The problem of training of social work specialists for the professional activity on social services provision has been actualized in the article. The purpose of training social workers in Ukraine is to form a highly educated, highly humane, comprehensively developed personality, who have a high culture and generally meets the qualification characteristic of the profession. The purpose of the article is to characterize the content of professional activity of social work specialists in social services provision. Research methods applied: analysis of scientific literature, normative-legal documents in order to clarify the essence of key concepts of the research; synthesis, comparison and generalization – for determination of the areas of work of a social work specialist in the local community; system-generalizing method – for formulation of competencies and conclusions based on research results; prognostic – for determination of the prospects of improving the system of training social work specialists to provide the social services in the community. The professional activity of a social worker is based on international ethical standards, taking into account the uniqueness of each client, their capabilities and rights, awareness of responsibility for their behavior in a particular situation, the purpose of such activity should be restoring the ability of clients (citizens of the community) to overcome difficult life circumstances on their own. The training of future social work specialists in the higher educational institution is to be aimed at forming their readiness to realization of the functions of professional activity. This readiness is manifested in the formation of relevant competencies, which we will identify and analyze through the prism of the functions of the professional activity of social work specialist in the process of providing social services. It is determined that diagnostic, prognostic, transformative, designing, communicative, organizational, human rights, preventive, psychotherapeutic, promotional, social and pedagogical and social competencies should be formed for performing the functions of professional activity of social work specialists in providing social services. The list of presented functions with the relevant competencies of a social work specialist can be supplemented depending on the purpose, tasks, forms, methods of social work in the process of providing social services in the local community.

The article is devoted to the matter of the interconnection of social services and the image of their recipients. Among the latter, special attention is paid by scientists and practitioners to elderly people in an ageing population. The authors promote awareness of the importance of the social work principles with the elderly and its compliance with spectrum, level, and hierarchy of their social needs. The range of needs of the elderly people, which are met through social services, is constantly expanding; conditions and approaches to their typology and satisfaction are also changing. The authors offered to consider the image of the elderly people in a deeper sociological dimension: through the views of experts in social work about this group of social service recipients. During the expert survey, conducted by the authors among specialists of the territorial centres of social services for the city of Kharkiv and Kharkiv region inhabitants, it was revealed that the image of the elderly people is fixed through the emotional perception; the idea of what is missing for the elderly people (their needs that are not satisfied); associations that appear towards them as a problem group. Elderly people at the social work professionals’ emotional level (regardless of their gender, age, signs, educational potential, accommodation) bring out mostly positive emotions, setting them up to perform their professional duties. Differences in the views of experts on the needs of elderly people are due mainly to a spatial factor – a place of residence. It is shown that the views of social work specialists about the image of their clients are formed based on the acquired in the process of professional activity, specific sensory impressions about the elderly. The authors determined the requirements for the views of social work specialists about the elderly. The latter must correspond to the triad: to be creative, critical and productive. The creative imagination of social work specialists is in demand, which involves their independent creation of new images of the elderly people as recipients of social services depending on the specific time, life situation and personal strategies of social participation/social exclusion of the elderly.

The aim of social work in social services in the treatment of a prisoner is the mitigation of social problems or the elimination of their possible causes, and the preparation of a prisoner for release from prison. Social work, social services and social counselling are the specialised forms of care for an individual, the enhancement of his individual potentials, the optimisation of behaviour in the specific moments of his life. A relationship between a prisoner and a social worker is an important milestone which affects the quality of the counselling activity. However, the relationship develops step by step, and the social worker gradually gains trust and authority. However, in the development of such a relationship, the social worker in the helping profession must have certain principles to be followed. Social work in serving custody and serving an imprisonment sentence is a professional activity focused on clarifying the social problems of the prisoners which influenced their criminal activity, or whose existence is a risk factor for the resocialisation prognosis, so-called information assistance, support and counselling focused on limiting the negative effects of the prison environment and eliminating or minimising the causes of social problems. Social work in helping professions with prisoners belongs to a science area of social work. According to the place of work, we can divide social work with the punished persons into two subgroups: social work in the prison – i.e. penitentiary social work; and social work following the imprisonment sentence – post-penitentiary social work.

