The article describes the features of modern business. The relevance of the study of the relationship between strategy and business management is substantiated. Modern business has a very specific content, focus and implementation model. Despite this, business cannot do without a strategy a specific and clear plan of action in certain market conditions, coordinates of time and space. However, for the application of the chosen strategies to be effective and efficient for the enterprise, firm or company, there is an urgent need to explore the relationship between strategy and business management. One of the ways of effective business management, its development, of course, is the timely and professional application of a list of strategies according to the situation formed in the market and within the enterprise in the context of globalization of economic processes. The article presents modern interpretations of the concepts «strategy», «strategic management», «business», «competitive potential of business», «innovation strategy». A generalized classification of strategies used in practice for effective business management and development is described. The potential opportunities of the innovation strategy for the formation of competitive advantages of business in the context of globalization are identified. Strategic innovative measures to ensure the competitiveness of enterprises are presented. An analog model of ensuring the competitive potential of business through the implementation of innovation strategy in the context of globalization of the state economy has been formalized. It is the innovation strategy that is the system of sub-strategies for all levels of the strategic set of the enterprise focused on the innovative development of the business organization and meeting the needs of its potential customers. And as a cognitive tool for adaptive behavior of the enterprise in the external environment, it is focused on solving problems of unsatisfactory situations in change management. It can be interpreted as a set of methods of competition and doing business, which chooses the management of the enterprise to ensure the competitiveness and future profitability of the chosen type of business. Areas of further research are recommended. These include: analysis of the impact of strategies on the business management process, assessment of the effectiveness of the use of strategies for effective business management and selection of priority strategies for effective business management

There are several theories claiming that their policies can save the planet from environmental catastrophe. This paper claims that it is only the Steady-State Economy model on which such reasonably effective expectations can be based. This is so for two reasons. First, the SSE is based on a clearly defined economic model which is presented graphically and briefly analysed. Second, it includes a policy proposal for reducing the size of global population. This is now approaching eight billion people and is expected to exceed nine billion in the next thirty years. The logic of the SSE suggests that stabilising population is not sufficient. The global population should actually be reduced if environmental balance is to be restored.

Based on global experience, the article proves the necessity of improving the analysis of regulatory impact of legislative acts, which is the main instrument of state regulation quality assurance. Recent years display the trend of temporal inland traffic freight railway tariffs increase. The last increase was approved by the corresponding Order of the Ministry of Infrastructure of Ukraine dd. August 11, 2021 qualified as a regulatory act, which is subject to compulsory regulatory impact analysis according to the Methodology approved at the national level. The national methodology does not provide for assessment of impacts on state economy. In view of this, the assessment was completed for the possible impact of regulatory act work on the state economy according to the methodological approach developed by the State Organization “Institute of the Economy and Forecasting of the National Academy of Sciences of Ukraine”, which main point is a more comprehensive and sophisticated quantitative assessment of the direct regulatory impact on the field of economic interest of both citizens, economic entities, state, and the society in general (national economy). The impact assessment of the freight railway tariffs’ increase on national economy followed two perspectives: the possible impact on GDP and the competition within the traffic infrastructure of Ukraine. The contribution of JSC “Ukrzaliznytsia” into GDP of Ukraine is computed based on freight railway tariffs increase. The article proves that the Order of the Ministry of Infrastructure of Ukraine will have the effects on intermodal competition within the transport system of Ukraine through the redistribution of the freight traffic as, on the one hand, certain off-grade freights will be handled by the river and motor transport and, on the other hand, specific 3rd rate class freights will be handled by the rail transport. Such redistribution will have positive effects for the competitive position of rail transport on the inner freight traffic market because the loss of some off-grade freights, which transport is unprofitable, will not have a negative impact on rail facilities.

The historiography of ethnic entrepreneurship in pre-revolutionary Siberia has not yet been fully investigated. Individual works of researchers studied German entrepreneurship exclusively through the broader topic of foreign capital and its importance in the state economy. The subject of this article is historiography concerning the history of German entrepreneurship in the Siberian region. The purpose is to analyze the corresponding works on the history of entrepreneurial activity of the Germans in Siberia in the second half of the 19th – early 20th centuries. In this study both general and specialized scientific methods are used, which allowed to carry out a coherent analysis of the works of researchers on ethnic entrepreneurship in order to identify the main characteristics and approaches used. We have identified the characteristics and trends of German entrepreneurship considered by historians. German immigrants in Siberia in the second half of the 19th century became one of the main driving forces of the agrarian development in the region; they retained farms, acting both as independent merchants and as managers of firms. Historiographic analysis allows to formulate a conclusion about the positive influence of German entrepreneurship on the socio-economic development of Siberia in the period preceding the October Revolution. The article is of interest to researchers, teachers of history, and students of the humanities.

