The aim of the article is to present the possible support of agricultural farms in investments enabling their thermo-modernisation within the Rural Development Programme (PROW) for the years 2014-2020. The analysis of the available literature on the subject and legal acts, both ones of the European Union and national ones regulating the discussed issue, was chosen as a research method. A comparison was also made between the number and value of contracted operations and the value of payments made within PROW 2007-2013 and PROW 2014-2020. The analysis of the aforementioned legal acts allowed indicating the abilities to support the fulfilment of thermo-modernisation undertakings in agricultural farms from the EU funds, and the analysis of empirical data enabled an evaluation of both programmes in terms of the implementation rate of the activity when compared with all the activities available within PROW.

Hungary’s accession to the European Union caused major changes in the country’s life. Rural development subsidies can be received through extensive application mechanisms. This is particularly challenging for lagging micro-regions. My study presents the lagging microregion of Ibrány-Nagyhalász, focusing on what types of organizations and upon what grounds received subsidies in the framework of the Agriculture and Rural Development Operational Programme 2004–2006 (AVOP). I focus on the same parameters when examining the measures in the third axis of the New Hungary Rural Development Programme 2007–2013 (ÚMVP), followed by a comparison between the two programmes’ effectiveness. I conclude that due to the experience collected throughout the period of AVOP, both the number and the quality of applications have risen from the year 2007. Still, due to the lack of competence, cooperation and motivation, the region's planned improvements are not yet fully met and the capabilities of the region are not yet fully exploited. For the future, even more complex and more feasible projects are needed.

AbstractThe European Union has been a rare feat achieved by the continent’s societies. Today, almost 15 years since its biggest enlargement and 10 years since the signing of the Treaty of Lisbon, Europe is facing unprecedented challenges, both globally and internally. It long seemed that the way to take on the challenges of the changing world was through united diversity—a stance that is no longer a given. Adopted on the 60th anniversary of the Treaty of Rome, the Rome Declaration was supposed to address the greatest challenges lying ahead of the EU and its member states.Based on an analysis of the Rome Declaration in the light of the Treaty of Lisbon, this paper outlines the biggest threats and possible scenarios of the European integration process. The ruminations below indicate that the declaration signed by the leaders of the 27 member states by and large successfully determined the key problems of European integration. However, contrary to the appearances, it fails to address them in substance. The overriding research method adopted in this study was a critical analysis of the subject literature, as well as EU studies and documents.

AbstractThis paper aims at identifying the extent to which Romania has accessed European funds for agriculture and rural development in the 2014-2020 period. During this financing period, Romania has received more than 8.12 billion euros from the European Union budget, more precisely from the Agricultural Fund for Rural Development (EAFDR), through the National Rural Development Programme (NRDP). Five percent of the available amount was allocated to the Leader approach at local level and at least 30% was allotted for environmental protection measures. This paper will analyze the number of projects which were submitted, selected and contracted and the payments made until 2019. Subsequently, an analysis will be carried out of the NRDP sub-measures in order to prove the usefulness and necessity of this type of structural programme. The rate of absorbtion of European funds will be closely correlated with indicators such as the evolution of the GDP / inhabitant, the population and the number of enterprises in rural areas, the employed population and the number of enterprises in agriculture, forestry and fisheries, the development of villages through the construction or modernization of roads, sewage infrastructure, water and gas. To conclude, the positive and negative aspects regarding the implementation of European funds will be listed, especially in the fields of agriculture and rural development in Romania.

The aim of the paper was identify and assess progress in selected actions implemented under the Rural Development Programme (RDP) 2014-2020 as a source of financing entities’ innovative undertakings. The availability of European funds allocated to entities for increasing their competitiveness through innovativeness is a key element creating and developing innovative economy. The paper describes the essence of innovativeness and indicates selected instruments supporting innovativeness under the RDP 2014-2020. It also discusses the areas, ranges limits and use of support provided to business projects. The empirical data came from reports, documents with public statistics and unpublished data of the Agency for Restructuring and Modernisation of Agriculture. The authors stressed out the fact that the perception as well as the economic and financial situation of entities currently functioning under precarious and unstable conditions, affect their openness to the EU offer. The EU funds will enable new entities to initiate innovative trends, whereas old entities can continue these trends through investment activity. The process of applying for funds is complicated, so it is not easy to receive support. It is necessary to take actions which will increase efficient use of the funds.

