The relevance of the study of the processes of coordination of decisions at enterprises by means of mathematical modeling of the corresponding processes has been substantiated in the paper. The concept of horizontal coordination of decisions at enterprises has been defined. The modeling of the process of horizontal coordination of decisions at an enterprise with the presence of a coordination center at a higher level than the one where the coordination takes place is considered. At the same time, two options for managing the process of coordinating decisions at enterprises with different goals of the coordination center are given. The first case assumes the achievement of the goal of managing a focal point, interested in obtaining reliable information from agents at the level of decision coordination with an employment of a non-manipulated direct mechanism. The second case assumes that the coordination center has a specific management goal in the process of horizontal coordination of decisions at the enterprise. Reflexive control in this case provides for the manipulation of obtaining the result of agreement, which will be as close as possible to a certain fixed value – the control goal of the coordination center. The use of the models of reflexive management of the process of horizontal coordination of decisions at the enterprise, which are given in the article, depends on the existing management goal of the coordination center. The use of appropriate models of horizontal coordination at management levels will help to increase the efficiency of collective decision-making processes at enterprises, which will improve the efficiency of their functioning. A promising direction of research has been defined – modeling the processes of coordinating decisions at different levels of management.

Cyber threats in the context of the spread of modern challenges are outlined. The мeasures to strengthen the capacity of the national cybersecurity system are regulated. The priority principles of institutional and functional support for the development of the national cybersecurity system are detailed. The measures taken to institutionally strengthen security in cyberspace in some foreign countries are analyzed. The principles of forming the vertical of control and coordination of measures in the field of cybersecurity are highlighted. The powers of the National Coordination Center for Cyber Security as a working body of the National Security and Defense Council of Ukraine are outlined. The capacities of some actors in the national cybersecurity system have been clarified in order to avoid duplication. The directions of improvements of the priority principles of institutional and functional support of cybersecurity based on the threatening trends of today have been identified.

he article reviews the definition of medical telepatronage, its tasks, functions, efficiency and perspectives of implementation into the clinical practice. The main goals of telepatronage are therapeutic and preventive measures based on the remote interaction of health care practioner with a patient. Telepatronage includes remote observation of the patient, self-monitoring of the disease and prescrtiptions, patient motivation and education on the digital Web 2.0 platform, and the creation of a remote coordination center. The authors present their own experience in remote monitoring of patients with rheumatic diseases, which is planned to be expanded to create a medical telepatronage system.

Two novel copper(II) complexes of formulas {[Cu(4-Hmpz)4][Cu(4-Hmpz)2(µ3-ox-κ2O1,O2:κO2′:κO1′)(ClO4)2]}n (1) and {[Cu(3,4,5-Htmpz)4]2[Cu(3,4,5-Htmpz)2(µ3-ox-κ2O1,O2:κO2′:κO1′)(H2O)(ClO4)]2[Cu2(3,4,5-Htmpz)4(µ-ox-κ2O1,O2:κ2O2′,O1′)]}(ClO4)4·6H2O (2) have been obtained by using 4-methyl-1H-pyrazole (4-Hmpz) and 3,4,5-trimethyl-1H-pyrazole (3,4,5-Htmpz) as terminal ligands and oxalate (ox) as the polyatomic inverse coordination center. The crystal structure of 1 consists of perchlorate counteranions and cationic copper(II) chains with alternating bis(pyrazole)(µ3-κ2O1,O2:κO2′:κO1′-oxalato)copper(II) and tetrakis(pyrazole)copper(II) fragments. The crystal structure of 2 is made up of perchlorate counteranions and cationic centrosymmetric hexanuclear complexes where an inner tetrakis(pyrazole)(µ-κ2O1,O2:κ2O2′,O1′-oxalato)dicopper(II) entity and two outer mononuclear tetrakis(pyrazole)copper(II) units are linked through two mononuclear aquabis(pyrazole)(µ3-κ2O1,O2:κO2′:κO1′-oxalato)copper(II) units. The magnetic properties of 1 and 2 were investigated in the temperature range 2.0–300 K. Very weak intrachain antiferromagnetic interactions between the copper(II) ions through the µ3-ox-κ2O1,O2:κO2′:κO1′ center occur in 1 [J = −0.42(1) cm−1, the spin Hamiltonian being defined as H = −J∑S1,i · S2,i+1], whereas very weak intramolecular ferromagnetic [J = +0.28(2) cm−1] and strong antiferromagnetic [J’ = −348(2) cm−1] couplings coexist in 2 which are mediated by the µ3-ox-κ2O1,O2:κO2′:κO1′ and µ-ox-κ2O1,O2:κ2O2′,O1′ centers, respectively. The variation in the nature and magnitude of the magnetic coupling for this pair of oxalato-centered inverse copper(II) complexes is discussed in the light of their different structural features, and a comparison with related oxalato-centered inverse copper(II)-pyrazole systems from the literature is carried out.

