In the last few years, the Indonesian government has impelled academics and higher education institutions as the centre of knowledge production to publish their works in reputed international journal. This policy is necessary to elevate the position of Indonesian higher education institution in the World University Rankings. In fact, such a policy will not only have impact on the status of the higher education institution but also in the course of human culture and society. This article tries to reflect on the impact of the implementation of the policy in the wider cultural context. Predictably, new knowledge will only be circulated among the elite academics and the higher education institutions will become inaccessible ivory tower for the society. On the other hand, the society will tend to consume more pseudoscientific knowledge which is more attractive and easier to understand. Ultimately this will have a significant impact on the course and quality of human culture.

The present study aimed to map the evidence to provide an overview of actions implemented/executed and scales used in public higher education institutions to promote worker health. A scoping review based on the PCC (Population, Concept, and Context) mnemonic was conducted in PubMed, CINAHL, Scopus and Virtual Health Library (VHL). Population included workers from a higher education institution, the concept referred to studies focusing on the assessment of quality of life and health promotion actions and the context to higher education institutions. Electronic searches were held on December 2019. A qualitative synthesis of the data extracted from included studies (i.e. author, year, study design, sample, country, aims, action implemented/performed, thematic focus, evaluation) was performed. Electronic searches retrieved 3,330 articles that were screened by tittles and abstracts. Of these, 34 studies were fully appraised, of which four reported that actions implemented/executed related to sedentariness, posture and stress. The studies show 49 scales were identified to measuring at least one quality of life item. Through this scoping review the available evidence to provide an overview of actions implemented/executed and scales used in public higher education institutions to promote worker health. Future studies should consider more rigorous designs and objective measures to measure the quality of life of these professionals, and develop target interventions based on factors associated with the work. It is also necessary to evaluate whether the strategies work.

As a result of reviewing the scientific literature, studying the legal framework, analysis of socio-economic conditions, modern practice of higher education institutions management, a contradiction was found between the high requirements for free economic management and the lack of criteria for evaluating its effectiveness on the basis of innovative technologies. This contradiction can be resolved by developing appropriate models and methods for evaluating the work effectiveness of higher education institutions. In this case, the method should be based on the results of the basic structural unit of the institution of higher education, meaning the department. The purpose of the work is to increase the informativeness of assessing the effectiveness for departments of higher education institutions by determining comprehensive performance indicators through the methodology of public funding distribution. The methodology is based on the principles of financing higher education institutions introduced by the Cabinet of Ministers of Ukraine. In order to create a methodology for assessing the quality of a higher education institution functioning, a set of criteria for assessing the education quality in higher education institution, the quality of scientific and international activities and financial activities were considered. The developed methodology allows to determining complex performance indicators through the method of public funding distribution, which operates with the following data: indicator of the estimated contingent of higher education; indicators of average competitive scores of entrants to study at the bachelor's and master's levels of education; an indicator of the scale of a higher education institution activity; indicators of personnel of scientific and pedagogical workers; indicator of a money amount from scientific works; students-winners indicators of a student scientific works competitions and Olympiads; an indicator of the publications number and citations according to the scientometric databases Scopus and Web of Science, meaning the international recognition for employees of higher education institutions. The formed methodology can be used by the administration of a higher education institution to calculate possible funding for the next year, determine the amount of funding for its departments, and so on.

Abstract The article deals with the experience of the use of the system of internal monitoring of the quality of higher education in UK Universities. There has been analyzed the existing model of the system of higher education monitoring at the level of a higher education institution within the scope of the British higher education model, discovered by a famous American education philosopher P. Monroe. There has been characterized the new document “The UK Quality Code for Higher Education”, which regulates the internal procedures of providing and monitoring the quality of UK universities. There have been provided the data of the comparative analysis of the trends of the internal monitoring of the Higher education quality of some UK universities. The monitoring trends, inherent in all higher education institutions, are the reports of external examiners, feedback of the students, reports of the institutional checkups. Other internal monitoring trends depend on the status, mission of an academic institution and are related to the polling of employers, higher education institutions’ alumni, analysis of the reports of the experts of the new curricula evaluation boards, etc. There has been analyzed the cyclic model of higher education monitoring in UK universities.

