This paper examines the features of Turkish foreign policy in the countries of the Middle East and North Africa. The attempt to analyze the influence of Anka-ra on global and regional processes has been made. The author examines the phenomenon of “neo-Ottomanism” in the context of regional policy of Turkey. The special attention is paid to the manifes-tations of this phenomenon in the post-Soviet re-gion and the Middle East, as well as “soft power” in Turkish diplomacy. Nowadays Turkey is positioning itself as a global player, which is involved in the main geopolitical processes and is trying to extend its influence to neighboring regions. It is concluded that the combination of military and political poten-tial with “soft” instruments gives Ankara the oppor-tunity to declare itself as an authoritative regional and global leader. The authors predict possible di-rections of Turkish foreign policy in the near future.

The article is devoted to the ideology of Turkey's foreign policy. The term "neo-Ottomanism" is increasingly used in recent years in relation to the Turkish foreign policy. The concept of neo-Ottomanism, which ideology is the Prime Minister Davutoglu, implies a relationship of foreign policy of modern Turkey with the historical heritage of the Ottomans and its focus on return "last Ottoman", taking into account today's realities. The author examines this phenomenon in the context of the regional policy of Turkey in this period. The main directions of the strategy of neo are the Middle East, North Africa, Central Asia, the Caucasus, the Crimea, and the Balkans. Particular attention is paid to manifestations of neo-Ottomanism in the post-Soviet region and the Middle East, as well as "soft power" strategy in the Turkish neo-Ottomanism. Activities of Ankara in the regions belonging to the sphere of its geopolitical interests is carried out on political, economic, religious, cultural and educational levels. Rapprochement with the political and business circles of influence of countries in the region is aimed at the formation of pro-Turkish lobby. "Arab Spring" has given Turkey a historic opportunity to realize its neo-Ottoman ambitions and create a new order in the Middle East. Turkey's rapprochement with the Islamic world during the 'Arab Spring' demonstrated that Ankara supported in conjunction with the Western nations protest and opposition movements in Egypt, Libya and Tunisia, aims to demonstrate to the West the growth of its influence in the region. Mediation is used in regional conflicts Turkish leadership as an instrument of "soft power", with which Ankara aims to increase its international and regional credibility. The result of "neo-Ottoman" Turkey's policy in relations with Russia became a serious crisis in all spheres of cooperation. Strategic mistakes made by the head of the republic R. Erdogan in the settlement of the Syrian crisis, may lead to instability of the entire region. The author considers the possible directions of neo-Ottoman Turkey's policy in the studied regions in the near future.

The article discusses the phenomenon of Turkish soap operas as a tool of soft power. The author analyzed the character, scope and limits of this phenomenon, primarily regarding the case of the Middle East countries and societies. The article covers the process of dissemination and implementation of the ideas of neo-Ottomanism as the foreign policy concept through applying the soft power strategy. Following the results of the research, the conclusion has been made regarding the negative and positive effects of this phenomenon on various spheres, as well as in the context of Turkish foreign policy.

AbstractIn recent years. Turkey has initiated a proactive, multi-dimensional and constructive foreign policy in many areas, ranging from contributing to peace and stability in the Middle East, to playing an active role in countering terrorism and extremism, from becoming a new “energy hub” to acting as one of the architects of “the inter-civilization dialogue initiative” aiming at producing a vision of the world, based on dialogue, tolerance and living together. Thus, there has been an upsurge of interest in, and a global attraction to, Turkey and its contemporary history. Moreover, the global attraction to Turkey has stemmed not only from the geopolitical identity of Turkey, as a strong state with the capacity to function as a “geopolitical security hinge” in the intersection of the Middle East, the Balkans and the Caucasian regions, but also from its cultural identity as a modern national formation with parliamentary democratic governance, secular constitutional structure and mainly Muslim population. Furthermore, as the world has become more globalized, more interdependent and more risky, this new foreign policy identity entailed the employment of not only geopolitics but also identity and economy. Thus, geopolitics, modernity and democracy have become the constitutive dimensions of Turkish foreign policy today This paper explores the ways in which the increasing role and visibility of “soft power” in Turkish foreign policy operates, and suggests that to be sustainable, Turkish foreign policy, relying on soft power, should go hand in hand with the process of the consolidation of Turkish democracy, and also accept and put into practice Turkey-EU relations as the main axis of proactiveness and constructiveness.

The article discusses the features and main approaches of Turkish foreign policy in the Middle East. Particular attention is paid to the history of the development of Turkish-American relations. The causes of the contradictions between Turkey and the United States on the security issues of the Middle East region are analyzed. At the same time, the commonality of the approaches of both countries in countering radical terrorism in the territories adjacent to Turkey is noted. The article also discusses the priority areas of Turkish foreign policy, new approaches and technologies in the first decade of the XXI century.

This article’s main argument is that after failure of ‘zero problems with neighbours’ oriented foreign policy Turkey is experiencing the transformation of foreign policy and more focusing towards the regions which were ignored before. After Arab Spring, especially after the Syrian Crisis, it has been observed that ‘zero problem with neighbours’ oriented foreign policy became ineffective and lost its effect in the Middle East. However, this does not mean that Turkey’s foreign policy loses its assertiveness. After assertive policies towards Middle East and Mediterranean areas, Turkey’s assertive foreign policy shifted towards new regions, which are historically, have less confrontation with Turkey and has positive trends against Turkey such as Caucasus and Central Asia. In this context, while the relations with the Turkic Council were deepened, the policy towards this region became clear with the Second Nagorno-Karabakh War. During the Second Nagorno- Karabakh War Turkey gave strong support to Azerbaıjan both in term of rhetoric and military support as well based on Turkish drones and other Turkish made military equipment which shows the assertiveness of Turkey. The development of the Turkic Council’s member countries both politically and economically made organization an important regional actor. Thus, Turkic Council become an important tool for Turkish foreign policy in terms of assertiveness. Turkey’s assertive foreign policy will increase which is the in compliance with the Turkey’s national security. Also for region countries, it is important that Turkey put weight on region, which is crucial for Turkish foreign policy. Keywords: Assertiveness, Caucasus, Turkish Foreign Policy, Turkic Council.

After the disintegration of the Soviet Union, Kazakhstan’s economy was weak since most of the industrial enterprises were located in Russia. To attain economic growth, Kazakhstan crafted a unique foreign policy known as the multi-vector foreign policy, which facilitated an easy inflow of direct foreign investments into the state economy. After economic liberalization in 1991, India took a serious interest in Central Asia, and since then the two nations have come a long way marked by complex interdependence in the international arena. They have demonstrated a successful and sustained upward trend in their bilateral relationship through soft power, trade and long-standing historical connections. Thus, the prospects of mutual cooperation between Central Asia, particularly Kazakhstan, and India are quite promising in the near future.