Abstract Background Sonic Hedgehog (Shh) has a catalytic cleft characteristic for zinc metallopeptidases and has significant sequence similarities with some bacterial peptidoglycan metallopeptidases defining a subgroup within the M15A family that, besides having the characteristic zinc coordination motif, can bind two calcium ions. Extracellular matrix (ECM) components in animals include heparan-sulfate proteoglycans, which are analogs of bacterial peptidoglycan and are involved in the extracellular distribution of Shh. Results We found that the zinc-coordination center of Shh is required for its association to the ECM as well as for non-cell autonomous signaling. Association with the ECM requires the presence of at least 0.1 μM zinc and is prevented by mutations affecting critical conserved catalytical residues. Consistent with the presence of a conserved calcium binding domain, we find that extracellular calcium inhibits ECM association of Shh. Conclusions Our results indicate that the putative intrinsic peptidase activity of Shh is required for non-cell autonomous signaling, possibly by enzymatically altering ECM characteristics.

By the mid-1920s, the remnants of the multi-party system in the USSR were eliminated, and the political monopoly of the RCP(b) fully established in the country. During Lenin’s illness in 1922–1923, Stalin and his allies began to solve all the issues in the highest party leadership. During this period, a struggle for power began between the Bolshevik leaders, which found expression in the subsequent party discussions. In May-June 1927, a Statement of the 83 appeared, which at that time collected about 1.5 thousand signatures of representatives of the old Leninist Guard. This statement was signed by supporters of Trotsky in the opposition of 1923–1924 and supporters of Zinoviev and Kamenev in the opposition of 1925–1926. They shared a common goal — the desire to change the intra-party regime. Since the party-state apparatus prevented the opposition from forming a legal faction, it was forced to use the methods of illegal work familiar from pre-revolutionary times: creation of a coordination center, its own channels for distributing information, issuing statements, «platforms», leaflets, sending representatives to the places, organization of secret meetings. Under these conditions, a political circle formes among Nizhny Novgorod students, basing on the ideas of the opposition. Students with the help of leaflets called on the population to unite those who disagree with the political arbitrariness of the authorities and create an opposition movement «Union of Struggle for the Dictatorship of the Working Class», which could resist the party and state bodies basing on «militant Marxism». OGPU rapid operational actions led to finding and eliminating the political circle among Nizhny Novgorod student youth. Thus, the forced use of illegal methods by the opposition gave Stalin a reason to strengthen punitive measures against dissenters. Thus, at the end of the 1920s, the prerequisites for the formation of totalitarianism finally formed in the USSR.

The urgency of development of the economic mechanism of coordination of decisions in system of reflexive management at the enterprises is proved. research pits. Situations of economic interaction in the process of horizontal and vertical coordination of decisions at the appropriate levels of enterprise management are presented within the hypothesis of the possibility of effective organization of the process of coordination of decisions at the enterprise using reflexive management methods to increase efficiency and effectiveness of coordination of decisions. To solve the tasks of decision coordination, the possibility of applying the conceptual provisions of the economic mechanism of decision coordination, which aims to diagnose the behavior of economic agents and ensure coordination of horizontal and vertical coordination of decisions in enterprises in a system of reflexive management to improve efficiency and competitive advantages. The synthesis of methods of the economic mechanism of coordination of decisions in system of reflexive management at the enterprises is developed. Implementation of the conceptual provisions of the economic mechanism of coordination of decisions in the system of reflective management in enterprises using appropriate methods will increase the efficiency and effectiveness of coordination of decisions in accordance with the purpose of the coordination center to achieve the goals of the enterprise. Perspective directions of research are outlined.

A shipboard fire/explosion may be occurred due to various causal factors such as actions, omissions, events or conditions. In this study, it is aimed to carry out an analysis focused on shipboard fire/explosion casualties. With this aim, the data on 127 shipboard fire/explosion casualties occurred in the Turkish Search and Rescue area, which were reported to the Main Search and Rescue Coordination Center between 2006-2015, have been analyzed. As a result of the statistical analysis (descriptive statistics), it has been observed that majority of the shipboard fire/explosion casualties were occurred on-board the Turkish flagged ships, on-board small passenger vessels/recreational vessels/private-commercial yachts among the classified ship types, in the regions of İstanbul, İzmir and Çanakkale, in the summer season, during the night-time, and in machinery spaces of the ships by described locations. It has been also observed that main events caused shipboard fires/explosion casualties were electricity contact/leakage, gas accumulation/leakage, cargo ignition, welding/hot works and other undescribed factors. Additionally, by examining the existing shipboard fire & explosion accident investigation reports of Transportation Safety Investigation Center between 2014-2020, it has been observed that the main possible causal/contributing factors for the shipboard fire/explosion casualties were related with the violations of the ISM-Safety Management System (SMS) requirements. Many previous studies in the relevant literature point out to the ISM/SMS-related causal/contributing factors as well. In conclusion, special attention should be paid to the effective implementation and continuous improvement of the ISM/SMS procedures related with shipboard fire safety for the prevention of shipboard fire/explosion casualties as well.
