The article deals with the problem of determining market boundaries for antitrust law enforcement in the field of telecommunications. An empirical approach has been proposed for determining the product boundaries of the market in the area of mass distribution of messages, taking into account the comparative characteristics of the types and methods of notification (informing) of end users; the possibilities of switching from one way of informing to another, including the evolution of such opportunities under the influence of technological changes; switching between different notification methods. Based on the use of surveys of customers of sending SMS messages, it is shown that the product boundaries should include not only sending messages via SMS, but also e-mail, instant messengers, Push notifications and voice information. The paper illustrates the possibilities of applying the method of critical loss analysis to determining the boundaries of markets based on a mixture of surveys and economic modeling.

The article examines the role of institutional investors in resource provision of the region's economic growth (on the materials of the Kursk region, Russia). The goal of the study is to analyze the current state and trends in the development of investment activities of institutional investors within the economic boundaries of a particular geographic region, the results of which allow to identify the main priority areas in the development of the investment environment for the activities of the regional economy entities under study. The scientific novelty of the study involves shaping the priority area sin the development of the region's economy based on the formation of an efficient investment environment and creation of favorable socioeconomic conditions for the activities of institutional investors. The completed study is based on the methods of economic and statistical analysis and economic modeling. The main result of the study is the development of priorities for the development of investment activities of institutional investors with the purpose of improving the resource provision of the region's economic growth.

This paper investigates the economic efficiency of Russian public expenditures in 2002–2016 by estimation of their multiplicative impact on the GDP level and economic growth. We use the empirical methodology based on Corsetti et al. (2012). We estimate a number of fiscal multipliers: on national security, law-enforcement activity, national defense, education, health care and sport and road infrastructure. For assessing the influence of budget structure on long-term economic growth rates, we estimate the SVAR model in which GDP growth is a structural variable. The research shows a positive influence of budgetary resources redistribution from non-productive government expenditures to productive ones on economic development.

ABSTRACTThis study aims to show that budget policy is not only to strengthen defense equipment to the “minimum essential force”, but it should not be forgotten that budget policy also provide a multiplier effect on economic growth. The use of a good defense budget can be seen from the extent to which the budget affects the economic growth. This influence is tested by using a single equation of economic growth that is built from the supply side. Regression results of the quartile data of 1991-2010 show that the increase in the national defense budget turns out to have no effect on economic growth and gives negative externalities to the private sector. But, non-defense government budgets provide positive externalities to the private sector. This indicates that the non-defense budgets are able to provide a multiplier effect on the economy, but the defense budget has no effect on the economic sectors directly. So, the defense budget policies must give effect to the national economy, such as increased production with the development of the defense industry to meet the domestic needs of defense equipment.

Deindustrialization is a widespread phenomenon, both in developed economies or developing countries in the history. This paper examinate the impact of deindustrialization, which is caused by administrative measures aimed at overcapacity, on China’s economic growth in the lastest decade. We adopt empirical approach to estimate the impact, the results show deindustrialization have a significantly negative effect on economic growth in the central and western China, which is stronger in the cites with fast deindustrialization, and in medium and small cities. It provides evidence that rapid deindustrialization hinders the sustainability and magnifies the vulnerability of economic growth, especially premature deindustrialization.
