Aging population remains a global phenomenon in this new millennium and is poised to become a major issue in developing countries. Malaysia is one of upper middle income country that is experiencing rapid aging of its population. Most of the time, aging population associated with abandonment by family and loneliness. As Malaysia’s ageing population is keep increasing, the need for an environment for fellowship and social interaction while enjoying the support services and amenities is becoming critical for retirees. The present study aim to investigate the attracting factors associated with a retirement village migration. Based on the literature review, four attracting factors have been identified that are facilities, environment, lifestyle, and healthcare status. This study is in progress, thus the expected outcome will helps the government to develop a retirement village that suit with Malaysia culture and preferences.

AbstractThis study explores entrepreneurship research in Vietnam, a lower-middle-income country in Southeast Asia that has witnessed rapid economic growth since the 1990s but has nonetheless been absent in the relevant Western-centric literature. Using an exclusively developed software, the study presents a structured dataset on entrepreneurship research in Vietnam from 2008 to 2018, highlighting: low research output, low creativity level, inattention to entrepreneurship theories, and instead, a focus on practical business matters. The scholarship remains limited due to the detachment between the academic and entrepreneur communities. More important are the findings that Vietnamese research on entrepreneurship, still in its infancy, diverges significantly from those in developed and emerging economies in terms of their content and methods. These studies are contextualized to a large extent to reflect the concerns of a developing economy still burdened by the high financial and nonfinancial costs.

Demand for the construction of retirement villages is increasing with the worldwide growth in ageing populations. However, the development of retirement villages can be impeded by many factors, such as limited available land and high investment costs. Public–private partnership (PPP) as an alternative financing mechanism has been widely applied in the construction of public infrastructure projects and may provide new funding sources for building retirement villages. By applying PPP to the construction of retirement villages, the independent living requirements of seniors can be met and the financial difficulty of the construction of retirement villages can be resolved. Similar to other PPP projects, when retirement villages are constructed under a PPP process, the concession period is a key decision variable in relation to the success of the project. The concession period is stated in the project contract between the government and private investors, and stipulates the date when the project ownership and operation are transferred from the private investor back to the government. The government should take detailed information into consideration at the initial project stage when determining the concession period. This paper proposes PPP as a new procurement method to be applied to the construction of rental retirement villages and develops a concession period determination process for PPP retirement village projects with consideration of real options, focusing on the option to defer. An empirical example with alternative scales, which is developed from an existing retirement village in Geelong, Australia, is used to numerically verify the process and the impacts of key variables on the concession period. The determination process provides an alternative tool for governments to design the concession period before the tendering stage and will benefit the development of industries associated with services for the ageing population. This process can also be applied to the construction of other financially non-viable PPP projects such as social housing.

AbstractCoronavirus disease-19 (COVID-19) has been spreading in every part of the world, putting nations at risk with its pandemic status, including Indonesia. COVID-19 vaccine has been deemed as one of the most effective interventions to date for mitigating the spread and mortality from COVID-19. Responding to the situation, the Government of Indonesia (GOI) has allocated the means necessary to procure and distribute COVID-19 vaccines; placing into consideration the unique context of the country, recently categorized as a middle-income country and archipelagic with a population over 270 million. This article aims to present the challenges associated with the distribution of COVID-19 vaccination as well as recommendations to mitigate them, to ensure a timely and effective COVID-19 vaccination program in Indonesia.

Significance Attacks against intellectuals and activists since 2013 have generated widespread international outrage. However, the priorities of Prime Minister Shaikh Hasina's government lie elsewhere. Relative political stability has improved the economy, emboldening the government to aim for 'middle income' country status by 2021. Impacts Growth of garment exports will accelerate, creating opportunities for foreign investment. Deeper economic ties with China will reduce Dhaka's responsiveness to Western criticisms on human rights. Bangladesh-China ties will worry India, but the BJP will not soften its stance on Bangladeshi migrants for political reasons.

ABSTRACTRobert Brown's work constitutes an excellent synthesis of the foreseeable evolution of income-security plans, as regards seniors and the problems relative to these plans in an aging-of-the-population context. However, it contains nothing new on the measures that the State should institute to diminish the effects of an aging population. Brown believes that retirement plans implemented by employers as well as personal retirement-savings plans should be the preferred forms of retirement savings encouraged by the government. Within this framework, the fiscal reform of 1990, which significantly increases the allowable deductions for a registered-retirement savings plan, comprises a step in the right direction. Unlike the author, I believe that public retirement plans like the Quebec Pension Plan (Q.P.P.) and the Canada Pension Plan (C.P.P.) should constitute the cornerstone of any policy on income security upon retirement. Consequently, in a an-aging-of-the-population context, it seems important to rapidly increase the level of contribution to these plans, in order to better capitalize them and to stabilize the long-term level of contribution. We should also study the possibility of integrating the old age income-security pension into these plans, so that the level of compensation for revenue from work guaranteed by the public plan is stabilized at a rate of 70 per cent for low-income earners and 40 per cent for middle-income earners, as is the case in the American social security plan.
