The purpose of this study is to measure technical efficiency score of Higher Education Institutions (HEI’s) especially Public Service Agencies (PSA) in Indonesia during 2013-2015 and analyse its determinants i.e. non service revenue, Service cost and financial independence. The data were utilized in this research were indigenous secondary data of financial statement 32 PSA's universities, forlap dikti, BAN PT and PPK BLU's directorate report. This research utilized 2 stages, in the first phase was to measure technical efficiency zooms colleges which methods were non parametrik with Data Envelopment Analysis (DEA) approaching VRS'S assumption and input oriented and the second phase used regression tobit's model. The results pointed out that the score of technical efficiency showed an increase in the period of 2013-2015. It means that there is an increase in the number of universities capable of optimizing the whole its resources (input) in producing output gradually towards efficient. Another result showed that the non service revenue, service cost and financial independence had positive affect to the technical efficiency.

The present study is an exploratory in nature. The papers aims to understand the attitudinal barriers encountered by students with disabilities in higher education institutions and its impact on their learning experiences. The study was conducted in the erstwhile State of Andhra Pradesh (now bifurcated in to Andhra Pradesh and Telangana), India. For this study, the researcher selected three universities in different parts of Andhra Pradesh by using purposive sampling. In the second phase the researcher interviewed 100 students with disabilities from the selected universities by using snowball sampling. For this study, quantitative and qualitative data analyses were used and in most cases quotes of real text for each theme were maintained and used extensively. The findings of the paper covered characteristics of students with disabilities, attitudinal barriers faced by them. The findings of the study suggests that changes are needed to be made, not only in the physical environment in which teaching and learning takes place, but also in the way in which higher education curriculum is organised, delivered and assessed and changes should also come in attitudes of teachers, university administration, peer group and public at large.

In the present era of globalisation, higher-education institutions are required to focus on innovation to deal with the various challenges. Considering what Islamic higher-education institutions in Indonesia, have achieved in recent times, they face an uphill struggle to compete at the global level. This study aimed at identifying and analysing the dynamics of resilience for globalisation in a state Islamic–University in Indonesia. The results of studies on the management of Islamic tertiary institutions, specifically on organizational resilience, are very difficult to find. This study used the qualitative analysis method of a case-study and comprised in-depth interviews with key people concerned with the management of the university, observation, and secondary data namely academic documents, photos, and information from the university’s official website. The findings showed the university’s continuous efforts to improve not only the academic community’s management skills, knowledge, and expertise but also the implementation of international-curriculum standardization and cooperation with overseas universities. These actions cannot be separated from obstacles faced by university from within and without particularly in terms of funding-related policies. The university’s program-based innovations which are yet to be carried out by other Islamic-universities in Indonesia indicate this institution’s initiative to break the obstacles.

This paper investigates the factors that influence the relative efficiency of higher education institutions of economic orientation. The empirical analysis is carried out on 31 higher educational institutions of economic orientation in Croatia, Slovenia and Bosnia and Herzegovina, in three phases. In the first phase, relative efficiency of observed institutions is evaluated for three main areas of their activities: teaching, research and international activity. In the second phase, higher education institutions are clustered based on relative efficiency results of each individual area of their activity. In the last, third phase, key association factors of a particular cluster are determined using univariate binary logistic regression and odds for transition to a more favourable cluster are defined. The results indicate that odds for positioning in the more efficient cluster are higher in public institutions than in private ones, in institutions with more published professional papers, in those with higher expenditures per faculty, the larger number of enrolled students per faculty, as well as in those with more visiting researchers. The proposed model can serve as a design guideline for education policies and as a moderation guideline for national authorities.

ABSTRACT Coopetition is a relationship strategy between firms or institutions that compete and cooperate simultaneously in different areas. Coopetition occurs in several inter-organizational arrangements. This article establishes theoretical propositions about coopetition strategies based on the Consortium of Community Universities in the South of Brazil (Consórcio das Universidades Comunitárias Gaúchas - Comung), which is formed of 15 higher education institutions (HEIs) located in the South of Brazil. This article investigates a single case with multiple analysis units conducted through in loco interviews with the President of the Comung and the managers of the HEIs, along with secondary data. The results indicate that coopetition has been used as a mechanism for market protection and to gain access to unavailable resources individually from the dynamic interactions between the Comung HEIs.

The purpose of this research is to investigate and analyse higher education institutions’ enrolment and drop-out rates within the Gauteng province, South Africa. Large-scale secondary data from the General Household Survey, obtained from Statistics South Africa (2012) were used. This study’s findings show that finance, orphan-hood, transport to the higher education institutions and, to a lesser extent, unplanned pregnancies, are some of the main factors that affect the enrolment rate of students. This study hopes to be useful to policy-makers, research managers and other decision-makers within the higher education (HE) landscape.
