Abstract The judgement of self-governmental operation and the evaluation of providing public services have been focused on since the democratic transformation. By the 1st of January 2012 (CXCIX/2011. and CLXXXIX/2011. law) amendment of the Hungarian on civil servants, the civil servants work performance evaluation system has been introduced with the consideration of the principles of the civil servants carrier programme. The purposes of this evaluation system are made in order to grow the workers management efficiency in the field of public service, and also to improve their work standards.

Purpose: The feelings that an employee have for the job is essential to be analyzed the job satisfaction level of government employees after implementation of federal state in the context of Bhojpur district of Nepal. Design/Methodology/Approach: The questionnaire was distributed to governmental employees via mail and direct distribution to respective offices of Bhojpur district with 93.8% of response rate. The data has been divided into local, provincial and federal categories and separately analyzed along with combined analysis too. Satisfaction level along with the factors of the same was accessed using SPSS for descriptive and inferential statistics. Findings/Result: Government employees from all tiers of government viz. local, provincial and federal are dissatisfied with present remuneration, benefit and employee adjustment process along with present organizational structure, wage policy, present work performance evaluation system and decision-making system in offices but satisfied with present leave system after promulgation of federal structure. Present job authority and position are acceptable level for employees working in all three tiers of government. Most crucial factor seems to be promotion and career growth rather than remuneration. Job training, working environment, team spirit and right work performance evaluation system seem to be major parameters for job satisfaction. Job location is temporary in nature which can be easily handled. Strong reservation on promotion and job rotation approach which is included in new federal structure by all tiers of government employees. Originality/Value: It is survey-based research to guide for amendment of present organizational structures and wage policy in new federal structure of Nepal. Using the data collected by the internal employee questionnaire, this paper innovatively uses the IPA (Importance-Performance Analysis) model to construct a financial performance evaluation system for general power companies. In addition, based on some financial data of XX power supply bureau, this paper specifically analyzes its financial performance and operating status, and provide relevant rectification recommendations for its cost, income, assets and liabilities. It is expected to help power enterprise managers to accurately grasp the operation status of the enterprise, optimize the allocation of resources, and improve the management efficiency, so as to provide a useful reference for power enterprises to establish financial delicacy management system.

Extant literature informs that the modern state requires a civil service whose performance is accurately measured, evaluated and subsequently rewarded (or punished). In this paper we use Pakistan as a case study of a country in which the performance evaluation system is obsolete and resistant to change. After analysing literature on the importance of performance management systems in bureaucracies, we evaluate the present structure of the Pakistani performance evaluation system of civil servants and identify its major weaknesses. We then present the results of a unique survey of senior civil servants which informs on how they viewed potential reforms of the current system. Based on this, we present a revised instrument to more accurately measure the performance of Pakistani civil servants, which both adapts the existing instrument while being cognizant of the international best practices. Finally we look at some of the significant political economy factors that could hinder the introduction of a new performance management system. A performance evaluation system of finance transportation projects is mainly researched, in which the sub-module of the highway projects evaluation, waterway projects evaluation, Passenger stations projects evaluation, Energy saving projects evaluation are incorporated. In addition, the expert knowledge are inserted in the system, the multi-layer neural network and fuzzy-set theory are used to implement Performance Evaluation system of Finance invest Transportation Projects, and the feasibility and effectiveness of the evaluation system are finally verified by practice.