Keeping in mind the importance of telecommunications sector for India especially post the reform of 1991, the study seeks to study the causal relationship between telecommunication and economic growth for selected panel of 17 Indian states by implicitly taking into account panel heterogeneity. Using Hurlin–Venet causal mechanism, the study investigates homogeneous causality (HC) as against heterogeneous causality (HEC). Homogeneous non-causality and HC hypothesis both of which assume homogeneity are rejected in both the directions thereby implying that Indian panel is made up of heterogeneous cross sections. After this HEC tests are conducted namely heterogeneous non-causality (HENC) and HEC for each and every cross section. The results from HENC and HEC test show that six states show up unidirectional causality from economic growth to telecommunication, four states show unidirectional causality from telecommunications to economic growth, four states show up bidirectional relationship and three states show up no causality. The results are robust to different lags for both our dependent as well as independent variables. This implies that state level differences are very much relevant for India and thus policies suitable for each state would be guided majorly by direction of relationship that is true in a particular state economy. Abstract This article has taken into account the importance of international corridors in Central Asia, and has provided data on the importance of rail transport in the state economy and the efficiency of projects when developing railways. The weakness and lack of import and export logistics functions in the hinterland regions creates a bottleneck that limits the development of the external economy and trade. Identification of development paths using the example of the Akhangaran-Tukimachi-Syrdarya line based on modelling of carrying capacity and comparison with the actual freight flow for rational regulation and rationing of train throughput. The method of approximation has been applied to forecast the dynamics of capacity and throughput growth on the line in question. A forecasting model was developed that corresponds to the nature of changes in the trend of the freight traffic under study. It will allow to foresee difficulties in the transportation process, to work out the line development stages to improve the carrying capacity of hauls, to plan the work of reloading stations correctly and to organise the rational use of railway transport means. As an example, the Akhangaran - Tukimachi - Syrdarya line is the main transit direction which affects all the work of the railway of the Republic of Uzbekistan. Improvement of the line for passing transit and local freight flows will improve the competitiveness of the railway in freight transportation.

Cybernetic research on the management of systems development is at an early stage: there are no examples of productive management of development of the state, economy, enterprise, technical systems, ecology, society, education, morality, health, intelligence, personality, psyche. For modern cybernetics, these challenges are a major challenge that it can meet only after rethinking its fundamentals. The development process has the highest cost of decision-making error, because it is strategic, and to base development on the basis of dubious statements is not rational. A necessary foundation of development management methodology should be a self-evident statement that does not require any additional justification and that no one can question, and the whole system of basic concepts should be defined based on this statement. This article is devoted to solving this problem.

The paper is devoted to the study of prospects, problems and opportunities for the development of social entrepreneurship, which necessitates the study and generalization of the experience of Ukraine and other countries. The paper examines the main approaches to defining the concept of “social entrepreneurship”, in particular a broad approach, combined (commercial and social), innovative and problem-oriented approaches. It is generalized that social entrepreneurship is an activity aimed at solving social problems and meeting the needs of society; a unique opportunity to combine a social mission and a desire to make money, provide some services and sell goods. The historical aspects of the formation of this type of entrepreneurship are considered. The functions aimed at adapting to crisis situations and the conditions necessary for the existence and full functioning of social entrepreneurship are highlighted. The main functions of social entrepreneurship are the creation of new jobs and reduction of social tension. The issues related to the negative factors and problems of development of this type of entrepreneurship are substantiated and covered. It was found that the process of forming a tool for managing social entrepreneurship in the country of transformation economy is quite slow. At the same time, the most acute problem is the lack of start-up investments and the lack of competition for funding, as well as bureaucracy, corruption, rapid price increases and the instability of the state economy. Opportunities and measures have been found that will allow companies to improve and develop in a positive way. These include: state support and the development of accompanying laws and regulations, the mobilization of untouched resources and the attraction of foreign investment.
