gyvenvietėse. Nustatyta, kad rajono centruose susidarantys vandens nuostoliai yra gerokai mažesni nei mažose gyvenvietėse. Didžioji dalis gyvenvietėse vartojamo vandens skirta augalams laistyti ir gyvuliams girdyti, o ne gyventojų buitiniams poreikiams tenkinti. Nustatyta, kad vanduo, naudojamas laistyti ir gyvuliams girdyti, dažnai nėra įtraukiamas į apskaitą. Nustatyta, kad mažų gyvenviečių vandentiekio tinkle susidarantys maži (<0,2 m³/h) fiziniai nuostoliai (pvz., dėl skylių tinkle), gali sudaryti daugiau nei 30 % viso į tinklą tiekiamo vandens kiekio.
