The purpose of the present study is to identify the determinants of upper secondary level students’ intentions whether to choose a private or a public higher learning institution. Ajzen and Fishbein’s (1980) Theory of Reasoned Action was used as the basis for this study. The theory posits that the immediate determinant of behavior is intention. Intention is determined by the weighted attitude toward the behavior and the weighted subjective norm. Combinations of beliefs, evaluations, and motivation to comply determine attitude and subjective norm towards behavior. Salient beliefs related to attitude towards both private and public institutions of higher learning and salient beliefs related to the subjective norm for both private and public higher learning institutions were identified. The sample consisted of 132 students whose age ranges from 16 years to 24 years. Hypotheses generated in accordance to the theory were confirmed. The findings also showed that attitude toward behavior and subjective norm explained 75% of the variance in behavioral intention for both private and public institutions of higher learning. Attitude toward behavior had a greater relative weight (β =0.539) compared to the subjective norm (β =0.401) for both private and public higher learning institutions. Implications of the above findings are discussed.

Insufficient academic attention has been paid to household water conservation behavior in arid and semi-arid areas of developing countries. Based on a questionnaire survey, this study analyzed factors influencing the water conservation behavior of urban residents in Zhangye City in China. Of the two variables addressed in the theory of reasoned action, attitudes toward water conservation had no obvious influence on water conservation behavior, whereas subjective norms did have an influence. Furthermore, general environmental concerns had no direct, significant influence on water conservation behavior. It has been argued that environmental motivational factors have a limited influence on water conservation behavior. The theory of reasoned action may not sufficiently explain domestic water conservation behavior in the study area, where the economy remains underdeveloped. Three contextual factors, beliefs regarding local water resources, incremental water conservation information and attitudes toward frugality, were significantly correlated with water conservation behavior.

During COVID-19 period students usually had to go to a physical place for learning. Nonetheless, the outbreak of the COVID-19 has birthed an array of highly creative innovations that have cut across several industries but has exposed the lack of technology in these sectors including the already fragmented education sector of African countries which needs restructuring and transforming. Many public and private Universities have had to be reactive but face steep contextual challenges in the conventional methods of creating, delivering, and capturing value in the education sector. This paper aimed to investigate online classes during the COVID-19 pandemic in different universities in Africa with a focus on five universities. The study adopted the Constructivist Theory. The research was guided by three main objectives including (1) To explore the effectiveness of online education in African Universities; (2) To assess the challenges facing online classes during COVID-19 in African universities; and (3) To determine possible strategies to curb challenges facing online education in higher learning institutions during COVID-19 and post-pandemic in Africa. The study employed a qualitative and quantitative method in data collection. The targeted population is lecture students from five Universities in African countries including Tanzania. The result of the study indicated that students learned more in less time and liked their classes more when ICT-based instruction was included. Notwithstanding, the majority of the participants demonstrated that learners in higher institutions in Africa have trouble accessing the E-learning technology system.
