Urban sprawl is a one of the most pressing issues confronting urban development in the developed as well as developing countries. Much research had been done on the trend of urban sprawl and its negative consequences in established cities in the United States, Europe and Australia. This paper analyzes the phenomenon in the three largest metropolitan areas in Malaysia, namely Kuala Lumpur, Penang and Johor Bharu Metropolitan Areas. Using population and land use as main variables, it argues that suburban expansion and the resulting urban sprawl has been occurring in these metropolitan areas since 1970 and has intensified since the late 1980s due to the rapid economic growth brought by industrialization. It calls for more sustainable approach in the planning and management of urban areas in Malaysia.

The Asia-Pacific countries achieved rapid economic growth with the flying-goose model in the 1980s, growth buttressed by export-oriented development strategies and the policy culture in these countries. While Japan and the other Asia-Pacific countries still have strong growth potential, many problems remain, including trade imbalances with the United States and the rise of protectionism there, the Asia-Pacific economies' vulnerability, and the need to consolidate the infrastructure for growth. It is imperative that Japan contribute to the development of the region by responding effectively to these issues and that it strengthen the international trading arrangements by promoting Asia-Pacific cooperation premised on openness. Given the region's great internal diversity, Asia-Pacific economic cooperation can well serve as a model for international economic coordination.

Automobile use is recognized as affecting public health, environmental sustainability, land use, and household expense. Car use is closely tied to car ownership rates. Most car ownership research focuses on urban areas; however, 97% of the United States’ land area and a fifth of its population remains rural. Factors that affect car ownership in these communities may be different than in more urbanized areas. This research focuses on the 2,285 counties in the continental United States that are defined as entirely rural by the guidelines established in the Agricultural Act of 2014. These counties were grouped by five multi-state regions using U.S. Census Bureau definitions. Their percentage changes in car ownership, as well as other demographic variables, over a quarter century were calculated using data from the 1990 Decennial Census and the 2014 5-Year American Community Survey. A multiple regression model was estimated for each grouping to identify counties with lower-than-expected changes in car ownership. For each grouping, one of these outlying counties was selected and matched with another county whose changes in car ownership were within expected ranges given demographic developments. Local professionals were then interviewed to identify policies possibly responsible for the difference in car ownership trends between the matched-pair counties. The interviews suggested that, contrary to expectation, transportation policies had no discernable effect on rural car ownership, but land use polices and, more often, cultural factors linked to changing populations were associated with reduced rural car ownership.

Cities in the United States have become increasingly less dense either from sprawl from rapid development or vacancy due to decline. The benefits and costs of urban density have been a topic of research since the mid-20th century. The effect of urban density on incomes is one of these areas of research. Based on concepts rooted in urbanization economies and social output, it is assumed in this paper that an increase in urban density increases incomes. Urban density is defined as population and housing density. It was found using a cross-sectional lagged mediated multiple regression that population and housing density have statistically significant indirect effects on income in a sample of more than 300 metropolitan areas in the United States. The significant effects of these variables on employment and the effect of employment on income mediated these effects.

Decades of air pollution regulation have yielded enormous benefits in the United States, but vehicle emissions remain a climate and public health issue. Studies have quantified the vehicle-related fine particulate matter (PM2.5)-attributable mortality but lack the combination of proper counterfactual scenarios, latest epidemiological evidence, and detailed spatial resolution; all needed to assess the benefits of recent emission reductions. We use this combination to assess PM2.5-attributable health benefits and also assess the climate benefits of on-road emission reductions between 2008 and 2017. We estimate total benefits of $270 (190 to 480) billion in 2017. Vehicle-related PM2.5-attributable deaths decreased from 27,700 in 2008 to 19,800 in 2017; however, had per-mile emission factors remained at 2008 levels, 48,200 deaths would have occurred in 2017. The 74% increase from 27,700 to 48,200 PM2.5-attributable deaths with the same emission factors is due to lower baseline PM2.5 concentrations (+26%), more vehicle miles and fleet composition changes (+22%), higher baseline mortality (+13%), and interactions among these (+12%). Climate benefits were small (3 to 19% of the total). The percent reductions in emissions and PM2.5-attributable deaths were similar despite an opportunity to achieve disproportionately large health benefits by reducing high-impact emissions of passenger light-duty vehicles in urban areas. Increasingly large vehicles and an aging population, increasing mortality, suggest large health benefits in urban areas require more stringent policies. Local policies can be effective because high-impact primary PM2.5 and NH3 emissions disperse little outside metropolitan areas. Complementary national-level policies for NOx are merited because of its substantial impacts—with little spatial variability—and dispersion across states and metropolitan areas.

