The article examines domestic and foreign approaches to the definition of innovation and the innovative potential of universities as key factors in the development of a regional innovation system (RIS), since universities are one of the most important structural elements of a regional innovation system, representing a platform for generating ideas, their implementation and subsequent commercialization. Based on the content analysis, the author identified the main strategic steps of universities in the framework of integration into regional innovation systems to increase the indicators of innovation activity, reveal the essence of the strategy for changing the university management system based on the identified problems. Based on the two selected approaches, the author proposed to divide the forms and methods of integrating universities into RIS into five aspects: educational, entrepreneurial, scientific, economic, socio-cultural, digital. The author considers the modern experience of integrating the universities of the Russian Federation into RIS. It was revealed that many universities take part in regional projects, create small innovative enterprises, hold various grant competitions for regional scientists. Based on the results of the study, the author's view on the interaction of the university's performance and regional innovative development is proposed, taking into account the influence of various external factors on the university.

Interação universidade-empresa tem-se constituído um importante arranjo voltado a criar condições para o desenvolvimento inovativo. Contudo, este arranjo assume características distintas em nível regional. Em regiões menos desenvolvidas observam-se fracas interações que correspondem a um sistema regional de inovação imaturo. O resultado do estudo sobre processo interativo entre os grupos de pesquisas das universidades e institutos de pesquisa e empresasna região Centro-Oeste do Brasil constata este registro. A estrutura do sistema de ciência, tecnologia e inovação regional mantém baixas interações com o setorprodutivo. Contribuem para isso, o período recente de constituição da estrutura de ensino e pesquisa, concentração das interações nas áreas de ciências agrárias, especialização produtiva de baixo valor agregado e estrutura empresarial que não prioriza as atividades inovativas, em suas decisões.University-company interaction in the Central East Region of Brazil: the characteristics of a regionalsystem of immature innovationAbstract: The university-enterprise interaction has become an important instrument to create conditions for the innovative development. However, this partnership has some specific characteristics at regional level. In less developed regions, we observe weaker interactions which are stemmed from a new regional system of innovation. Our study found out that still weak relationship betweenresearch groups at universities and research institutions and companies innovation in the Center-West region of Brazil. The structure of science and technology systemis one of the main causes for such result. Other causes for this weak performance are: the recent created structure of teaching and research, the high concentration of research in the agribusiness sector, high percentage of production of low aggregated value products and business structure that does not prioritize the innovative activities in their decisions.Key-words: university-entreprise interaction; regional innovation system.

Recent literature has moved from a primarily economic perspective to awareness of the institutional role of a university in a regional innovation system. This chapter contributes to the scholarly discussions by combining the theories of institutional entrepreneurship and institutional logics to provide an analytical framework for understanding how universities can support institutional change in a regional innovation system. In particular, the authors consider the university as an institutional entrepreneur that not only initiates diverse changes in the institutional environment, but also actively participates in the implementation of such changes. The analytical framework is used to analyse the case of Tongji University in a regional innovation system in Shanghai, China.

The article considers the University as the core of the formation and development of a regional innovation system that implements the innovative vector of development of the region and the country as a whole. In modern Russian society, including in education, problems related to the ecology of the child’s personality, with the processes of his socialization and individualization in the socio-cultural space are being updated. Concerning to this, changes in the socio-cultural conditions of the higher education system appears. There is a need not only to expand and deepen the professional competence of the teaching staff, but also to strengthen professional knowledge, practice-oriented orientation of students as future specialists. The article substantiates the need to create a Center for social-psychological partnership “Three Whales” as a single integral subject of innovative development of the system “university — future teacher — preschool educational organization” on the basis of the University. The main goal of the Center “Three Whales” is to improve the psychological culture of the subjects of the system “university — future teacher — preschool educational organization”. Primary psychological prevention is a priority area of its work.

The article presents the review of the basic ratings of innovative development of Russian regions. The role and position of Khanty-Mansi Autonomous District - Yugra in the ratings of innovative development are determined. The main indicators describing innovative activity in the entity have been analyzed. The core of the scientific potential of the region has been studied. Trends and peculiarities of regional innovation processes are determined. The innovative infrastructure of Khanty-Mansi Autonomous District - Yugra and the features of its territorial location are studied. The analysis of innovative development of the territory is carried out taking into the consideration factors of innovation activity resources and results. The thesis on the predominantly “imitative nature” of the innovation system at the regional level is confirmed. The necessity of using two directions of innovative development for Khanty-Mansi Autonomous District - Yugra is justified. The possibility of using the diversity factor for the present stage of development of medium-sized deposits is revealed. It is suggested to actively increase the number of entities of the innovative regional process. The need to use own territorial scientific and educational resources, as well as innovations from other regions has been identified. The necessity to create institutional conditions stimulating small and medium business to develop deposits of hard-to-recover hydrocarbon resources is justified. Opportunities and prospects for the formation of regional innovation clusters in Khanty-Mansi Autonomous District - Yugra have been analyzed. Experimental polygons focused on the development of new technologies taking into account the specific features of deposits of specific regions are considered as an instrument for launching a scientific and resource multiplier in the oil and gas sector. The priorities of innovative development for Khanty-Mansi Autonomous District - Yugra are proposed.

Barriers for the university-industry knowledge transfer in newly industrialised countries - an empirical analysis of the regional innovation system of Bangkok. This paper presents empirical evidence on university-industry relations (UIR) and knowledge transfer in the regional innovation system of Bangkok and broaches the issue of adapting well-established concepts for the analysis of innovation processes in newly industrialising countries. The potential for UIR is restricted due to 1) a weak and fragmented innovation system, 2) low technological and absorptive capacities in the industrial sector, and 3) slowly improving research capabilities in the scientific sector. Hence the level of UIR in the regional innovation system of Bangkok is mainly limited to occasional and personal modes. It is suggested to strengthen the knowledge transfer capabilities within both actors and to establish effective mechanisms for bridging institutional barriers between academia and industry

Topicality.. An analysis of the existing infrastructure in Ukraine and its regions, against which innovative changes in the national and regional economies and social components are to be implemented, show that Ukraine has not yet passed the factor stage of the development of society and the mentality of the nation, no institutional changes have been made, or the infrastructure of the transition to the next stages of formation of the investment-information society. At the same time, the development and growth of the economy in modern conditions is determined by the level of innovation activity, the development of high-tech production, the introduction and effective use of innovations of various orientations in economic activity. Improving innovation is a complex scientific and practical problem, especially at the regional level. Aim and tasks. Establish theoretical positions of the problem of forming the mechanism of infrastructural support of innovation activity of the subjects of the economic complex of the region and offer a methodical approach to the creation of a regional innovation terminal within the framework of a regional innovation system. Research results. As established in the course of the study, the formation mechanism of innovative software innovation entities of the region economic complex should be guided by the general and specific principles of management: targeted development, unity of strategic, tactical and operational management of innovative activity, the unity of information, financial and resource flows at all stages of the production cycle innovation, the development of mechanisms for the protection of intellectual property, with social and economic and environmental responsibility and security at the meso and micro level, the economy of innovation. Conclusions. Thus, the methodological aspects discussed in this paper on the development of the mechanism for the infrastructural support of innovation activity allow us to take into account the specific features of the development of the subjects and objects of the regional innovation system and ensure their competitiveness in market conditions. To improve the mechanism of innovative innovation, a regional innovation terminal has been proposed, the main function of which is to convert scientific and technical, technological and innovative ideas, and other results of scientific and technical activities into products perceived by the market. Further research in the area of ??balanced regional infrastructure should ensure an increase in the competitiveness of the regions of Ukraine.
