Abstract Objectives The European Network for Health Technology Assessment (EUnetHTA) was established in 2006 and comprises over eighty organizations from thirty European countries. In its fifth project phase (Joint Action 3), EUnetHTA set up a quality management system (QMS) to improve the efficiency and standardization of joint work. This article presents EUnetHTA's new QMS and outlines experiences and challenges during its implementation. Methods Several working groups defined processes and methods to support assessment teams in creating high-quality assessment reports. Existing guidelines, templates, and tools were refined and missing parts were newly created and integrated into the new QMS framework. EUnetHTA has contributed to Health Technology Assessment (HTA) capacity building through training and knowledge sharing. Continuous evaluation helped to identify gaps and shortcomings in processes and structures. Results Based on a common quality management concept and defined development and revision procedures, twenty-seven partner organizations jointly developed and maintained around forty standard operating procedures and other components of the QMS. All outputs were incorporated into a web-based platform, the EUnetHTA Companion Guide, which was launched in May 2018. Concerted efforts of working groups were required to ensure consistency and avoid duplication. Conclusions With the establishment of a QMS for jointly produced assessment reports, EUnetHTA has taken a significant step toward a sustainable model for scientific and technical collaboration within European HTA. However, the definition of processes and methods meeting the numerous requirements of healthcare systems across Europe remains an ongoing and challenging task.

Dynamic assessment is presumed to reveal specific difficulties in cognitive problem solving and determine the kinds of support which may aid in overcoming them. In the present study we examined whether these additional data provided by dynamic assessment contribute to the informativeness and usefulness of assessment reports, as rated by teachers. In the preliminary phase, nine preschoolers were tested with the adapted Serbian WISC, containing an additional block of dynamic assessment. In the main phase, two groups of elementary teachers (Nstat= 41, Ndyn= 44) rated the informativeness, usefulness, and clarity of reports based on either static, or static+dynamic assessment of three children from the preliminary sample. The results indicate a significant positive effect of dynamic assessment on teachers? ratings of the informativeness of reports (particularly regarding the child?s reactions to adult scuffolding) and their combined ratings of several aspects of the reports? usefulness. The reports did not differ with respect to clarity, and their informativeness and usefulness were generally rated very high. The findings thus provide empirical support for the proposed advantages of dynamic assessment, encourage its use in assessing school readiness, and urge school psychologists to regularly inform teachers on their observations from both static and dynamic cognitive assessment.

When faced with assessing the Canadian Engineering Accreditation Board (CEAB) graduate attributes, most programs will start by focusing oninstructor assessments. Course instructors are uniquely positioned to assess their students’ learning, and instructor assessments are sufficient to meet CEAB accreditation requirements. However, for a full picture, data from multiple sources is always desirable. At the University of Victoria, we have chosen to include co-op employer and student assessments in our graduateattribute assessment plan. In this paper, we present the assessment tools we have identified and created, and outline the system we have developed to sustainably produce assessment reports every term for every program. We highlight some of the challenges we have faced, and conclude by discussing our future plans

Abstract Aims To systematically assess the level of evidence for psychotropic drugs approved by the European Medicines Agency (EMA). Methods Cross-sectional analysis of all European Public Assessment Reports (EPARs) and meta-analyses of the many studies reported in these EPARs. Eligible EPARs were identified from the EMA's website and individual study reports were requested from the Agency when necessary. All marketing authorisation applications (defined by the drug, the route of administration and given indications) for psychotropic medications for adults (including drugs used in psychiatry and addictology) were considered. EPARs solely based on bioequivalence studies were excluded. Our primary outcome measure was the presence of robust evidence of comparative effectiveness, defined as at least two ‘positive’ superiority studies against an active comparator. Various other features of the approvals were assessed, such as evidence of non-inferiority v. active comparator and superiority v. placebo. For studies with available data, effect sizes were computed and pooled using a random effect meta-analysis for each dose of each drug in each indication. Results Twenty-seven marketing authorisations were identified. For one, comparative effectiveness was explicitly considered as not needed in the EPAR. Of those remaining, 21/26 (81%) did not provide any evidence of superiority against an active comparator, 2/26 (8%) were based on at least two trials showing superiority against active comparator and three (11%) were based on one positive trial; 1/26 provided evidence for two positive non-inferiority analyses v. active comparator and seven (26%) provided evidence for one. In total, 20/27 (74%) evaluations reported evidence of superiority v. placebo with two or more trials. Among the meta-analyses of initiation studies against active comparator (57 available comparisons), the median effect size was 0.051 (range −0.503; 0.318). Twenty approved evaluations (74%) reported evidence of superiority v. placebo on the basis of two or more initiation trials and seven based on a single trial. Among meta-analyses of initiation studies against placebo (125 available comparisons), the median effect size was −0.283 (range −0.820; 0.091). Importantly, among the 89 study reports requested on the EMA website, only 19 were made available 1 year after our requests. Conclusions The evidence for psychiatric drug approved by the EMA was in general poor. Small to modest effects v. placebo were considered sufficient in indications where an earlier drug exists. Data retrieval was incomplete after 1 year despite EMA's commitment to transparency. Improvements are needed.

Some relevant data and relevant guidelines were combined with the actual work which were referred to several environmental impact assessment reports.
