The area alongside the Gunung Sari Channel has an important meaning to the development of Surabaya City. The rising development in this area which causes the increase of flood events induces negative impacts on the growth of Surabaya City. The flood management plan in Gunung Sari Channel has been conducted by Brantas Project since 1988. This planning was reviewed in 1993 and 1999. This research was conducted to analyze the performance of flood management plan by Brantas Project. It was constructively done by HEC-FDA Software which can develop risk analysis by including economic consideration. Hydro-Economy approach integrated with the HEC-FDA analysis can yield the indicator of flood management plan performance in the form of total cost and risk cost (Expected Annual Damage/EAD). The best total cost yielded from the analysis was Rp. 893,692,230, while the risk cost was Rp. 384,238,410/year. It is expected that this research result can used for achieving best performance for floods management in Gunung Sari Channel.

Risk assessment involves the study of vulnerability and hazards. When focused on flood events, such an analysis should evidently include the theoretical and practical study of floods and their behavior. Nevertheless, risk assessment is not useful if the results are not subsequently used for more effective management and planning by local authorities and qualified personnel. The risk evaluation process is composed of a set of actions, each of which requires different inputs. In fact, the results of one action are used as the input for another. This paper describes a semantic model for the study and management of floods with a view to elaborating a conceptual framework and designing a knowledge base. The model is based on the environmental assessment ontology and demonstrates how a brief ontology can be generated.

Sateek village is vulnerable to plenty of disasters such as earthquake, landslide, forest fire and disease outbreak. Some other features like poverty, remote area from the city, lack of hospital and other emergency services make the people of this village more vulnerable. The present study deals with the idea of community based disaster management (CBDM) and their risk assessment in Sateek village, which is located in Aibawk block of Aizawl District, Mizoram, India. The data used in this research include collection of primary data through interview, questionnaire and Secondary data. Landslide risk analysis was carried out in quantitative approach. The study seized disaster assessment, resource analysis, risk and vulnerable profile and response plan and interpretation in various disaster of Sateek village and how community based disaster management (CBDM) plan can help the people to cope with hazards.

OO Parque Estadual da Pedra Selada, localizado no sul fluminense, possui atrativos turísticos muito interessantes, sendo o pico da Pedra Selada e os percursos para a Pedra Boca do Sapo, os mais conhecidos. Os objetivos do trabalho foram caracterizar e mapear as trilhas para localizar os pontos de limitações e os pontos de fragilidade ecoturística para auxiliar a gestão da Unidade de Conservação no planejamento, no manejo e na conservação da área. Para isso, foram mapeados com auxílio do GPS, os atrativos, os pontos de cicatrizes de erosão e na identificação das áreas sem manejo. O geoprocessamento foi utilizado em conjunto com a metodologia do Índice de Atratividade de Pontos Interpretativos; o que permitiu localizar os pontos de fragilidade ecoturística. Esse estudo foi importante porque poderá contribuir com a Unidade de Conservação na implantação do Plano de Manejo e, auxiliar a gestão do Parque Estadual da Pedra Selada na preservação dos atrativos, podendo melhorar a visita dos turistas, a renda da população local e, principalmente, minimizar os impactos negativos na biota. Como principais resultados e conclusões, o presente trabalho contribuiu para auxiliar a gestão do Parque Estadual da Pedra Selada na identificação das áreas de baixa, média e alta fragilidade ecoturística; no diagnóstico antecipado das áreas que possam sofrer impactos causados pela visitação e contribuir também na implantação da zona de amortecimento da Unidade de Conservação na região da Pedra Boca do Sapo. te Park; Fragility Ecotourism; GIS. Evaluation of the potential and limitations of the Sealed Stone trail and paths for the Pedra Boca do Sapo (Mouth Frog Stone) in the ‘Pedra Selada’ (Sealed Stone) State Park (RJ, Brazil) ABSTRACT The state Park off Pedra Selada, located on the south of Rio de Janeiro’s state, has very interesting touristic attractions, one of them being the Pedra Selada and the paths to the Boca do Sapo Rock, those are the most famous ones. The focus of this study were characterize and map the trails to locate both the limitation and the vulnerability of those eco touristic spots it was done to assist management of the Conservation Unit on planning, forest management and conservation of the area. In order to do those attractions were mapped with the help off a GPS the spots of erosion scars and on the identification of areas without forest management. The geoprocessing was used in conjunction with the attractiveness Index methodology points Interpretive; what me possible to locate the vulnerable eco touristic. This study was important because it can contributes with the Conservation Unit at the implementation off the Forest management Plan and assist on the managing of the state Park off Pedra Selada preserving attractions making both the tourist visit and the income of the local population better and manly , minimize negative impacts on environment. As main result and conclusions, the study contributed to help management of the State Park off Pedra Selada identifying areas with low, medium and high vulnerability ecotourism; the early diagnosis of the areas that may suffer impacts due to visitation and also contribute to the establishment of the buffer zone of the Conservation Unit in the region of Boca do Sapo Rock. Overlapping activities with imprecise durations to accelerate schedules has an impact on scheduling a con­struction project. The project may need to be rescheduled to suit the available overdraft limitation rather than to adopt the least total cost schedule. However, past research has seldom conducted a risk analysis on the project cash flow and overdraft requirements for projects with overlapping activities in a fuzzy environment. This research uses fuzzy DSM-based scheduling and proposes an algorithm to calculate the cash flow and overdraft at different risk levels. A numerical example is illustrated to demonstrate the algorithm’s effectiveness.

