Legally defined regional development is the process of identifying, promoting, managing and exploiting the development potential of the planned regions and areas with specific development needs. The policy of regional development is a system of goals, instruments and measures aimed at reducing regional disparities and achieving balanced and sustainable development of the Republic of North Macedonia. Following the adoption of the Law, activities and measures for its full implementation were carried out both at the central and regional level, creating necessary pre-conditions for achieving the policy objectives of balanced regional development: reduction of disparities in development levels between the eight planning regions, and reduction of the disparities in development levels within the planning regions. Experiences that are the result of more than twelve years of implementation of measures and activities to support balanced regional development allow identification of the main factors that enhanced successful implementation of regional development policy on a regional level in North Macedonia, at the same time identifying the conditions that constrained it. Both of these groups of factors are important for the answer to the questions: (i) Are the institutions on the regional level functional? and (ii) what should be improved? Therefore, this paper aims to give an overview of the institutions in charge of planning and implementation of the regional policy of the Republic of North Macedonia at the regional level – Council for Development of the Planning Regions and Centres for Development of the Planning Regions.

The article explores practices of the regional development policy in Spain (in other words, regional policy) as the central government’s regulation of economic and territorial development, with a view to their possible efficiency for the Russian Federation. The author singles out Spanish regions (17 autonomous communities and 2 autonomous cities) and local communities (provinces, municipalities and islands) as objects of the regional development policy, reviews goals and objectives of this policy. The paper focuses on analyzing, particularizing and comparing of instruments and mechanisms relevant to this policy line of the Spanish state, its institutional and political aspects in time of Franco's rule and during the post-Francoist period. The variation of economic development in the regions of Spain, different parameters of this variation and some factors of the autonomous communities' economic development are estimated. The specific character of interrelationship between central, regional and local authorities in the context of the Spanish State of Autonomies and of the territorial development dynamics, the peculiarities of the operational inter-budgetary relations model, problems of the local government and self-government as well as of decentralization of metro- and megapolises’ governance are examined. The questions of public discussions in Spanish society about the outcome and efficiency of the central government’s regional development policy are touched upon. The regional development policy in Spain is considered as extremely politicized, semi-structured, contentious and ambiguous in consequence of the legal and socio-economic asymmetry of the autonomous communities and also of the ongoing process of federalization in Spain. As in recent years Spain is steadily losing its previous status of the subsidized territory and is turning into a donor of the European Union regional policy, it is necessary for Spanish authorities to make the regional development policy more active and to take a different view of its objectives and opportunities. Market Mechanisms and State Intervention in Diversifying the Regional Development of the People’s Republic of China The article focuses on the importance of market mechanisms and state intervention in the field of regional development policy, in particular on the dominant process of development differentiation. The aim of the article is to verify to what extent market mechanisms are the driving force in China’s regional development policy, and to what extent state intervention is the driving force. It is also important because of the fact that regional policy is an amalgam of the public intervention and presence of market forces, regardless of the country’s political regime. The article identifies the elements that determine the differentiation of regional development due to the operation of market mechanisms and state intervention in China’s regional policy.

The article notes that in EU countries, regional development, especially policies and regulations of regional development, has been constantly evolving and adapting to meet the needs of structural changes in countries, EU policies and the requirements of the regions themselves. However, the experience of forming and implementing regional policy in different countries had some differences. There is a significant amount of work devoted to the study of this experience, highlighting certain historical periods of its formation. Nevertheless, in the vast majority of scientific research the periodization is based on either economic factors (policy transformation associated with changing goals, economic and financial mechanisms of its implementation), or political and legal factors (transformation of principles, ideologies of regional policy, creating a legal basis for it implementation). There is a need to generalize these approaches to provide stages in the evolution of regional development policy in European countries. The aim of the article is to study the historical stages of the formation of regional development policy in European countries, to propose a generalized periodization of the evolution of policy. Having analyzed the economic, legal and institutional principles of formation and development of European regional development policy, the author provides the main stages of policy development. It is noted that the expansion of competencies of institutional structures formed the basis for the formation and development of a common EU regional policy, there are seven stages in the evolution of EU regional policy instruments, the institutional form of which later became the EU Framework Programs. The periodization of regional policy formation on the basis of the adoption of basic EU regulations is proposed. Based on the generalization of these approaches, the evolution of EU regional policy is given. The conclusion on actualization of necessity of use of experience of formation and realization of regional policy of EU in domestic practice is made.
