Spatial plans for special purpose areas for natural resources are one of the main instruments for their protection and development, and significant results have been achieved in spatial planning practice in Serbia in recent years. The main purpose of this research is to consider a methodological framework for drawing up integrated plans enabling protection and development in areas of natural resources. The results of a comparative analysis are presented through a case study of four spatial plans: for the Kopaonik and Djerdap national parks and for the Stara Planina Mountain and Radan Mountain nature parks. The representation of the elements and models of implementation in the plans was considered. The main conclusion of this paper is that the integrated planning for the protection and development of natural resource areas in spatial plans is satisfactory, primarily in terms of the relativization of conflicts, though monitoring the implementation of the plans can be further improved.

Abstract. The importance of intact ecosystems for human-wellbeing as well as the dependence on functions and services they provide is undoubted. But still neither the costs of ecosystem degradation nor the benefits from ecosystem functions and services appear on socio-economic balance sheets when development takes place. Consequently overuse of natural resources is socio-economically promoted by conventional resource management policies and external effects (externalities), equally positives and negatives, remain unregarded. In this context the potential of payments for hydrological ecosystem services as a political instrument to foster sustainable natural resource use, and rural development shall be investigated. This paper introduces the principle concept of such payments, presents a case study from Nicaragua and highlights preliminary effects of the application of this instrument on natural resource use and development.

Abstract. Lelloltery H, Rumanta M, Kunda RM. 2021. Strategy for marine ecotourism development based on natural resource management: Case study in Kotania Bay, Western Seram District, Maluku. Nusantara Bioscience 13: 91-99. The study aimed to identify the potential for marine ecotourism in Kotania Bay, and formulated strategies and priorities for developing marine ecotourism in Kotania Bay. Data collection on ecological potential consisted of mangrove and fauna vegetation using the line transect method, while coastal and marine resources included coral reefs and reef fish using the Line Intercept Transect (LIT) method. Development strategies and priorities used the SWOT and AHP methods. The results showed that the potential of coastal natural resources around the Kotania Bay consisted of 12 mangrove species belonging to7 families with species diversity index 1.76, and dominated by Rhizophora mucronata and Bruguiera cylindrica. The bird species were 33 species belonging to 23 families, with several endemic species such as Philemon subcorniculatus, Eulipoa wallacei, Birgus latro, and Pteropus melanopogon. Potential marine water resources consisted of 45 coral species belonging to 23 genera and 14 families with 10-12 life-forms. The diversity of reef fish species was quite abundant consisting of 129 species from 60 genera and 22 families. The sand beach on Marsegu island is a tourist destination that is demanded by the tourists. SWOT analysis showed that the potential of coastal and marine natural resources in Kotania Bay is very likely to be developed as marine ecotourism.

The problems and challenges facing complex planning in Bulgarian municipalities are outlined. Alternatives for integrated planning are proposed in order to achieve sustainable local development.

Natural resource management has entered a new stage in 2018 in the People’s Republic of China (China) marked by the establishment of the Ministry of Natural Resources of China (MNRPRC). More functions and responsibilities are integrated in the MNRPRC to build a uniform management system for full natural resource features in China with the aim of implementing uniform spatial planning and regulation, management, use and control, surveying, and registration for full natural resources. This paper first provides a detailed analysis regarding full natural resources with the perspectives of spatial forms and rights, restrictions, and responsibilities (RRRs); then, the modelling foundation of the “uniform” concept in natural resource registration is reconsidered. Lastly, we put forward a basic conceptual model for the uniform registration of full natural resources based on LADM (Land Administration Domain Model).

This paper focuses on the effect natural resources have on the intensity ofcivil conflict in the context of states developing natural resource and counterinsurgency policies. This paper conducts a comparative within-country case study to test the relationship between natural resources and civil conflict intensity. Through a comparative within-country case study, the effect of coca cultivation on the intensity of Peru’s civil war is examined to test the hypothesis that natural resources cause more intense civil conflict. This hypothesis is deemed plausible, as evidence is used to test three causal mechanisms: natural resources provide insurgents with wealth, increase the “prize value” of a region, and draw more international attention and intervention. These mechanisms are confirmed for the case of Peru, and a fourth, and initially unexpected, mechanism emerges.

<p><strong>Abstract</strong></p><p>The aim of this study is to present proposals relating to the conservation-development and regeneration strategies for Denizli–Kaleiçi as a historical environment which is functioned traditional trading and handicraft center. Within this context, it is proposed priority planning sites and themes in Denizli–Kaleiçi by examining the changes in spatial characteristics and functional identity in the historical process. These proposals are defined on a methodological framework called as morphological analysis depending on the cataloging of analytic maps by getting data from historical written and visual sources with a detailed survey. As result, it is considered that this study contributes to planning–designing and implementation studies focused on sustainable conservation–development pursuits according to the different academic and scientific point view and also methodological frame in the context of priority planning sites and themes depending on strategic spatial planning approach.</p><p><strong>Öz</strong></p><p>Bu araştırma, Denizli kentinin mekânsal ve işlevsel açıdan ilk kuruluş yeri olarak geleneksel ticaret–zanaat alanı işlevindeki Kaleiçi tarihsel kentsel alanını konu edinmektedir. Araştırmanın amacı: Denizli–Kaleiçi tarihsel kentsel alanının tarihsel gelişim sürecinde mekânsal karakteristik ve işlevsel kimlik değişiminin irdelenerek, geleceğe yönelik koruma, geliştirme ve yenileme stratejileri için öncelikli müdahale konu ve alanlarına yönelik öneriler geliştirilmesidir. Bu öneriler; Denizli–Kaleiçi tarihsel kentsel alanını, yazılı ve görsel kaynaklar ile yerinde tespit–gözlem–fotoğraflama çalışmaları eşliğinde edinilen bilgi birikiminin, analitik haritalara aktarılması yoluyla morfolojik açıdan analiz edilmesine dayanan yöntem kurgusu eşliğinde ele alınmıştır. Araştırmanın, Denizli–Kaleiçi tarihsel kentsel alanındaki kültürel miras değerlerinden oluşan sosyo–mekânsal ve ekonomik altyapının gelecek kuşaklara aktarılarak, sürdürülebilir kılınmasına yönelik planlama–tasarım ve uygulama düzeyindeki koruma–geliştirme çabalarına “öncelikle müdahale konu ve alanların tespiti” bağlamında akademik–bilimsel araştırma altyapısı ve yöntem olarak farklı bir bakış açısı sunacağı düşünülmektedir.</p>

Tourism has proven as economic generator in several local districts in Indonesia. Natural resources have significant factors in accelerating the tourism developments. Sumber seneng in Rembang county is an example of the natural resource based tourism district. However the development of Sumber seneng park is still on going process related to the district potential’s study. ADO-ODTWA (Analisis Daerah Operasi Obyek dan Daya Tarik Wisata Alam) is an analysis for tourist attraction from Indonesia Forest and Natural Conservation Agency. This research was part of the study to evaluate Sumber seneng park as object tourism case using ADO-ODTWA analysis. This study performed literature study to arrange the evaluation sheet, site observation based on the ADO-ODTWA evaluation’s results as case study. The result of this study shown detail steps to evaluate tourism object using ADO ODTWA and  mentioned that Sumber Seneng Natural Park has potentials to be tourism object and need more development to optimize it.
