This article considers the debate on ‘network neutrality’, and the idea that the internet should carry all internet traffic equally without prioritising different kinds of traffic or discriminating among types of content. It considers contemporary developments in the internet and its business models, and urges caution about adopting simplistic solutions in the name of saving the public internet. Instead, the author suggests that there is a need to clarify the public benefits of network access, and to develop mechanisms to support these.

"Network neutrality" encompasses a wide-ranging debate over what limits, if any, should be placed on network providers in pricing or managing Internet traffic. The articles in this volume tackle various aspects of this debate: Have other transportation networks been truly "neutral"? Should broadband providers be allowed to charge content providers for connecting with end users? How much price discrimination is appropriate and is it confined to network operators? How large are the potential costs of constraining traffic management practices? What are the tradeoffs from mandated loop unbundling to deter discrimination and what market power threshold justifies interventions?

The fight for network neutrality continues, despite disappointing court rulingOn October 1, 2019, a three-judge panel of the U.S. Court of Appeals for the D.C. Circuit delivered a long-awaited and complex ruling on whether the Federal Communications Commission (FCC) had the authority to eliminate Obama-era network neutrality protections that required all Internet traffic to be treated equally and prohibited blocking or prioritizing traffic in any way. The issue hinges in part on the reclassification of broadband as a telecommunications service, which would have made Internet service providers subject to stricter regulations. The judges ruled in favor of the FCC, saying it does have the authority to determine how the Internet is regulated (or not, in this case). At the same time, the court also determined the FCC still has work to do, remanding parts of the order back for further proceedings and, most importantly, rejecting the FCC’s attempts to prevent states from passing their own net neutrality rules.

The Internet is one of the largest and most complex communication and information exchange networks ever created. Therefore, its dynamics and traffic unsurprisingly take on a rich variety of complex dynamics, self-organization, and other phenomena that have been researched for years. This paper is a review of the complex dynamics of Internet traffic. Departing from normal treatises, we will take a view from both the network engineering and physics perspectives showing the strengths and weaknesses as well as insights of both. In addition, many less covered phenomena such as traffic oscillations, BGP storms, and comparisons of the Internet and biological models will be covered.


The advancement of technology and networking allows the use of the Web incredibly important. There is thus an exponential increase in data and information via the Internet. This flow thus is a beneficial field of study which can be defined accurately. Internet traffic detection is a very popular method of identifying information. Although so many methods have been successfully developed for classifying internet traffic, computer training technology among them is most popular. A short study of the classification of Internet traffic on various managed and non-regulated computer teaching systems was undertaken by many researchers. This paper will give various ideas to the other researcher’s and help them to learn a lot about machine learning

Abstrak: Meningkatnya penggunaan internet di dunia, membuat trafik internet menjadi tinggi. Kebutuhan akan interkoneksi antar jaringan yang meningkat terutama pada perusahaan yang mempunyai banyak cabang. Oleh karena itu perusahaan dituntut untuk mengeluarkan budget lebih banyak lagi. Untuk meredam pengeluaran yang terlalu berlebih maka dibutuhkan dibutuhkan sebuah jaringan Virtual Private Network (VPN). Dengan memanfaatkan Open VPN-Access Server biaya yang dikeluarkan lebih murah dibandingkan dengan sewa VPN-IP yang relatif lebih mahal biayanya. Untuk jaringan yang lebih baik, maka harus ditopang dengan struktur topology terbaik menurut pemasangannya. Pemilihan topology pada awal pembangunan jaringan sangat penting untuk membuat akses Virtual Private Network (VPN) ini terkoneksi dengan baik.   Kata kunci: VPN, Jaringan, Open VPN-Acces Server.   Abstract: The increasing use of the internet in the world, making internet traffic become high. The need for interconnection between networks is increasing in companies with many branches. Therefore companies are required to spend even more budget. To reduce excess expenditure, a Virtual Private Network (VPN) is needed. By utilizing Open VPN-Server Access that is issued is cheaper compared to VPN-IP leases that are relatively more expensive. For better tissue, it must be supported by the best topological structure according to installation. The choice of topology at the beginning of network development is very important to make this Virtual Private Network (VPN) access well connected.   Keywords: VPN, Networking, Open VPN-Acces Server.

Purpose The purpose of this study is to categorize network neutrality according to its issues under debate and assess the state of the debate based on such organization. In addition, the study discusses the reasons that network neutrality is so difficult to solve and the future research directions that would do so. Design/methodology/approach This study presents a critical review of the current network neutrality issues and summarizes the economic background of each position in the debate. The relevant literature is organized by issue to examine the reasons that the network neutrality debate is so difficult to solve and determine the further study required to solve it. Findings An analysis of the relevant literature suggests that the proponents and opponents of network neutrality disagree on the best methods of developing the Internet. Therefore, future research and regulatory and practitioners’ applications would greatly benefit from a comprehensive review of that literature. Originality/value Network neutrality regulation is receiving increased attention because the development and significant influences of the Internet are becoming more apparent.
