The main goal of this work was to show the necessity of implementing enviromental aspects into existing agricultural productivity theories. The authors presented the issues of integral productivity and balanced intensification. A new approach to existing measures of farm productivity was discussed as well. Productivity index including environmental aspects (so called Environmentally Adjusted Total Factor Productivity) was showed. European farming, formed by the Common Agricultural Policy, currently implements the ideas of intensification and balanced progress most effectively. At the same time, it is on the development path enabling convergence of these two ideas.

<p>The need to keep the expected level of production in agriculture generates a serious burden on the environment. The most important environmental factors exposed to the impact of agriculture include biodiversity and water, air, and soil quality. Assessments of all these environmental aspects related to agricultural production are negative. The condition of the agricultural environment has been subject to rapid deterioration. In such a situation, environmental instruments have drawn particular attention from the European legislature when developing new guidelines of the Common Agricultural Policy to be applicable after 2020.</p>

In the European Union, the support of Less Favoured Areas (LFA) has a long tradition as a part of the Common Agricultural Policy (CAP). Above all, it is the objective of the subsidies to maintain the agricultural production in LFAs, but also to consider the environmental aspects in LFAs and its funding schemes. Investigations of the latter are subject of this article. After having discussed the theoretical possibilities to influence environmental impacts by the funding scheme, several analyses are compiled and complemented by own calculations. The research has shown that agricultural practices within Less Favoured Areas are more environmentally friendly than in other areas. Environmentally friendly in this regard means e.g. a lower use of fertilisers and pesticides, but also a higher participation rate in agri-environmental measures. In addition, the crop structures of farms are analysed, e.g. the share of maize and wheat in farms inside and outside the LFAs. While the results presented in this paper relate mainly to Germany, the information on the European level is also taken into consideration. Finally, based on these investigations, recommendations for the revision of the funding programmes following 2013 are given. &nbsp;

This article presents three variants of the Pulse Width Modulation (PWM) for the Double Square Multiphase type Conventional Matrix Converters (DSM-CMC) supplying loads with the open-end winding. The first variant of PWM offers the ability to obtain zero value of the common-mode voltage at the load’s terminals and applies only six switches within the modulation period. The second proposal archives for less Total Harmonic Distortion (THD) of the generated load voltage. The third variant of modulation concerns maximizing the voltage transfer ratio, minimizing the number of switching, and the common-mode voltage cancellation. The discussed modulations are based on the concept of sinusoidal voltage quadrature signals, which can be an effective alternative to the classic space-vector approach. In the proposed approach, the geometrical arrangement of basic vectors needed to synthesize output voltages is built from the less number of vectors, which is equal to the number of the matrix converter’s terminals. The PWM duty cycle computation is performed using only a second-order determinant of the voltages coordinate matrix without using trigonometric functions. A new approach to the PWM duty cycles computing and the load voltage synthesis by 5 × 5 and 12 × 12 topologies has been verified using the PSIM simulation software.

Summary The objective of the paper is to present the results of negotiations on the EU budget for 2014-2020, with particular emphasis on the Common Agricultural Policy. Authors indicate the steps for establishing the budget, from the proposal of the European Commission presented in 2011, ending with the draft of UE budget agreed at the meeting of the European Council on February 2013 and the meeting of the AGRIFISH on March 2013 and then approved by the political agreement of the European Commission, European Parliament and European Council on June 2013. In this context, there will be an assessment of the new budget from the point of view of Polish economy and agriculture.
