Recently, heavy rain by typhoon increases risk of disaster everywhere in Japan. There has been considerable interest to improve the flood control function of dams by prior releasing because an action plan was enacted to fully use the existing hydraulic structures to prevent flood disasters. Carrying out prior releasing has a risk in terms of water supply purpose, in other words, it may cause artificial drought. Therefore, it should be taken into consideration that releasing larger amount of water than rain gives water shortage. In the present study, we suggested the method of dam operation based on rainfall forecast including prior releasing considering the risk in terms of water supply purpose. Concretely, first, we investigated that it could estimate the accuracy of forecasted accumulated rainfall based on Global Spectral Model (GSM) by adding the information of spreads calculated by Weekly Ensemble Prediction System (WEPS) in the Yodo river basin. Second, accumulated rainfall based on GSM errors using gamma distribution was analyzed. Third, the method of dam operation based on rainfall forecast including prior releasing was applied to past examples and the effect was verified. As a result, peak discharge in Hirakata point was reduced than normal operation in case of rainfall prediction was accurate.

This study estimates the economic value of the Daecheong Dam for the public function of responding to climate change. It examines the moderating effect of climate change perceptions on value estimates by applying choice experiments (CE). The study specifies three dam function attributes—drought management (DM), flood control (FC), and water quality monitoring (WM)—subdivided into three levels to improve the existing conditions. Survey data from 603 households living in Daejeon, Chungbuk, and Chungnam have been collected to perform the CE. Subsequently, two clusters—high-involvement and low-involvement groups—have been extracted, based on the climate change perception index. The main results of comparing the marginal willingness-to-pay between the two clusters are as follows. The attributes and price variable significantly affected the choice probability to benefit from improvements in the rational signs of the coefficients. This does not violate the independence of the irrelevant alternatives assumption. The improvement values of high-involvement and low-involvement groups are estimated as KRW 21,570 and KRW 14,572 a year per household, respectively. Both show the same value intensities in the order of WM, DM, and FC.

In the urban environment, stormwater detention basins are a powerful means to limit the frequency of sewer system failures and consecutive urban flooding. To design such waterworks or to check their efficiency, it is possible to carry out continuous rainfall-runoff modelling. A long-term discharge series obtained from a long-term rainfall series is used as input for a storage model describing the detention basin behaviour: the basin behaviour may be consequently studied over a long period. The provided statistical information on the working state frequency, failure frequency, … of the detention basin is of high interest for the basin diagnostic or for its design. This paper presents the whole methodology which leads to production of such statistical information and especially: the models used to generate long term rainfall series with a short time step, the rainfall-runoff model used to transform the later series into a long term discharge series, and the model used to describe the behaviour of the detention basin. This methodology was applied to evaluate the efficiency of 4 detention basins built for stormwater control and flood mitigation. They are situated on a Swiss urban catchment (Chamberonne catchment – 40 km2) collecting water from the Mèbre and Sorge rivers.

The EU countries are obliged to harmonize their legislation in the field of flood protection, and thus torrential floods, in accordance with the Water Framework Directive (WFD) which was adopted in 2000. Two EU countries, Austria and Italy, and three Western Balkan countries were selected for the strategic and legal framework of torrential flood control: Serbia, North Macedonia, and Bosnia and Herzegovina. In addition to the legal framework of torrential flood control in EU countries, policies and strategies related to this area were studied for comparative analysis with non-EU countries. The strategic framework for the protection of water resources, and in particular torrential flood protection, is lacking in all Western Balkan countries. The aim of this chapter is to determine the directions of future strategic directions and torrential flood control policies in the Western Balkans based on the experiences of EU countries, advantages and disadvantages of the existing strategic, and legal frameworks.
