This study analyzes the impact of anticipated investments to alter Brazilian port infrastructure on fertilizer flows and fertilizer transportation logistics costs using a linear programming model designed for the task. The most notable among these investments are directed toward accelerating port development in Brazil’s “Northern-Arc”, thereby increasing fertilizer supply to new markets opening throughout the country’s expanding agricultural frontier, particularly in northern Mato Grosso state, while increasing supply to existing markets. Results from model runs show that the anticipated port infrastructure investments should ensure nationwide fertilizer logistics savings of US$ 845 million over the 2017 through 2025 period. Although these estimated benefits are outstanding, the study indicates that further expansion of Brazil’s port system, particularly in the Northern-Arc, presents additional opportunities. Model projections were that in 2025, after all planned infrastructure improvements are operational, port terminals will be near full capacity, which should make planning for future projects a current priority.

The Indonesian Navy is the spearhead in maintaining maritime security in Indonesian waters. In carrying out its main tasks, the Indonesian Navy has components of an Integrated Fleet Weapon System in which there are elements of Ships and Naval Bases. To ensure the effectiveness of carrying out operations by ship elements, ship operations are supported by the Naval Base as the organizer of the support function. Naval Base's carrying capacity consists of 5 (five) support functions, including: (1) support for anchoring facilities; (2) support for supply facilities; (3) support for maintenance and repair facilities; (4) support facility maintenance personnel; and (5) support for base development facilities. Naval Base does not yet have its dock to support anchoring facilities for ship operations. In addition to cooperation in the use of the Naval Base anchorage facility, there is also cooperation in port security, both in terms of land and port water aspects. As the number of ship visits at Naval Base Harbor increases, the dock utility increases. The increase in dock utility resulted in a decrease in port services which also resulted in a decrease in the Naval Base Carrying Capacity. To improve port services, Pelindo III implements the port development program contained in the Naval Base Port Master Plan in Permen KP number 792 of 2017. In this study, an analysis of the impact of the Naval Base Port development policy on the carrying capacity of the Naval Base was carried out. The data analysis uses System Dynamics modeling with a simulation period of 30 years in 3 development scenarios, namely short-term scenarios, medium-term scenarios, and long-term scenarios. From the simulation results, it is found that the construction of the Naval Base port affects the Naval Base Carrying Capacity with an average increase of 1.8% in each policy scenario. The increase in Naval Base Carrying Capacity has an effect on increasing Ship Operations by an average of 1.8% and also increasing the Security of Naval Base Harbor by an average of 0.14%. The results of the analysis of this study can be used as consideration for policymaking by the Navy.

The importance of the Port of Ploče lies in serving the majority of the Bosnian market. However, the Pan-European Corridor Vc provides access to a much wider market in Central and South-Eastern Europe. The purpose of this paper is to express views on the future development of the Corridor and its consequential impact on the Port. This was conducted by means of analysis, comparison, and synthesis of cargo flow data and the dynamics data of the Corridor Vc construction. It covers the relations between Bosnia and Herzegovina (BiH) and the Republic of Croatia, and the assessment of importance of the Corridor in those countries. Statistical indicators show the importance of the Corridor completion for the successful execution of port development plans. The analysis of the Corridor status points to the current prevailing circumstances in BiH that make its realization ultimately uncertain, especially its railway component. The findings show that the most significant obstacles for a successful realization of Port of Ploče development plans are not only within the BiH internal geo-political relationships but in the disputes between BiH and the Republic of Croatia (RH) as well. Consequently, it has been shown that the Port of Ploče is not able to define and carry out the necessary measures toward BiH on its own but necessarily with the participation of the RH Government. The analysis offers observations and recommendations for improving relations with BiH, which would significantly advance the completion of the Corridor in BiH. In this way, it would allow for a full establishment of the Port of Ploče on target markets.

The port sector is a strong driver of economic and regional development and national integration to world markets. In the case of India, the port sector has played a vital role in sustaining growth in the country’s trade and commerce. However, the growth of trade and subsequent maritime traffic has fast outpaced the development of port infrastructure in India. Against the background of government initiatives in this sector, the objective of this article is to contextualize the importance of port sector development, specifically the impact that improvements in infrastructure quality can have on India’s global trade. This article also highlights the challenges that need to be addressed in order to achieve the vision of a reformed and effective Indian port sector, as well as the importance of involving private players in port development in India through public–private partnership (PPP) projects.

Coastlines have long attracted industrial activities, services, housing, and tourism. At select geographic locations, harbors host port facilities and provide local economic growth opportunities. As such, these areas also concentrate populations around the world. In the north of France, where the unemployment rate is high, port industries are still massive providers of work. However, in the last decades, the port development has become a major threat to the architectural heritage, the historical scenery, and the unique biodiversity of these areas, both at sea and on land. The impact of urban redevelopment has been clearly visible since 1950. At this point, this paper raises the following question: How is it possible, in this context, to efficiently limit this urban sprawl through legal frameworks to protect land, sea, and their in-between environment, in spite of the economic interests? The urbanization of the northern coastline of France has gradually expanded since 1950 until a fundamental act appeared in 1986, the Shoreline Act “Loi Littoral”. This act allows us to analyze the last thirty years of urbanization and its binding force towards the protection of the environment; and yet, we also understand that it has a limited role. It does not forbid all kinds of construction, but just new buildings coming out of nowhere, though expansion in urbanized areas is allowed. After decades of existence, this framework has been integrated by both politicians and citizens, and its results have been judged. If the law is now seen as a guardian of the shore, inhabitants and environmental organizations have often criticized its dimness, which favors interpretation. This paper analyzes the soft limitations that have affected the ongoing space consumption since the 1950s using aerial pictures provided by the IGN (Institut National de l’Information Géographique et Forestière), as well as if the rules were efficient enough in their protection.
