DECISION-MAKING SYSTEM WITHIN THE FRAMEWORK OF THE GLONASS CONCEPT FOR TRACKING OBJECTS IN THE CONTROL ZONE

The author of the paper analyzes the problem of constructing a subsystem of decision support within the transport logistics system. The subsystem is based on the new concept of using navigation systems, which, in contrast to the existing concepts, not only registers facts of violation of the regulations about storing and transporting goods, but also prevents malicious acts in relation to the handled goods. To unify decision-making procedures, there is offered a general format of typical patterns of decision-making situations, including the following sections: type of non-standard situation; territorial-and-spatial characteristics of non-standard situation; description of non-standard situation; passport data of the sources providing information about non-standard situation; specific parameters and characteristics of non-standard situation; registering andnon-standard situation changes over time; statistical data on each non-standard situation. The author gave a complete disclosure and detailed analysis of each section and offered a general algorithm for the decision-making process within GLONASS system for delivering logistics services, which should be placed in the control center of the transportation company providing freight services. According to the analysis of the algorithm, there has been formed a list of information technologies advisable to use in GLONASS system for providing services.

. a secure and stable operation of power grid will provide critical assurance for sustainable development of society and economy. Through power grid dispatching auxiliary decision-making system, key information could be obtained from various information sources of the control center such as energy management system, security and stability control system and safety production information system. In case that accident occurs, this intelligent auxiliary decision-making system will provide full assistance to dispatcher with dealing with accidents by starting failure diagnosis function and producing project for coping with accidents. Accelerate transformation of accident handling style from empirical style to analytical and intelligent handling style to improve technical level of sensing of power grid operation status, risks assessment, failure diagnosis and dispatching.

In the present paper, the concept of logistics is used to construct a decision making system for choosing the best logistics chain. In principle, the logistic approach to the management of material flows differs from the conventional one in following: it integrates separate elements into the common system that is able to react adequately to the perturbation of the environment (Coyle, Bardi et al. 1992).Logistics operations on the way of material flow movement from the initial source of raw materials to the terminal consumer are mostly fulfilled by using various transport vehicles. Costs for performing these operations constitute 50% of the total amount of logistics costs.Logistics chain is a linearly ordered set of participants of the logistic process that implement logistics operations on transportation of the external material flow from one logistics system to another (see Figure. 1).The presence of an uncertain decision making situation, probabilistic data changing as the time changes, complex relationships among the variables and the subjectivity of task perception in the given problem make it necessary to use an influence diagram (Moravski 1989) as a model of decision making problem.

How to assist decision making efficiently using information technologies such as GIS and water environment models has become a hot issue in the field of emergency study. Starting from the actual need of water pollution accident emergency handling, this paper uses scenario analysis, organically couples GIS, water environment accident models and decision making methods, and establishes an intelligent decision making system for emergent water pollution events. Then, with the actual data from Beijiang River cadmium pollution event entered into this system, it analyses and compares the change of pollution situations in different scenarios, and verifies the effects of the study. Finally, it provides a technical summary and prospect.

The problem statement (relevance). The article illustrates the outcome of analytical research in the area of substantiation of organizational and managerial structures of cement companies on the basis of conducting an integral estimation of complex conditions of operation (manufacturability of mining and geological conditions of cement production, level of production and technical conditions and social conditions) and outputs (production and technical level and financial level). Integrated assessment is provided by the appropriate methodology, the purpose of which supports an increase in the objectivity, reliability and reliability of decisions in the development of technological systems of cement enterprises.Purpose: development of an enlarged flowchart of the decision-making procedure algorithm for development strategies for cement enterprises. Methods used: the work used the method of “vector norm”, based on the methodological principles of the theory of complex decision making, utility theory, game theory, qualimetry, expert survey method and other generally accepted methods and principles.Novelty. The elements of novelty include an improved method of integrated assessment of the technological structure of cement enterprises in the conditions of external and internal environments of operation.Result. The article presents an iterative algorithm and decision-making procedure for structurally selected groups of cement enterprises with the choice of a specific form of their development. The results of the work made it possible to form the key areas of training and a list of information technologies that ensure technological readiness for the implementation of the directions of digitalization in relation to cement enterprises.Practical significance: the organizational and management apparatus with the appropriate mathematical reinforcement for the selection and justification of strategies for the development of cement enterprises. The practical implication of the outcome of the study due to the possibility to increase the effectiveness of organizational-technological and managerial solutions based on the developed methodology, technique and algorithm of formation of innovative strategy of development of the mining enterprises of the cement industry. The main provisions of the work are used in the holding “EUROCEMENT” in the development and implementation of plans for the development of industrial production in the short and long term.

The transition to "intellectual" agriculture is the main vector of modernization of the agricultural sector of the economy. It is based on integrated automation and robotization of production, the use of automated decision-making systems. This is inevitably accompanied by a significant increase in data flow from sensors, monitoring systems, meteorological stations, drones, satellites and other external systems. Farm management has the opportunity to use various online applications for accurate recommendations and making various kinds of management decisions. In this regard, the most effective use of cloud information technologies, allowing implementing the most complex information and technical level of automation systems for management of agricultural technologies. The purpose of this work is to test the approach to creating expert management decision support systems (DSS) through the knowledge base (KB), formed in the cloud information system. For this, we consider an example of constructing a DSS for choosing the optimal date for preparing forage from perennial grasses. A complete theoretical and algorithmic database of the analytical DSS implemented in the data processing center of the cloud information system is given. On its basis, a KB is formed for a variety of different decision-making conditions. This knowledge base is transmitted to the local DSS. To make decisions about the optimal dates for the preparation of the local DSS, two variants of algorithms are used. The first option is based on management models, and the second uses the pattern recognition method. The approbation of the algorithms was carried out according to the BZ from 50 cases. According to the results of testing, the method of pattern recognition proved to be more accurate, which provides a more flexible adjustment of the situation on the local DSS to a similar situation in the KB. The considered technique can be extended to other crops.

The approach focuses on (1) environmental and societal sustainability aspects of green software engineering, (2) spatial planning and optimisation for smarter sustainable cities, and (3) user satisfaction with this information system for the various contexts of passenger, driver and overall system view.
