By most assessments, Jimmy Carter's presidency was a failure. The popular image of Carter is that of a president who was politically naive, an inept manager, a well-meaning but nettlesome scold, and an unsuccessful leader. According to two recent scholarly evaluations, Carter was an ineffective leader who ranks in the bottom quintile of the thirty-nine presidents who have preceded George Bush.

Over a period of one year, data were obtained from four groups of university students to compare the stability of scores on the McCroskey and Jenson Source Credibility Scale and the Leathers Personal Credibility Scale in repeated tests. Using pre- and posttest scores, perceptions of President Clinton were obtained at four intersections while perceptions of Hillary Clinton, Jerry Brown, George Bush, and Ross Perot were obtained on a single date. The two scales used in the test yield approximate explanations of variance and coefficients a across the 16 analyses. The results suggest that current conceptualization and measurement of source credibility do not provide consistent dimensions on repeated tests.


To legitimize US invasion of Iraq, Bush fabricated fake intelligence reports, and depended solely on propaganda; he manipulated language in a well-calculated manner; most particularly, the metaphors chosen and devised for his speeches were such that convinced the US citizens about the legitimacy of the invasion, elicited financial support of the European allies and moral support of the majority of the world community. This research work used discourse analysis to study the metaphors that were used by George Bush in the speeches he made on 8 different occasions, and the theoretical framework used in it is the combination of critical discourse analysis CDA with postcolonial theory concept of orientalism.It utilized both qualitative and quantitative data collection tools.It found that most of the task was accomplished through the linguistic manipulation in the shape of metaphor used to dehumanize the enemy, which first made the US citizens feel as victims to the jealousy of rogue Muslim states for intending to completely annihilate them; then, it made appeal to their sense of justice, sense of security, and right to self-defense. By grouping the world citizens into Us and Them groups, the innocent, peace-loving and the war-mongers, the angels and the devils, and then by placing themselves and the rest of the world among the first group and placing the powerfulMuslims states among the second group, the US exploited the feelings and thoughts of all. Despite the UN and the rest of the world having come to know the sheer lies of the US now, the US still has managed to flog a dead horse and blind-fold majority of the world through this linguistic manipulation in the form of using dehumanizing metaphors

The trend of Bush's policy and its impact in international affairs is worth noting during the second presidential term of George Bush. The US, besides persisting in pushing forward its ‘democratisation plan in the greater Middle East’, has been intensifying its attempt to penetrate into Central Asia. For some time now, the main focus of US foreign policy has been Iraq, the Gulf and the Middle East, but it has given equal importance to containing the so-called ‘North Korean nuclear weapon’ and to the ‘Iranian nuclear issue’. There were new developments in China-Russia-India tripartite relations. China and India agreed to establish a strategic partnership, greatly promoting bilateral relations between them. The developmental process in these countries, Russia-China and India, has provided ample scope for strengthening trilateral cooperation among them.

Los jueces son hoy actores políticos importantísimos. Esto es efectivo tanto en Chile como en el mundo entero. El Brexit, por ejemplo, fue publicitado, entre otras cosas, como una forma de librarse de una buena vez del enorme poder de la Corte Europea de Justicia, la cual supuestamente tenía a los Británicos subyugados de modo que debían, en palabras de Theresa May, “retomar el control”. En los EEUU, las recientes elecciones tenían a todos pendientes de lo que harían los tribunales, recordando que el año 2000, cuando compitió George Bush contra Al Gore, fue la Corte Suprema la que finalmente decidió quien ocuparía el sillón presidencial estadounidense. En este trabajo entregaremos algunas nociones básicas sobre el rol político que cumplen hoy los jueces, y en especial en relación con los DESC. Podemos adelantar que en el tema existen defensores y detractores, todos con fuertes argumentos. Dividiremos el ensayo en tres partes distintas. Una primera de introducción al tema, donde fijaremos algunos conceptos básicos. La segunda, en que analizaremos los argumentos de quienes defienden y quienes condenan la actividad del juez en relación con los DESC. En la tercera parte veremos algunos ejemplos sacados de la realidad chilena que ilustran lo planteado en las secciones uno y dos del presente trabajo.

Since 2002 until now, the Iranian nuclear program remains one of the hottest international problems despite the efforts of three US presidential administrations, which ruled during this time to solve the Iranian issue. This article analyses and compares the policy toward Iran of three US presidents George Bush, Barack Obama, and Donald Trump, discusses the positive and negative consequences of their attempts to solve the Iranian nuclear issue, and outlines the future prospects of US-Iran communication over the nuclear deal. President Trump's policy on Iran was somewhat similar to that of President Bush, both presidents rejected the policy of any concessions to Iran and focused on the policy of pressure. The US withdrawal from the JCPOA influenced not only the relations between the US and Iran, but also the relations of European countries, as since its release in 2018, Europe has tried to save the JCPOA and deter Iran from resuming its nuclear program. In general, Trump's policies not only canceled the nuclear deal, which was the result of long negotiations by the Obama administration, but also complicated further negotiations with Iran. Despite the victory of Democrat Joe Biden, who is a follower of Obama's policies, signing a new agreement with Iran may be even more difficult than it was in 2013-2015, because Iran's missile program has become even more developed, as well as distrust of international treaties as well. The article analyzes the possible consequences of Trump's policies and options for returning to dialogue and agreement. The next crucial stage in Iran-US relations is the upcoming elections in Iran in 2021, the results of which will affect the readiness of any concessions to ease sanctions and establish a dialogue. On September 8, 1992, President George Bush transmitted to the Senate for advice and consent to ratification the United Nations Framework Convention on Climate Change, adopted at New York on May 9, 1992, by the Intergovernmental Negotiating Committee for a Framework Convention on Climate Change and signed on behalf of the United States at the United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro on June 12, 1992.