The facts, figures, and inferences in chapter 7 regarding municipal behavior toward transit-oriented housing opportunities illustrate many points. Still, there is much that even a careful statistical analysis might miss or misunderstand. For that reason, we also explored what we could learn by talking to real planners about these issues. The case of San Diego is interesting and useful for several reasons. First, the San Diego Trolley is the oldest of the current generation of light rail projects in the United States. Unlike many newer systems, the age of San Diego’s rail transit (the South Line opened in 1981) allows time for land use planning to respond to the fixed investment. Second, the San Diego system is no stranger to modern transit-based planning ideas. The San Diego City Council approved a land-use plan for their stations that includes many of the ideas promoted by transit-oriented development (TOD) advocates (City of San Diego, 1992). Third, the light rail transit (LRT) authority in San Diego County, the Metropolitan Transit Development Board (MTDB), is often regarded as one of the more successful municipal LRT agencies. The initial parts of the MTDB rail transit system were constructed strictly with state and local funds, using readily available, relatively low-cost technology (Demoro and Harder, 1989, p. 6). Portions of San Diego’s system have high fare-box recovery rates, including the South Line, which in its early years recovered as much as 90 percent of operating costs at the fare box (Gómez-Ibáñez, 1985). All of these factors make San Diego potentially a “best-case” example of TOD implementation. When generalizing from this case study, it is important to remember that the transit station area development process in San Diego is likely better developed than in many other urban areas in the United States. The results from San Diego County can illustrate general issues that, if they have not already been encountered, might soon become important in other urban areas with rail transit systems. Also, given San Diego County’s longer history of both LRT and TOD when compared with most other regions, any barriers identified in San Diego County might be even more important elsewhere.

The United States and China are the world’s largest economies. Together they are responsible for about one-third of the world’s economic output. This chapter aims to examine whether the two economic giants are also lands of opportunity where resources are allocated in a way that minimizes unrealized human potential. Our analysis shows that despite stark differences in their levels of development, the US and China report remarkably similar levels of socioeconomic mobility—levels considered low by international standards. The US’s level of mobility has historically been low. Before it embarked on its transition from planned to market economy, socioeconomic mobility was relatively high in China. However, as it underwent a period of rapid economic growth, China’s socioeconomic mobility declined significantly. The chapter concludes that the world’s two major economic powers have converged to a low level of socioeconomic mobility where talent from disadvantaged backgrounds is excluded.

Since the Sino-US trade imbalance is regarded as the core content of the global economic imbalance, it has always been controversial and caused frequent bilateral trade disputes and frictions. Superficially it seems that China has gained tremendous trade benefits from China's huge surplus with the United States, which is also a significant cause for China's rapid economic growth. However, from the results of other scholars, it does not seem to be this. Actually, China is at a disadvantage in the distribution of trade benefits, which makes the economic gap between China and the United States widening. This paper aims to explain this phenomenon by judging the distribution of trade benefits from the overall impact of trade on a country's economy.

Racial and ethnic diversity in the United States is on the rise, as the country is projected to no longer have a racial majority by the mid-2040s. Much of this diversity is found in the United States’ large metropolitan areas, where it manifests itself unevenly. While some metropolitan neighbourhoods are growing highly diverse, others remain segregated by race and ethnicity. This paper introduces a framework for exploring the geography of neighbourhood diversity in US metropolitan areas, and defines the diversity gradient, a visual representation of how diversity varies with distance from the urban core. Analysis of the geography of metropolitan diversity from 1990 to 2010 reveals that the greatest increases in diversity are found in the suburbs and outlying areas, where diversity now peaks in many large metropolitan areas. Additional spatial analyses of neighbourhood diversity in Chicago and Dallas-Fort Worth show that clustering of highly diverse neighbourhoods has shifted to the suburbs from close-in urban areas, where many segregated and low-diversity neighbourhoods persist.