The present chapter describes an end-to-end methodology for assessing flood protection strategies, including the whole methodological process from hydrological statistics to detailed 2D hydraulic modelling, damage calculation and flood risk evaluation. This risk-based approach serves as a component of a decision-support system (DSS) developed in Belgium for identifying cost-effective flood management strategies in the context of climate change. The DSS accounts for both hydraulic and socio-economic parameters to quantify the benefits (in terms of avoided risk) and the cost of each strategy. Besides reviewing fundamentals of flood risk assessment, including the inundation model and main concepts related to flood risk, a consistent methodology for micro-scale flood risk analysis is presented in detail, combining complementary sources of GIS information such as high resolution and high accuracy land use database as well as socio-economic datasets. Finally a case study on a main tributary of river Meuse in Belgium is described.

All over the world, probability-based flood protection designs are the ones most commonly used. Different return-period design floods are standard criteria for designing structural measures. Recently, risk-based flood management has received a significant appraisal, but the fixed return period is still the de facto standard for flood management designs due to the absence of a robust framework for risk-based flood management. The objective of this paper is to discuss the economics and criteria of project appraisal, as well as to recommend the most suitable approach for a risk-based project feasibility evaluation. When it comes to flood management, decision-makers, who are generally politicians, have to prioritize the allocation of resources to different civic welfare projects. This research provides a connection between engineering, economics, and management. Taking account of socioeconomic and environmental constraints, several measures can be employed in a floodplain. The Kaldor–Hicks compensation principle provides the basis for a risk-based feasibility analysis. Floods should be managed in a way that reduces the damage from minimum investments to ensure maximum output from floodplain land use. Specifically, marginal losses due to flood damage and the expense of flood management must be minimized. This point of minimum expenses is known as the “optimum risk point” or “optimal state”. This optimal state can be estimated using a risk-based assessment. Internal rate of return, net present value, and benefit–cost ratio are indicators that describe the feasibility of a project. However, considering expected annual damage is strongly recommended for flood management to ensure a simultaneous envisage of the performance of land-use practices and flood measures. Flood management ratios can be used to describe the current ratio of expected annual damage to the expected annual damage at the optimal risk point. Further development of the approach may replace probability-based standards at the national level.

This study explores urbanization and flood events in the northern coast of Central Java with river basin as its unit of analysis. Two types of analysis were applied (i.e., spatial data and non-spatial data analysis) at four river basin areas in Central Java—Indonesia. The spatial analysis is focused on the assessment of LULC change in 2009–2018 based on Landsat Imagery. The non-spatial data (i.e., rural-urban classification and flood events) were overlaid with results of spatial data analyses. Our findings show that urbanization, as indicated by the growth rate of built-up areas, is very significant. Notable exposure to flood has taken place in the urban and potentially urban areas. The emerging discussion indicates that river basins possess dual spatial identity in the urban system (policy- and land-use-related). Proper land use planning and control is an essential instrument to safeguard urban areas (such as the case study area) and the entire island of Java in Indonesia. More attention should be put upon the river basin areas in designing eco-based approach to tackle the urban flood crises. In this case, the role of governance in flood management is crucial.
