Using Latgale region as a case study, this paper explores the influence of the quality of spatial planning to territorial development. The paper analyses measurement of quality of development planning document and interrelationship between quality of development planning documents and indicators of territorial development. Spatial planning is a practical and useful instrument introduced by the European Community and national governments throughout the last decade with the aim to promote development of regions and reach territorial cohesion. In order to assess interconnections between quality of spatial planning documents of local governments of Latgale region and territorial development indicators the following tasks were performed: to describe the methodology for evaluation the quality of spatial planning documents, to describe the results of interconnections between quality of spatial planning documents in local governments of the region and development indicators.

This study aims to examine development communication in community participation in village development planning. Community participation is very important because it can guarantee the effectiveness of development programs. There are a number of obstacles to community participation in development planning. Some identified barriers are the absence of legal support (Rumensten, 2012), lack of public awareness, low quality of human resources, length of stay and hours employment type (Wijaksono, 2013), lack of socialization from the government (Sagita, 2016), poverty and limited access provided by the government (Ompusunggu, 2017), and interest of bureaucracy in planning (Mbeche, 2017). These studies, indeed, have not considered yet cultural factor leading to disinvolvement. This qualitative case study extends previous studies by revealing the culture of mamfatin ukunrai discouraging community participation in development planning in Naran Village (pseudonym), Raimanuk Subdistrict, Belu Regency. Mamfatin ukunrai is a custom considering development planning is government's duties and responsibilities. Villagers are merely the executor of development programs. This custom is a legacy of royal government system and dominates the mindset of villagers. The tradition of highly appreciating the government unwittingly creates an invisible distance between government and society. It has discouraged villagers’ participation.

Summary Background: In 2007, we initiated a health information management (HIM) track of our biomedical informatics graduate program, and subsequent ongoing program assessment revealed a confluence of topics and courses within HIM and clinical informatics (CI) tracks. We completed a thorough comparative analysis of competencies derived from AMIA, AHIMA, and CAHIIM. Coupled with the need to streamline course offerings, the process, described in this paper allowed new opportunities for faculty collaboration, resulted in the creation of a model assessment for best practice in courses, and led to new avenues of growth within the program. Objective: The objective of the case study is to provide others in the informatics educational community with a model for analysis of curriculum in order to improve quality of student learning. Methods: We describe a case study where an academic informatics program realigned its course offerings to better reflect the HIM of today, and prepare for challenges of the future. Visionary leadership, intra-departmental self-analysis and alignment of the curriculum through defined mapping process reduced overlap within the CI and HIM tracks. Teaching within courses was optimized through the work of core faculty collaboration. Results: The analysis of curriculum resulted in reduction of overlap within course curriculum. This allowed for additional and new course content to be added to existing courses. Conclusions: Leadership fostered an environment where top-down as well as bottom-up collaborative assessment activities resulted in a model to consolidate learning and reduce unnecessary duplication within courses. A focus on curriculum integration, emphasis on course alignment and strategic consolidation of course content raised the quality of informatics education provided to students. Faculty synergy was an essential component of this redesign process. Continuous quality improvement strategy included an ongoing alignment of curriculum and competencies through a comparative analysis approach. Through these efforts, new innovation was possible. Eight New York nursing homes, 4 open and 4 closed, were chosen at random for analysis. They were examined to determine if a relationship between age of assets, fiscal viability and quality of care existed. Three years of data for each nursing home was selected Several financial variables were used to construct a fiscal viability index; and a patient care index was created from selected measures that are used to measure specific aspects of institutional care. The premise was that the constructed indices will demonstrate a significant difference between closed nursing homes and homes remaining open. The analysis found that fiscal viability index could be a significant factor to differentiate the two groups of nursing homes, but the quality index showed no significant difference between the two groups.

Spatial plans for special purpose areas for natural resources are one of the main instruments for their protection and development, and significant results have been achieved in spatial planning practice in Serbia in recent years. The main purpose of this research is to consider a methodological framework for drawing up integrated plans enabling protection and development in areas of natural resources. The results of a comparative analysis are presented through a case study of four spatial plans: for the Kopaonik and Djerdap national parks and for the Stara Planina Mountain and Radan Mountain nature parks. The representation of the elements and models of implementation in the plans was considered. The main conclusion of this paper is that the integrated planning for the protection and development of natural resource areas in spatial plans is satisfactory, primarily in terms of the relativization of conflicts, though monitoring the implementation of the plans can be further improved.

This research discusses the development of educators and education staff which aims to determine the quality of performance carried out whether it has increased or not. Schools need to develop educators and education personnel to improve quality and ability through development activities such as training, career development, and motivation so that the success of human resource development can be determined. This research uses a case study approach with qualitative research, the methods used are interviews, observation, and the use of documents as data collection. The results of the research show that the form of development that has been carried out by the school is by providing various training that has been planned, then through gradual career development planning and in accordance with the tenure, and through providing motivation to all human resources. Then the success of the development can be seen through improving the performance of each human resource, through performance appraisals carried out by the principal and his representatives and paying attention to predetermined performance indicators.

The paper assess marginal and control territories within the Moscow Metropolitan area using a comparative analysis of fluctuating asymmetry method and determining the area of leaf damage to obtain a comprehensive assessment of the territory from the point of view of human habitation with minimal comfort parameters within the sensitivity of plants. The results of the combined analysis of two methods are obtained, which confirm the possibility of their use and the representativeness of the results obtained in assessing the comfort of the environment. The assessment of the quality of the environment in marginal territories was made by quantitative and qualitative indicators for the rational use of land resources, their involvement in economic turnover with the creation of favorable conditions for ensuring the flow of social processes of territorial development and comfortable life support of the population. It was proposed that socially-oriented infrastructure, leisure facilities, and social and cultural facilities have been formed in these territories with a sufficiently large and diverse number of types and forms of employment for the population, which should become the basis for the development of marginal territories.