Orientation: After the 1994 democratic elections, South African organisations had to replace discriminatory policies with new policies to integrate all people and to embrace diversity. As a consequence stereotypes may be more prevalent in diverse working environments.Research purpose: The objective of this study was to explore the experience of stereotypes amongst the support staff within a higher education institution.Motivation for this study: Changes within South African working environments, and specifically higher education institutions, resulted in more diverse management teams and a more culturally diverse workforce. With this in mind, the experience of stereotypes may become more prevalent within South African working environments. Many researchers have focused on stereotypes; however, studies on stereotypes within South Africa are limited, especially within higher education institutions. Research approach, design and method: The research approach was qualitative and a case study design was employed. A combination of both quota and convenience sampling was used. The sample consisted of (N = 30) support staff within a higher education institution in South Africa. Semi-structured interviews were used to collect data.Main findings: The results indicated that the participants do experience stereotypes within their workplace and also hold stereotypes of other people within their workplace. The most prevalent stereotypes mentioned by participants were age, gender, racial and occupational stereotypes. There is also an indication that stereotypes have cognitive, emotional and behavioural effects on the stereotyped.Practical/managerial implications: Organisations should do away with stereotyping by embracing and managing diversity and dealing with stereotypes, specifically within higher education institutions. When managers are aware of stereotypes and the effects thereof in the organisation, they can make every effort to eradicate the stereotypes and address the impact thereof.Contribution: In an environment where there is a diverse workforce, stereotyping is more likely to exist. This study will provide useful information about stereotypes within a higher education institution seeing that there are a limited number of studies on this topic within South Africa and within this specific occupation. The results of the study will enlighten the organisation to become more aware of stereotypes and the debilitating impact that they have on the individual and the organisation, thereby providing the organisation with the opportunity to address stereotypes and the impact thereof on employees and the organisation.

Introduction. The confrontation of Ukrainian higher education institutions with the modern challenges and threats caused by the implementation in higher education of market economy principles and laws is possible under the conditions of appropriate organizational structuring. However, at present, scientific literature and practice do not have a generalized approach to the interpretation of basic concepts and categories of oorganizational structuring problems of higher education institutions in the conditions of development and formation of the education market. The purpose of the work is to specify the status and content of the categorical-conceptual apparatus of organizational structuring in the context of corporatization of higher education institutions. Results of work. The article deals with the basic provisions of structuring higher education institutions on the basis of corporatization. The peculiarities of applying a systematic approach to organizational structuring of higher education institutions are considered. The basic system para-meters of the higher education institution as a socio-economic system are described. The etymo-logy of the term «organization» is explored and the modern meaning of the term «organizational structuring» is clarified. Higher education institution is considered as a socio-economic organi-zation. Characteristics of organizational structuring of domestic higher education institutions are studied. Factors that have a significant influence on the organizational structuring process of higher education institutions are investigated and the functions of such structuring are analysed. The tools for organizational structuring of higher education institutions have been defined. The tendencies of organizational structures improvement of higher educational institutions have been worked out. The features of economic transformation that have a significant impact on the organizational structuring of educational institutions have been studied. Conclusions. The defined categorical and conceptual apparatus of organizational structuring of higher education institution is the basis for the system formation of characteristics of organizational structures, which quantitatively and qualitatively allows to obtain direct and indirect parameters of the existing structural construction in the process of designing, as well as for a structure that corresponds to the process of planning organizational changes in strategic development. The results obtained will help to clarify the understanding of the institution management in higher education the prerequisites of organizational structuring in terms of corporate governance. The subject of this Article is the offi cial position of the commandant of the Police Academy in Szczytno. In contrast, the author’s aim is to present the process of shaping the special attributes of this position, which is the status of an academic teacher. The article presents the se quence of organisational and legal changes to which the academic institution in Szczytno has been subject since 1972, as well as their impact on combining the status of academic teacher with the position of commandant of the Police Academy in Szczytno. The author comes to the conclusion that the process, which led to combining the status of an academic teacher with the position of the commandant rector of the Police Academy in Szczytno, was extremely tedious. This outcome was achieved only in 2018, i.e. almost fifty years after the unit in Szczytno obtained the status of a higher school. In the author’s opinion, it is an appropriate solution, because it fulfi lls the postulate of uniformity and systemic cohesion. Thanks to this, the legal situation of the rector of a higher education institution subordinate to the minister responsible for internal affairs was equated in the discussed scope to the situation of rectors of military higher education institutions and other rectors of public higher education institutions. In the opinion of the author, linking the position of the rector of a government service higher education institution with the status of academic teacher is also benefi cial for the institution itself and the person holding this offi ce. The author emphasises that the officers appointed to the position of commandant rector will be able to carry out scientifi c research activities and educate scientifi c staff in the institution they manage as academic teachers. A higher education institution may, in turn, list them and include their scientifi c output in the lists and reports required to be prepared as part of the procedures for the assessment of the quality of education provided by the institution and for the evaluation and categorisation of its scientifi c activities.