Apulia Region has many resources for rural tourism development. The reviewpaper analyses opportunities of Apulia region (south-eastern Italy) in rural tourism.The paper describes financial instruments of the European Union (EU), mainly theEuropean Agricultural Fund for Rural Development (EAFRD), allowing ruraloperators to develop innovative and unique rural tourism offer. An important shareof the EAFRD is dedicated to diversification including rural tourism. The papersheds also light on opportunities offered by 2007-2013 Rural DevelopmentProgramme (RDP) of Apulia region and the role of Local Action Groups (LAG).The manuscript illustrates as well tourism statistics evolution in the period 2007-2013. The paper ends with perspectives offered by the new RDP 2014-2020, thatwas just approved; it specifically focus on new financing measures for strategies todevelop incoming rural tourism in Apulia region and cooperation networks amongLAGs.

The aim of the article is to present possible scenarios on maintaining democracy in the EU, while assuming different hypothetical directions in which it could develop as a federation, empire and Europe à la carte. Selected mechanisms, norms and values of the EU system that are crucial for the functioning of democracy in the European Union are the subject of this research. The abovementioned objective of scenario development is achieved through distinguishing the notions of policy, politics and polity in the research. In the analysis of the state of democracy in the European Union both the process (politics) and the normative approach (policy) have been adopted. The characterised norms, structures, values and democratic procedures in force in the EU will become a reference point for the projected scenarios. The projection refers to a situation when the existing polity transforms into a federation, empire or Europe à la carte. The article is to serve as a projection and is a part of a wider discussion on the future of the basis on which the European Union is build.


The article is devoted to the research of the possibilities of cooperation between the European Union (EU) and Ukraine in the use of blockchain technologies. The transition to the blockchain allows to minimise costs and maximise the results of economic activity. The experience of using blockchain technologies by world corporations is analysed. The subject of the research in the article is the potential of economic cooperation between the EU and Ukraine in the field of implementation and use of blockchain technologies. The purpose of the article is to find out the economic prospects of cooperation between the EU and Ukraine in the use of blockchain technologies. Tasks: researching of tendencies of development of blockchain technologies and possible variants of their implantation in activity of the Ukraine’s enterprises, searching for benefits from cooperation between Ukraine and the EU in the field of use of blockchain technologies. General scientific used research methods: analysis – to determine the peculiarities of the use of blockchain technologies in the EU, synthesis – to find opportunities for cooperation between Ukraine and the EU in the use of blockchain technologies. The obtained results: based on the analysis of the dynamics of changes in the field of enterprise technology, problematic aspects are identified and the main advantages of the transition from the traditional management model to blockchain platforms are identified, and the economic benefits of locating mining farms in Ukraine compared to some EU countries are calculated. Conclusions: using of blockchain technologies by modern enterprises gives them a number of competitive advantages, including saving on labor costs, increased information security, reduced costs for quality control of products/services, etc. Blockchain allows to promote more sustainable cooperation between EU and Ukrainian companies not only in trade, but also in industry, finance and energy. By implementing joint blockchain systems with the EU, Ukraine can provide mining with low costs for electricity and wages.

In the discussion on the EU migration policy, it is impossible to evade the issue of the relation between this policy and the EU foreign policy, including EU common foreign and security policy. The subject of this study are selected links between migration issues and the CFSP of the European Union. The presented considerations aim to determine at what levels and in what ways the EU’s migration policy is taken into account in the space of the CFSP as a diplomatic and political (and subject to specific rules and procedures) substrate of the EU’s external action.

The European Union (EU) provides financial assistance to the countries that are the current candidates and the potential candidates for the development of rural areas. These countries are supported by rural development (RD), one of the five components of the instrument for pre-accession assistance (IPA). Turkey is also a candidate country to benefit from the financial assistance provided by the EU. This research aims to reveal the situation of the projects carried out with IPARD in Çanakkale province within the country. As a matter of fact, Çanakkale takes place at the lower ranks in terms of the number of projects and the number of grants. Despite its potential, the reasons for not achieving the desired results in this province are the lack of qualified consultants, insufficient access to beneficiaries, and problems in licensing of lands. This research, thus, has also put forward various solution suggestions in order to minimize these problems.

The article presents the evaluation of multifunctionality of Czech agriculture and its individual farm categories in the period of 2003–2005. It compares the situation before and after the EU accession. The assessment is based on the set of indicators for the three elementary axes of multifunctionality: economic efficiency, relations to environment and relations to rural development. Applying the presented method of multi-criterion evaluation and during the period of 2003–2005 on average, the highest level of multifunctionality is found in the category of farms of physical persons with 101–300 ha (score 174) and the lowest level in the category of collective farms – cooperatives and joint stock companies (score about 115). However, compared with the pre-accession period, the collective farms show the highest growth of the score (by 17%) after the EU accession.
