In the process of work, the doctor has to process a significant amount of information, establish contacts with different departments of the medical institution or between different institutions, work with a significant flow of patients, making decisions concerning human life and health. Modern medical information systems, which are widely implemented in various areas of health care, allow to optimize the doctor's activity, provide him with quick access to databases and resources of the clinic, improve the efficiency of diagnosis, reduce the error rate. Graduates of higher educational medical institutions must be able to apply them in their professional activities, know their advantages and disadvantages. This is facilitated by the inclusion of topic on Medical Information Systems (MIS) in the curriculum of the discipline «Medical Informatics». The aim of the article is to consider the main approaches to the organization of students'’work with modern medical software in medical informatics classes on the example of experience in studying the topic «Medical Information Systems» at National Pirogov Memorial Medical University. Research methods: theoretical analysis of methodical approaches to the study of information systems in universities and generalization of experimental experience of teachers of the Department of Biological Physics, Medical Equipment and Informatics. Effective formation of practical skills of work with MIS at future doctors is promoted by observance of the following sequence of actions: comparison of the capabilities of Medods, MedElement, Doctor Eleks, Meduchet SQL, EMCiMED platforms; work in a virtual university clinic with the Doctor Eleks software package; diagnosis of diseases using training expert systems «RG-lungs», «Diarrhea», Wero. The method of organization of practical work of students with medical information systems described in the article is used in the educational process by teachers of VNMU for the fifth year. This allowed to form in our graduates an understanding of the peculiarities of the work of various departments of medical institutions.

The aim is to analyze the advantages of introducing medical information systems in the healthcare institution in order to improve work on the prevention of NCDs through the example of the State Institution of Science “Scientific and Practical Center of Preventive and Clinical Medicine” of the State Administrative Department (hereinafter referred to as SIS “SPC PCM” of the SAD). Materials and methods. The method of structural and logical analysis and the bibliosemantic method of research have been used in the work. The bibliosemantic method was used to examine the state of studying the problems of NCDs, modern medical information systems both in Ukraine and in the world, and the ways to solve them through the analysis of WHO data, sources of literature, and electronic resources. The method of structural and logical analysis made it possible to distinguish, to logically structure and to create links between the introduction of the unified medical information system and the results from working with patients with NCDs, established a modern analysis and information system for monitoring the health status of the population, created information and reference system to ensure the educational process on specific issues and approaches, including the prevention of NCDs, regulated a synthesis of the results, that ensured a library and patent and licensing work in the scientific institution. Research results and their discussion. The use of the unified medical information system in the healthcare institution is an effective way to disseminate, control, and make available the information, and also to ensure long-term communication between the patient and the doctor on issues related to the prevention of NCDs.

Проведен анализ моделей управления доступа используемых в настоящее время в системах защиты информации. На основе анализа достоинств и недостатков дискреционной, полномочной и ролевой моделей при осуществлении доступа мобильных систем субъектов с различными потребностями и ролями к иерархически организованным информационным объектам медицинских информационных систем предложено использовать управление доступом на основе тематическо - иерархической политики. На основе анализа организационной структуры медицинской организации и типовых модулей медицинских информационных систем, имеющих иерархическую структуру при которой тематика объекта доступа определяется тематическими узлами классификатора с автоматическим распространением на объекты классификации всех соответствующих подчиненных тематических узлов, субъектам доступа предоставляются права на доступ к объектам, тематика которых соответствует одному или нескольким узлам классификатора с автоматическим распространением прав работы на документы с тематикой соответствующих подчиненных узлов. Предложены методы формирования тематических решеток, обеспечивающие контроль безопасности информационных потоков. В статье предлагаются методы задания матрицы достижимости по чтению, записи и выполнению разных субъектов доступа к объектам доступа с монорубрицированной и мультирубрицированной иерархической тематической классификацией The analysis of access control models currently used in information security systems is carried out. Based on the analysis of the advantages and disadvantages of discretionary, authoritative and role models when accessing mobile systems of subjects with different needs and roles to information objects of medical information systems, it is proposed to use access control based on a thematic hierarchical policy. Based on the analysis of the organizational structure of a medical institution and typical MIS modules, having a hierarchical structure in which the subject of the access object is determined by the thematic nodes of the classifier with automatic distribution to the classification objects of all corresponding subordinate thematic nodes and access subjects are granted access rights to objects whose subject matter corresponds to one or several to the nodes of the classifier with automatic distribution of the rights to work on documents with the subject of the corresponding subordinate nodes, methods for the formation of thematic lattices are proposed to ensure the security control of information flows. The article discusses methods for setting the reach ability matrix for reading, writing and executing different subjects of access to access objects with monorubric and multi-categorized hierarchical thematic classification

The article outlines main problems of automated data search, application of databases and medical information systems in practice of medical institutions is presented. The practice of registration, storage of health information in electronic databases, structuring and analysis of data available is presented. Unspecialized retrieval systems for searching medical information in electronic file archives and creating full-text databases of medical records considering the relevance of found information have been tested. The advantages and disadvantages of various retrieval systems are reviewed, particularly at searching for Russian and Ukrainian full-text data arrays. The electronic file archives and databases of Ukrainian Research Institute of Industrial Medicine after nosology "radiculopathy" and "radiculomyelopathy” were used as the object of research.