Retention is a critical topic on campuses across the nation. Numerous studies have examined how alcohol consumption affects retention but little to no research exists regarding the impact of alcohol violations on retention. This quantitative study examined over 7,000 freshmen at a regional, Midwestern, 4-year, public higher education institution. The participants were separated as either having a freshman-year alcohol violation or not having a freshman-year alcohol violation and then analyzed. The results of the study found that there was not a significant difference in retention for those with a freshman-year alcohol violation compared to those without a freshman-year violation. However, when looking only at those participants with a freshmanyear alcohol violation, a logistic regression analysis showed that high school GPA, minority racial status, amount of financial aid disbursed, not receiving loans, and not being Pell-eligible were all significant factors indicating a participant was more likely to return to school. However, this model only accounted for 18% of the variance in retention and future studies will need to include more variables to account for more variance in retention. The results of this study are valuable to all administrators at higher education institutions, especially student conduct administrators. The researcher proposes higher education institutions review policy and programming as it relates to alcohol education and alcohol violation sanctions to increase retention rates\namong alcohol violators.

COVID-19 has disrupted not only human lives but also the quality of education especially in developing countries of the South- Asian region. This study elaborates the impact of COVID-19 on education sector and also illustrate the strategies followed by the management of Higher Education Institutions (HEIs). The systematic review of 23 most relevant research studies shows that the Pandemic has affected students� learning, mental, physical, social and economical conditions badly. Particularly, students who do not afford the use of technological appliances are suffering more. HEIs need to have a smart online syllabus for various subjects. Furthermore, HEIs need to review their communication channel and technical assistance. The strategies implemented by HEIs during COVID-19 are useful and should be continued to keep offering quality education during upcoming academic sessions.

Diponegoro University is one reputable university belonging to Indonesia. This state university is located in Semarang, Central Java Province. Global dynamics have also colored its journey in implementing its traditionally assigned three missions: teaching, conducting research, and providing public services. These make this university highly confident heading to become a research university. A research university is a step to take that the university has its competitiveness to compete with the others in the world. There are some Higher Education-rankings institutions which evaluate all Higher Education Institutions in the world, such as Quacquarelli Symonds (QS) World University Rankings, Times Higher Education (THE) University Rankings, 4 International Colleges and Universities (4ICU), and Academic Ranking of World Universities (ARWU). Meanwhile, the ministry which has the function to make coordination with higher education institutions in Indonesia has also conducted higher education institutional ratings, primarily for Indonesian internal needs. The criteria of a research university refer to those evaluated by the higher education institutional ratings in the international level. A research university is a new paradigm which encourages a higher education institution in Indonesia to become highly confident to globally compete with the others in the whole world.