The authors review the current status of the social work labor force within the public sector by means of an analysis of the National Association of Social Workers member data base for 1988 and 1991, with additional data drawn from a 1993 member survey. Changes in the proportion and composition of the public social services labor force are documented, including education, experience, gender, and ethnicity. The decreasing professional social work labor force within public social services is discussed within the context of the realities of public social services practice and social work's historic place within this sector. The authors encourage debate about the implications of these trends, focusing on whether social work should influence labor-force trends or be influenced by them.

The present text is the opening and welcome speech to the 4 international conference “Social work and the development of community services”, which was in 2001, Vilnius, November 23-24. The speaker was Vilija Blinkevčiūtė - the minister of Social security and work ministry of Lithuania Republic. The minister welcomed the participants of conference and presented the goals of the Eleventh Government of the Republic of Lithuania to develop and enhance the social assistance system.

The article presents an analysis of different approaches of domestic scientists to the interpretation of the concept of «social work management». The author surveys the features of management as an object of governance in the activities of a social worker. Features include the social nature of management information; the need for motivation methods that effectively influences and motivates professionals to better results in social work; availability of social workers' professional competence; the presence of problems with forecasting the results of management in the social sphere; the importance of current and final management results. The author proves the necessity of social workers' self-management skills (time management, motivation, stress resistance and recuperation, development of emotional intelligence) for the effective performance of management tasks in professional activities.  The article highlights the principles that should be followed in solving organizational and managerial tasks in social work management (purposefulness, ability of realization, adaptability, efficiency). The researcher presents the structure of social work management methods in the study (economic, administrative, social counselling, psychological and pedagogical influence, social influence). Research characterizes the methods of social work management while working with recipients of social services (methods of individual social work, methods of group social work, methods of community work, methods of social service design).

The article is the result of a complex research activity. The starting point was to make a diagnosis of the Iasi community on the needs of social assistance. The interest of local authorities is to ensure optimal conditions for the provision of quality social services, leading to an improvement in the quality of life of people at social risk. This article makes a complex assessment of the social problems faced by the local community in Iasi, using the analysis of documents, questionnaires and focus groups. The special contribution is given by the development strategy of the resulting local social assistance system, with emphasis on the category of elderly beneficiaries.

Social workers were introduced to funeral homes in China amid the transition and expansion of both the funeral home industry and the social work profession and are proving to play a valuable, though under-researched role in serving not just clients but also communities and funeral home staff. Funeral home social work fills gaps in after-death care and mental health and is distinct from palliative, hospice, end-of-life, and bereavement social work. Based on the experiences of funeral homes that employ social workers, this article argues that this innovation may bring new ideas to bridge some of the service gaps in after-death care in China and globally. This article outlines the support that will be needed from funeral homes, social work service agencies, and educational and research institutes to facilitate further development of funeral home mental health and social services and to promote the professionalization of funeral home social workers in China.

The coronavirus pandemic affects the whole world. This situation is a very challenging time for all humanity and social services no less. The present article explores how care and different forms of support can or should be offered to young people in the post-COVID-19 youth work. The objective of this paper is to reflect on how social work practitioners can adapt their daily clinical practice by focusing their interventions on the social pedagogical dimensions of social work. The article presents a generalised discussion of practice logics in social work and social pedagogy. Because of the meanings derived from knowledge on the importance of relationships between the helper and the help receiver, social practices in the post-COVID-19 world need to consider social pedagogical expertise in social work practice and the development of preventive assistance for young populations. This effort has been prepared as a part of the project “Social Professionals for Youth Education in the context of European Solidarity".
